The Shield of Heracles: Multiple streams and the emotional endowment effect

What factors explain the persistence of emotion in public policy? Applying the multiple streams framework, it is hypothesised in this article that the more intense the fear and the longer it persists under high salience, task unfamiliarity and complexity, and inconsistent preferences, the less likely it is for policy to change. The study examines the Greek attempt to block international recognition of the Former Yugoslav Republic of Macedonia (1990–1993) and finds the power to build coalitions through emotional arousal that in the short run helps reframe losses and paradoxically undermines political support in the long run. Illuminating the emotional endowment effect within the logic of appropriateness, the article concludes that policy is made under certain conditions on the basis of validating emotions.     

Alprazolam and Zolpidem in Skeletal Tissue of Decomposed Body Confirms Exposure

In several medico‐legal cases, bone samples analysis may provide the only source of toxicological information. This case study reports the analysis of a human bone specimen, belonging to a 46‐year‐old man, found 3 months after his death due to cervical–thoracic injuries in a motorcycle accident. Bone specimen was the only available material for toxicological analysis, among few skull hair and rotten skin. Analysis was performed by a newly developed and validated ultra‐high‐pressure liquid chromatography–mass spectrometry/mass spectrometry (UHPLC‐MS/MS) method, following simple and efficient sample pretreatment. The results were in accordance with the man's medical record: Alprazolam and zolpidem were found at 2.2 and 5.4 ng/g of bone, respectively. Both these drugs were prescribed to the deceased.     

Why State Subsidies? Evidence from European Community Countries, 1981–1986

In this article I seek to explain why European Community members subsidized a substantial portion of their economies in the period 1981–1986. I test three competing explanations: socioeconomic, party control, and world markets. Parties have an impact on overall state subsidies and loans, but trade deficits are most influential in the disbursement of direct budget outlays and tax incentives. Unemployment has no effect on subsidies. The differential responsiveness to trade and parties is likely to frustrate efforts toward greater European integration.     

Multiproduct activity and competition policy: The Tetra Pak case

We suggest the Tetra Pak case as a real-world example to study the implications of multiproduct activity for European Competition Policy. Tetra Pak, a monopolist in aseptic carton packaging of liquid food, competes with Elopak in the nonaseptic sector. The EC Commission used the effect of Tetra Pak's dominance in the aseptic sector on its rival's performance as an evidence of the former's anticompetitive behavior. With linear demand and cost functions and interdependent demands, the Commission's position can be supported. However, a more general model suggests that the Commission's conclusions cannot be supported as the unique outcome of the analysis of the information available.     

Sudden death due to an unrecognized cardiac hydatid cyst

Echinococcosis is an endemic disease, most common in sheep-raising communities, usually caused by the larval or cyst stage of the tapeworm Echinococcus granulosus. Isolated cardiac hydatid cyst is uncommon at any age, occurs through the coronary circulation, and accounts for less than 3% of all hydatid disease. We describe a case of an 1%-year-old female, who died suddenly. The post-mortem examination revealed an isolated cyst in the left ventricle of the heart with intact wall. The cytologic examination of the cyst fluid demonstrated the presence of the characteristic scolices and hooklets and established the diagnosis of cardiac hydatid cyst. The present case is of special interest because of the rare primary localization and the onset of sudden death in a young person as the initial manifestation of the disease.
