This article draws on some findings from research which investigated penal voluntary sector adaptation to the mixed market in criminal justice services. The article firstly reprises the main trends for aligning state relationships with the voluntary sector from the 1980s to the present. We then outline some findings about adaptive experiences, situations and practices of the voluntary sector in criminal justice resettlement in the light of considerable upheaval. The research found that service providing voluntary sector organisations (VSOs) either outwardly comply with, or, in a minority of cases, actively embrace, competitive marketised models of service delivery. Secondly, the sector has normalised commercial approaches to organisational efficiency as well as aligned with bureaucratic practices common to the statutory sector. Despite charges that they are effectively co‐opted by both state and market interests, many have reported conflicts between prioritising long‐term financial viability with their founding ‘ethos and values’. We conclude that while many VSOs have successfully adjusted to market and bureaucratic norms, aspects of that repositioning have been at a cost to their traditions of relative autonomy, localism and distinctiveness, to the possible detriment of a vigorous civil society. 相似文献

Abstract: This article discusses governance and accountability structures that relate to the contemporary agenda of inclusion for children with disabilities in Canada. Who are the major public‐sector actors in policies for children with disabilities and their families? What governance roles does the sector perform? What are the defining trends that characterize the sector in the present age? The scope of the analysis is a broad scan of structures and roles rather than a detailed inventory of programs. Three clusters of governing activities are addressed: policy planning, consultation and coordination; creating structures, allocating resources and delivering services; and accountability roles and processes. Each of the clusters is examined in relation to public‐sector organizations general to government and to organizations specific to child and family and to disability issues. The education, health‐care and social‐service sectors are profiled to identify important trends and issues in the governance of Canadian disability policy. A concern of the public sector's governance regime for children with disabilities and their families is the absence of clear, consistent and central accountability mechanisms. There is a déjà vu discourse on disability reform, a strong sense that we have been here before. Among other factors, this frustrating pace of reform is due to bureaucratic factors and weak accountability mechanisms. To overcome this déjà vu, the author calls for the adoption of a more inclusive and integrated governance regime for the disability policy domain. Qui sont les principaux acteurs du secteur public responsables des politiques pour les enfants handicapés et leurs familles ? Quels rôles de gouvemance estce que le secteur joue? Quelles sont les tendances spécifiques qui caractérisent ce secteur à I'heure actuelle? L'analyse porte sur un vaste ensemble de structures et de rôles, plutôt que sur un inventaire détaillé de programmes. Trois groupes d'activités gouvernementales sont étudiés:la planification, la consultation et la coordination de politiques; la création de structures, l'affectation de ressources et la prestation de services; et les rôles et processus de la responsabilisation. Chacun de ces groupes est examiné par rapport aux organismes du secteur public dépendant du gouvemement et aux organismes relatifs à l'enfance et à la famille et aux questions d'invalidité. Les secteurs de l'éducation, des soins de santé et des services sociaux sont présentés pour identifier les tendances et questions importantes dans la gouvemance de la politique canadienne sur l'invalidité. Une précupation du régime de gouvernance du secteur public concemant les enfants handicapés et leurs familles est I'absence de mécanismes centraux de responsabilisation qui soient clairs, consistants et centralisés. Abstract: This article examines federal legislation, An Act to Amend the Canada Pension Plan and the Old Age Security Act (Bill C-36), from the vantage point of the contemporary politics of welfare state reform. Government decisions on the Canadian Pension Plan (CPP) and Old Age Security (OAS) made in the 1990s noticeably generated political and administrative feedback to the policy agenda and policy development processes. Bill C-36 was the response by policy-makers to solve these issues and use the occasion to make other changes they had been contemplating. The legislative reforms contained the imposition of specific losses for one group; the introduction of benefits for another group, both geographically diffuse clienteles; and, for all covered by these programs, modest improvements in service provision. Inside the federal public service, officials responsible for the CPP Disability program acted effectively as policy entrepreneurs, making use of a window of opportunity, and the necessity of amending the legislation, prompted by the focusing event of a critical audit report. 相似文献

A sample of 49 cases of cemetery remains received at the Office of the Chief Medical Examiner, Massachusetts (OCME‐MA), in Boston was compared with published taphonomic profiles of cemetery remains. The present sample is composed of a cross section of typical cases in this region that ultimately are derived from modern to historical coffin burials and get turned over to or seized by law enforcement. The present sample was composed of a large portion of isolated remains, and most were completely skeletonized. The most prevalent taphonomic characteristics included uniform staining (77.6%), coffin wear (46.9%), and cortical Exfoliation (49.0%). Other taphonomic changes occurring due to later surface exposure of cemetery remains included subaerial weathering, animal gnawing, algae formation, and excavation marks. A case of one set of skeletal remains associated with coffin artifacts and cemetery offerings that was recovered from transported cemetery fill is also presented. 相似文献

In the forensic context, teeth are often recovered in mass disasters, armed conflicts, and mass graves associated with human rights violations. Therefore, for victim identification, techniques utilizing the dentition to estimate the first parameters of identity (e.g., age) can be critical. This analysis was undertaken to apply a Bayesian statistical method, transition analysis, based on the Gompertz-Makeham (GM) hazard model, to estimate individual ages-at-death for Balkan populations utilizing dental wear. Dental wear phases were scored following Smith's eight-phase ordinal scoring method and chart. To estimate age, probability density functions for the posterior distributions of age for each tooth phase are calculated. Transition analysis was utilized to generate a mean age-of-transition from one dental wear phase to the next. The age estimates are based on the calculated age distribution from the GM hazard analysis and the ages-of-transition. To estimate the age-at-death for an individual, the highest posterior density region for each phase is calculated. By using a Bayesian statistical approach to estimate age, the population's age distribution is taken into account. Therefore, the age estimates are reliable for the Balkan populations, regardless of population or sex differences. The results showed that a vast amount of interpersonal variation in dental wear exists within the current sample and that this method may be most useful for classifying unknown individuals into broad age cohorts rather than small age ranges. 相似文献
