Data from the Continuous Longitudinal Manpower Survey and the Current Population Survey were used to estimate the effects of CETA, a governmental jobs program, on the economic well-being of separated, divorced, and widowed women over age thirty. After training, CETA participants had increases in earnings and tended to have higher earnings than comparable CPS respondents. Participants in on-the-job training and public service employment had greater increases than participants in the other CETA programs. CETA enrollees with a high school degree had greater increases in earnings than those who had not completed high school, while whites had greater increases in earnings than non-whites.     

Politics and the Price of Rice in Thailand: Public Choice,Institutional Change and Rural Subsidies

Despite the Thai state’s long record of rice market interventions, historically politicians failed to leverage rice subsidies in their pursuit of political support, notwithstanding the large number of farmers in the country. Since Thaksin Shinawatra’s election in 2001, though, each government has subsidised rice producers, although at varying degrees. What explains this change? This article traces the four-decade history of rice price support programmes. It is proposed that these policies be interpreted through the dual lens of institutionalism and public choice theory, demonstrating how political institutions have shaped incentives for politicians to cater to different constituencies. During the pre-1980 period, under authoritarian regimes, Thai leaders applied rice price policies to benefit urban consumers and the government. From 1979 through 2000, following implementation of the block-vote system, rice interventions were used to appeal to voting intermediaries like rice millers, as bargaining chips among competing parties and as stopgap measures to diffuse farmer protests. Since 2001, responding to the electoral system created by the 1997 constitution, politicians have appealed directly to the voting public, seeking broad-based support via subsidies. The analysis highlights the impact that shifting institutional incentives have on politicians’ actions and thus the emergent policies.     

‘Any friend of yours is a friend of mine’: investigating the utilization of an interpreter in an investigative interview

Premised on a body of literature suggesting target-interviewer rapport is a critical component of successful interviews, we explored the effect of two interpreter-related variables – the physical placement of the interpreter in the room, and the nature of the relationship between the interpreter and the target – on target-interviewer rapport. A total of 125 bilingual (Spanish/English) participants viewed a mock crime video and were then interviewed, via an interpreter (or not). Interpreters either built rapport with the participant immediately prior to the interview or did not, and were either seated beside the interviewer or behind the target, commensurate with recommendations from training manuals. When the interpreter and target engaged in a short rapport-building session prior to an investigative interview, the target rated their interaction with the interviewer less negatively compared to when rapport building did not occur. Furthermore, when the interpreter sat behind the target, the target viewed the interaction more negatively than when the interpreter sat beside the interviewer (triangular configuration). These findings suggest ways in which interpreters can be utilized more effectively, especially in terms of seating configuration, rapport development between a target and interpreter, and importantly, the potential for that target-interpreter rapport to transfer to the target-interviewer relationship.
