This paper addresses feminist materialism as political practice through a case study of IWW-Earth First! Local 1, the late Judi Bari's organization of a radical ecology/timber workers' union in the ancient redwood forests of Northern California. Rejecting the Earth First! mythology of timber workers as ‘enemies’ of nature, Bari sought to unite workers and environmentalists in pursuit of sustainable forestry practices against the devastating approaches favoured by multinational logging corporations. In so doing, she brought a working-class feminist perspective to the radical ecology of Earth First! Bari's work provided a significant instance of community organizing in opposition to the masculinist, exclusionary practices and misanthropic posturing of Earth First!'s self-proclaimed ‘eco-warriors’ and ‘rednecks for nature’. What is perhaps most interesting about the development of Local 1 is the articulation of feminist, environmentalist and labour discourses through a series of political actions.  相似文献

Since the mid-1980s, there has been an acceleration of state and local government interest in the taxable bond market as a source of capital. This has resulted from, among other factors, restrictions imposed on economic and industrial development loan programs resulting from the passage of the Tax Reform Act of 1986. Increased state and local government involvement in the taxable bond markets has increased competition for such capital between the public and the private sectors. In turn, the developing capital competition has expanded into overseas securities markets. Private sector corporations have frequently accessed foreign capital markets to take advantage of lower interest rates and reduced financing costs. By contrast, state and local governments have accessed such markets only recently. This article discusses the policy issues considered by a state or local government entity when it decides to borrow funds in foreign markets and discusses the issues involved in managing currency and interest rate risk when issuing municipal bonds in foreign markets. It includes a review of the hedging techniques used by the Kentucky Development Finance Authority (KDFA) to protect against changes in the Yen/Dollar exchange relationship on a recent Samurai bond issue sold by KDFA as an example of such a transaction.  相似文献

Classy lingerie     
Underwear is the most intimate form of dress, and the type of underwear known as ‘lingerie’ is particularly invested with meanings of femininity, sexuality and pleasure. This article focuses on mass-market lingerie and is based on an ethnographic study of Ann Summers home shopping parties at which lingerie, sex toys and other ‘personal’ products are sold to women in the UK. The analysis draws on the work of Bourdieu and Skeggs to argue that the apparently ‘private’ world of lingerie is simultaneously part of the ‘public’ world of class distinction. The class connotations of mass-market lingerie are not simply aspirational, but are also used by working- and lower-middle-class women to distinguish themselves from ‘posh’ women who are thereby defined as pretentious, boring, snobbish or tasteless. The article concludes that the processes of choosing and buying lingerie involve identifications and dis-identifications of class, gender and sexuality, even though the garments themselves are rarely if ever worn in public.  相似文献

During recent years in North America and Europe many feminists have become increasingly critical of responses to street prostitution that concentrate solely on punishing women who sell sex while ignoring their male clients. In order to address this gender imbalance some feminists have advocated the enforcement and/or strengthening of kerb crawling legislation and other schemes that target men who pay for sex. During 1998–9 one initiative, which aimed to target men who pay for sex in the UK, the Kerb Crawler Rehabilitation Programme (KCRP), was piloted in Leeds, West Yorkshire. Although the KCRP received considerable media coverage there has been relatively little critical debate among feminists about this approach to working with clients of sex workers. This article draws attention to some of the opposition to the Leeds KCRP.  相似文献

The simultaneous effects of an aging infrastructure, the retreat of the federal government from assisting state and local governments finance capital acquisitions, and an expansion of the public's perception of what constitutes legitimate public infrastructure and capital investments has created a need for different approaches to financing state and local government debt capital needs. This has led t o an increasing use of debt financing to meet growing capital and/or infrastructure needs. This paper reviews the concept of a debt capacity index measure for state governments. Results of a survey of state debt capacity methodologies are reported. The results of the survey are then incorporated into a statistical model for calculating the debt capacity of one state. The results of this analyses are reported and discussed for this one state issuer.  相似文献

For a variety of reasons, performance budgeting has gained new life in the 1990s. Initially introduced in the 1950s by the Hoover Commission and others, performance budgeting efforts, in the 1990s, go beyond the workload productivity and efficiency focus of earlier phases and place greater emphasis on outcomes and accountability. This study reports on a survey of state executive-branch budget officers designed to determine the current status of state performance budgeting efforts including performance budgeting processes used by the states, their perceived impacts on budget decision making, and their probable future use. In addition, the study assessed the emerging role of performance funding as a further extension of performance budgeting processes. The linking of performance to the allocation or distribution of appropriated funds may be emerging as the next iteration of performance budgeting in the states. In addition to reporting on the survey, relationships between performance budgeting and various aspects of state budgeting practices are analyzed through crosstabulations, and regression analysis is employed to examine the states' organization, fiscal, and political capacity to implement performance budgeting and funding.  相似文献

The changes in intergovernmental finance which occurred in the 1980s have impacted the traditional roles of state and local governments in many areas. The changing roles of such governments in the financing of infrastructure and public capital investments have been particularly pronounced. Their growing responsibilities in infrastructure finance has led to an enhanced emphasis on capital budgeting and on developing new initiatives in the capital financing arena. This article explores the impact of such changes on the strategies that are and will, probably, be employed by state and local governments to finance future capital acquisitions in a changing economy and intergovernmental fiscal environment.  相似文献

This article reviews the issue of state economic development financial incentives and the more development specific issue of engaging foreign capital markets as a source of funds for state industrial incentive in the post-TRA86 environment. An ex post empirical analysis of such a transaction is provided by revisiting the KDFA yen bond transaction. Observations and policy conclusions are also discussed.  相似文献
