IMPLEMENTING COMPARABLE WORTH IN THE PUBLIC SECTOR: THEORY AND PRACTICE AT THE STATE AND LOCAL LEVEL

This paper defines comparable worth as part of the pay equity movement, given an overview of the reasons for its development in the 1980s.and identifies objections to its implementation. It also articulates the political and implementation challenges comparable worth presents and specifies the purpose of this special symposium.     

PRODUCTIVITY, SOCIETAL WELL-BEING, AND PUBLIC POLICY: AN INTRODUCTION AND OVERVIEW

The assumption that bureaucratic rationality and efficiency promote democracy is examined briefly from several theoretical perspectives. The efforts of the new conservativesu1 and new corporatists to impose private sector and business forms on the public sector as a way of achieving greater public sector productivity is reviewed. The contribution of this symposium and its specific articles to understanding the ethical and practical consequences of these efforts is presented.     

The effective use of asset recovery

Asset forfeiture is a relatively new and innovative way of fighting crime through civil litigation. In this article the author deals with the South African experience of best practice in the use of asset forfeiture to fight crime and corruption. He advocates the use of a combination of conviction-based and non-conviction-based forfeiture to make maximum impact. In particular, the paper deals with the many advantages of the UK conviction-based model, which is value-based rather than focused on the proceeds of crime. It also deals with the advantages of non-conviction forfeiture as an important tool.

She has written widely on sociological and cultural aspects of psychoanalysis. Her most recent book, Feminists and Freudians: A Comparative Perspective,has just been published in German and is forthcoming in English.
