Abortion in Israel: Community, Rights, and the Context of Compromise

In contrast to American understandings of abortion as a uniquely tragic dilemma, the Israeli abortion issue is a tangential controversy in a larger debate over the relationship between the state's national and democratic identity. The divergent paths of abortion politics in Israel and the United States reflect important differences in underlying religious doctrines, geographical size, feminist ideologies, and the immediacy of other social cleavages. More profoundly, the two abortion stories are the product of distinct understandings of the mutual obligations between citizens and their state and of the relationship between individual and collective rights and duties. While these differences may account for the capacity of Israeli activists on both sides to forge pragmatic compromises, the stability of these policies is uncertain both because of changing Israeli priorities and the import of American conceptions of the abortion dispute.

Measuring Success in Coping with Terrorism: The Israeli Case

This article examines the degree of efficacy of Israel's antiterror policies and ability to cope with terrorism using seven parameters that fall into seven parameters: reduction in civilian casualties among Israelis and Palestinians, Israel's ability to cope economically, Israeli social cohesion, the status of international and domestic support for the Israeli government and the extent of weakening of international and domestic support for the Palestinian leadership. The article concludes that based on most of these parameters, Israel has been successful in coping with terrorism, although greater security must be attained through a change in Palestinian policies.     

Imagining and practising citizenship in austere times: the work of Citizens Advice

This article explores the significance of citizenship for those working in Citizens Advice, a network of voluntary organisations in the UK that exists to provide peer-to-peer advice and support to those facing problems. Drawing on a recent research study, the article considers the ways in which the ‘citizen in citizens advice’ is imagined and translated into practice. Despite current political and policy moves to shrink citizenship (in terms of eligibility, access and substance), the ‘citizen in citizens advice’ is regularly thought about in expansive ways that draw on other imaginaries of citizenship. We suggest that these everyday discursive practices of citizenship are important both in analytic terms and in reinvigorating a political discussion otherwise focused upon restriction and exclusion.

Territorializing Regulation: A Case Study of "Social Housing" in England

This article shows that the legislative creation of new regulatory regimes can be approached as a process that carves out new territories of governance. Specifically, using the theoretical framework of social space, it explores the formation of a regulatory community arising out of the United Kingdom's Housing Act 1974, a community made up of the regulatees—not-for-profit housing associations—and the state regulator. The article demonstrates that the process of carving out a new territory of governance and the "spatial practices" of the occupiers of this new territory both enable the community to establish a large element of control of the regulatory regime. This analysis challenges an understanding of law as top-down, substituting a more nuanced, three-dimensional understanding of the production of norms and "common sense." Regulatees are not just subject to regulation but shape the space through their expertise and social relations.     

Suicidal behaviour in prisons: learning from Australian and international experiences

This article explores what progress researchers and policy makers have made towards understanding and responding to the problem of suicidal behaviour in custody over the last 15 years. It examines current program initiatives and strategies for minimising this behaviour. This has become an imperative issue for the Australian Capital Territory (ACT) as they are in the process of developing their first prison (due to open mid 2008). The authors of this article were asked to prepare a report as part of the development of the prison. In developing a prison the ACT Government wanted to learn from the experiences of other jurisdictions including international 'best practice'. Australian prison system agenda has been dominated since the 1990s by the Royal Commission into Aboriginal Deaths in Custody which made 339 recommendations. These recommendations have been important for developing programs for intervention and prevention of suicidal behaviour for all inmates. This article examines the experiences of Australian jurisdictions over the last 15 years since the Royal Commission report was published. For the ACT Government learning from both international and domestic experiences is essential in developing a new prison.
