It has often been claimed that the current allocation of votes among EU states is not fair. In this paper we verify this assertion by carrying out an evaluation of the distribution of power among the member states. The results show that the current distribution of votes for the qualified majority does not lead to a fair distribution of power whatever definition of the EU is considered. It can not be claimed however that the current voting process has a systematic bias in favor of certain states. We also present a simple method to derive voting weights which lead to a fair allocation of power.  相似文献

ABSTRACT

Though Central Asia is often studied through the prism of its relationships with external powers, research on local public perceptions of these different actors has largely been overlooked. The literature on Kazakhstanis’ perceptions of their neighbours, for instance, is scarce, and mostly focused on analysis of official discourse on Kazakhstan’s multi-vector policy, with little exploration of how this is received, appropriated or refuted by the population. On the basis of Gallup data spanning the last decade, and several other surveys, we test most of the main hypotheses usually advanced to explain attitudes to the US and Russia – age, ethnicity and access to information – and draw five main conclusions: (1) Kazakhstanis are not defined by an exclusive pro-US/pro-Russian dichotomy; (2) they nevertheless largely choose Russia over the US if forced to pick; (3) age does not have a significant effect on foreign policy attitudes; (4) ethnicity does affect some of the attitudes under consideration, but its effects are not large enough to produce markedly different opinions among ethnic Kazakhs and ethnic Russians in aggregate; and (5) consumption of media from Russia and access to non-governmental and Western sources of information do not seem to have significant effects on the attitudes under consideration.  相似文献

Today, Russian influence on the African continent is still anecdotic compared to the People's Republic of China, the United States, and former colonial powers, such as France. Yet, Moscow has committed to reasserting itself as an alternative pole of influence to China and Western countries in the eyes of some African elites. This article analyzes two key components of Russia's African toolkit: its media outlets such as RT and Sputnik, which have managed to impose themselves on the African media landscape, and its entrepreneurs of influence, in charge of influence campaigns of different scopes. The article contends that Russia's media success relies more on the appropriation of its informational content by African actors with their own political agendas than on Moscow convincing African audiences of the legitimacy of its foreign policy or political model, and that entrepreneurs of influence may play a useful, but limited, role in testing new parameters of influence.  相似文献

Power indices are meant to assess the power that a voting rule confers a priori to each of the decision makers who use it. In order to test and compare them, some authors have proposed ‘natural’ postulates that a measure of a priori voting power ‘should’ satisfy, the violations of which are called ‘voting power paradoxes.’ In this paper two general measures of success and decisiveness based on the voting rule and voters' behavior and some of these postulates/paradoxes test each other. As a result serious doubts are cast on the discriminating power of most voting power postulates.  相似文献

This article aims to analyse the birth of a new ideological movement called ‘Tengrism’. According to its theoreticians, Tengrism represents a key element in the identity renewal of Turkic–Mongol peoples and should be adopted as the official religion by the new states of the region. This paper enquires into the ways in which Tengrism is being politically deployed in the service of post-Soviet nationalisms in Kyrgyzstan and Tatarstan and to a lesser extent, in Kazakhstan, Bashkortostan and Buryatia. Although the ideologues of Tengrism may be marginal to the political mainstream, it is nonetheless important to analyse the role of ‘ethnicized’ forms of religious expression and their relationship with the search for post-Soviet national identities.  相似文献

While the annexation of Crimea boosted Putin's popularity at home, the Donbas insurgency shattered the domestic ideological status quo. The Kremlin's position appeared somehow hesitant, fostering the resentment of Russian nationalist circles that were hoping for a second annexation. In this article, I explore the term Novorossiya as a live mythmaking process orchestrated by different Russian nationalist circles to justify the Donbas insurgency. The powerful pull of Novorossiya rests on its dual meaning in announcing the birth of a New Russia geographically and metaphorically. It is both a promised land to be added to Russia and an anticipation of Russia's own transformation. As such, Novorossiya provides for an exceptional convergence of three underlying ideological paradigms – “red” (Soviet), “white” (Orthodox), and “brown” (Fascist). The Novorossiya storyline validates a new kind of geopolitical adventurism and blurs the boundaries, both territorial and imaginary, of the Russian state.  相似文献

This article examines the challenges and complexities in the efforts by political activist Alexei Navalny to reconcile “nationalist” and “liberal” modes of thinking in the current Russian environment. After deciphering three major axes of Navalny's narratives on the national question, the author then discusses the social and political context within which the national-democratic (Natsdem) movement was forged. Natsdems, who are simultaneously pro-European and democratic but also xenophobic, and who target an audience among the urban middle classes, reflect a fundamental shift in Russian society. The last part of the article discusses the paradoxes of Navalny's trajectory, in which a failed theoretical articulation between “nationalism,” “democracy,” and “liberalism” nonetheless has translated into a political success.  相似文献

Abstract

Russia’s historical policy towards the centenary of 1917 was composed of several parallel strategies: diminishing the meaning of the event to avoid the head of state and other government figures having to take a stance; outsourcing commemorative events, with no pre-planned grand design; developing a reconciliatory narrative of the ‘Whites’ and the ‘Reds’; and allowing other actors to promote a plurality of contradictory readings of the events. Yet the space left by the state’s refusal to commemorate 1917 has been taken over by the Church, which, as today’s most active engineer of Russia’s historical policy, promoted a very clear pro-Tsarist narrative best embodied by the multimedia historical park ‘Russia—my history’ (Rossiya—moya istoriya).  相似文献
