This paper presents a conceptual and methodological approach for researching social conditions to understand how urban change and development affects a community and its residents. Manaus, in Brazil's Amazonia region, received much criticism after US$300 million that was spent on a 40,000+ seat (upgraded) stadium in a city with no regular sporting tournaments. This paper positions the need to look beyond tangible features and assess social impacts based on community perceptions using ethnography to locate local meanings of social transformation. Attention is needed in communities adjacent to new stadium developments in Manaus to understand inclusion, exclusion and social leveraging.  相似文献

At the time of independence, parliaments in Central and Eastern Europe and the Newly Independent States of the former Soviet Union were highly underdeveloped institutions. Since that time, many parliaments have begun the process of building legislative capacity in order to participate more fully in the process of governance. One aspect of building legislative capacity is the internal structure of the parliament. This article examines the internal development of one of these parliaments—the Verkhovna Rada of Ukraine—focusing on the legislative process, the budget process, the committee system and faction organization. The article identifies where progress has been made in each of these areas, and points to key aspects that require critical attention in order to ensure future progress. Finally, it discusses how one development project—the Parliamentary Development Project—has used a ‘comparative action research’ approach to aid key decision makers in the Verkhovna Rada in building legislative capacity.  相似文献

Organizational change sometimes occurs as organizations ‘ingest’ innovations from without. This process represents a vital form of organizational learning and adaptation to the external environment. This study seeks to understand the factors that predict the adoption of Foreign Professional Specialty Occupation Visas, or H‐1B visas, by Texas public school districts. The use of H‐1B visas to hire foreign skilled workers is a staffing innovation that is growing in use among public and private organizations. Three sets of factors frequently used in studies of organizational innovation are considered: organizational size and slack; attitudes and dispositions of organizational leaders; and environmental influences. The findings contribute to our understanding of ingested innovations, indicating that slack resources, influences from the task and institutional environments, and the organizational leader's disposition and behaviour relating to change influence the probability of adopting this staffing innovation.  相似文献

This study contributes to the growing literature on differences in attitudes between public and private sector employees, particularly with respect to their receptivity or resistance to public management reforms. We begin by asking the question: to what degree does perceived self-interest play a role in accounting for attitudes toward public management reforms such as downsizing, privatization, and public spending? Using attitudinal data from Sweden, a social welfare state with a large public bureaucracy, a tension is observed both among public employees in different levels of government and between public and private sector employees. In the context of public management reforms, national government employees emerge as more right-leaning politically and more supportive of public management reforms than those working in local government. The analysis finds, particularly among national government employees, that while interest as measured here is strongly related to attitudes toward reform, status as a public employee and status as a public bureaucrat are not as significant as other components of interest in accounting for attitudes toward public management reform.  相似文献

This article analyzes the exclusion-amid-inclusion of “Others” within territorial power-sharing arrangements. While territorial power-sharing is often used to accommodate national minorities, it risks excluding non-dominant minorities at sub-state levels of governance. The article charts how negotiated settlements have addressed this dilemma by formally acknowledging the plurality of non-dominant minorities within territorial power-sharing arrangements, including de facto minorities and other “non-aligned” or less politically relevant minorities. Using the PA-X Peace Agreements Database, this article conducts a qualitative content analysis of 1518 peace agreements from 1990-2016, to shed light on the EAI dilemma within negotiated settlements in divided societies.  相似文献
