Networks of local government support organisations (LGSOs) are critical to successful intergovernmental relations and effective local governance in democratic societies. Bulgaria had no such network of municipal associations when it began the transition from communist rule in the early 1990s. Using US and other external technical assistance, Bulgaria over the next decade overcame the impediments to collective action and established what appears to be an effective and sustainable system to back up its cities and towns. Important factors in mobilising support included a long‐term focus on institutional development, non‐partisanship, flexibility in implementation and a pragmatic orientation that focused on learning by doing. The main objective of company law and corporate governance structures is to provide rules and secure efficient functioning of decision-making mechanisms that maximise the value of enterprises and safeguard interests of various stakeholders. Company laws and corporate governance models in different countries have evolved in specific historical, cultural, market and legal conditions that prevent their direct transplantation elsewhere. Assessing available experiences, former centrally planned European economies, engaged in sweeping transformations, are challenged by the need to recreate a delicate balance between investor protection and business discretion of managers to work for corporate value maximisation and social welfare. This essay undertakes an explorative discussion on the possible choices and the costs and benefits related to principalagent problem resolution in economies in transition, with special emphasis on institutions and the case of Bulgaria.  相似文献

Although officially Russian state-owned energy companies operate as independent entities, their actions often lead to suspicion that they are acting as a tool of Russian state foreign policy. Countries on the southeastern borders of Europe – Bulgaria and Greece – are prime examples of where this might be the case, since they not only have a central position in Russia’s plans to penetrate European markets through new transport infrastructure but are also part of competing plans for routing non-Russian gas to Western markets. The main focus of the present research is on the natural gas and oil sectors, as these are the traditional foundation of Russian energy exports to Europe. The aim of this paper is thus to provide an objective, evidence-based analysis of Russian activities in the natural gas and oil sectors of Greece and Bulgaria in order to establish whether its actions have been implicitly or explicitly politicized and have served to strengthen Russian influence in the region.  相似文献

The paper negotiates ideas, views and beliefs of Bulgarians towards the ethnic minorities of their country published in the Bulgarian press during the period of 2005–2009. Through these aspects it becomes clear that three years after Bulgaria's accession to the European Union and despite various state attempts to integrate minorities – mostly initiated and funded by the EU and various governmental and non-governmental organizations – prejudice and racism have not been overcome, the Other is still differentiated and the way to multiculturalism is very long. The research field is limited to the Turkish and the Roma minorities, which are “visible” in the sense that they are officially recognized.  相似文献

Abstract

Upon recognizing a need for a center of western oriented university education, an initiative committee including representatives from the Republic of Bulgaria, the city of Blagoevgrad, and the University of Maine obtained support from philanthropist George Soros's Open Society Institute and the U.S. Agency for International Development (USAID) to start a university in Bulgaria in 1991. The hallmark of its existence was that its programs would be oriented toward teaching democratic values through the American liberal arts tradition. Instruction would be in English so it could draw on students throughout the region if they were proficient in English. The university has grown from a small enrollment of 208 students to over 700 students in several disciplines in the humanities and social sciences. As the American University in Bulgaria (AUBG) has become a regional institution, the AUBG–USAID relationship has been crucial. Now it is beginning to offer an EMBA program and has developed an excellent reputation through its graduated students.  相似文献

This article suggests a new perspective on the analysis of the EU multi-level regionalism strategy (EUMRS) by emphasizing the important role of local authorities in border areas. The EU, indeed, has been pursuing a multi-level strategy formed by three action layers corresponding to three new regional trasnational spaces: (1) the European Union itself; (2) the strategic macro-regional actions – such as the EU Strategy for the Danube Region; (3) cross-border cooperation. Particularly, the article tries to explain why local officers working for different Bulgarian municipalities perceive the EUMRS in a different way. The perception of the EUMRS represents the internalization and impact of the EUMRS among the interviewed local officers of nine borderland Bulgarian municipalities. The research is grounded on a qualitative comparative analysis to identify and explain the different combinations of causally relevant conditions linked to the specific outcome.  相似文献

This paper focuses on the current political and socio-economic situation in the two most recent EU member states, Bulgaria and Romania. Overall, the post-accession period in both countries has been comparable to that in the East-Central European members that had joined the Union on 1 May 2004. However, there have been some significant differences in the post-accession path of Bulgaria and Romania, which set them apart from the rest of the EU-10, as well as among themselves. For instance, the problem of corruption has been a particularly salient theme for the political elites of both countries and it led to the paralysis of the cabinet in Romania during the first year of its membership and to the rise of powerful populist alternatives in Bulgaria. What has probably been even more distinguishing in the cases of Bulgaria and Romania is their apparent inability to swiftly deal with the political and social challenges emerging after accession, as well as to adequately respond to the process of Europeanization. The main reason for this has been the unfinished political and socio-economic transformation of both countries, accompanied by the consolidation of certain ‘reserve domains’, occupied by the former secret services and semi-mafia structures.  相似文献

This paper deals with the development of family dynamics in Bulgaria with particular emphasis on the transformation in individual marital behaviour observed since the early 1990s. First, a brief overview of the development of nuptiality over the last century is provided, which establishes the stability of important features associated with the eastern European marriage pattern. The recent marital changes in the country are then discussed in the context of an evolving Second Demographic Transition, which challenges the last remnants of the eastern European marriage pattern and proceeds as an integrative trend toward the plurality of family forms observed within and between European countries. Special attention is directed towards the urban–rural differences in the development of the recent marital transition in Bulgaria. These differences are analysed from the perspective of the subjective preconditions associated with the change or stability of particular values and world-views related to marital life. The analysis shows that in Bulgaria during the 1990s it was the big cities that tended to be innovative centres, disseminating the new familistic values and behavioural patterns that facilitated the development of new marital trends. Conversely, the towns and villages tended to be places in which traditional values were stronger and prevailed for longer. These values, along with some structural factors, maintained the more traditional marital profile of the rural areas for longer.  相似文献
