ABSTRACT

The local business elites of El Salvador were generally in favour of the peace agreement and supported its negotiation and implementation in 1992, while in Guatemala the private sector reluctantly supported the peace process and, after the peace agreements were signed in 1996, the private sector sought to obstruct parts of its implementation. In the aftermath of the peace accords, business elites united around an ideology espousing a minimal state and a focus on market solutions to social problems. Although welcoming the security-related measures in the peace accords, business elites have often obstructed transformations towards more inclusive and democratic societies. However, in recent years there has been a change in discourse among influential business associations towards recognition of the need for strong state institutions and the need for institutionalised mechanisms for dialogue to find solutions to social problems. In this article, we seek to shed light on the significance of this discursive turn for continued peace-building.  相似文献

The female body is central to the performance art, poetry and blog site interventions of Guatemalan Regina José Galindo. While Galindo is best known for her performance work, this article compares the hereto overlooked, distinctive and often shocking representations of the female body across her multimedia outputs. We first consider the ways in which, in all three media, Galindo presents an ‘excessive’, carnivalised, grotesque and abject female body. Second, we analyse representations of the female body that has been subjected to violence at a private and public level. In so doing, we show how Galindo not only contests hegemonic visions of gender and (national) identity but also challenges the viewer/reader to engage with, rather than look away from, the violence to which women are subjected in patriarchal society.  相似文献

Abstract

In summer 2004, an UN-sponsored international rule of law commission based on an initiative of the Guatemalan human rights community was rejected by Guatemalan political elites. In 2007, a new version, the International Commission against Impunity (CICIG), was approved by the Guatemalan Congress and has since been active in the country, supporting the modernisation of the Guatemalan judicial system and the investigation and prosecution of criminal networks. The CICIG has been hailed as part of a new generation of rule of law promotion that addresses the problems of post-conflict states. How did this change in elite support come about? Neither increased pressure from the international community nor changes in the elite groups in power can fully explain this shift. Rather, Guatemalan elites actively reshaped the commission; in addition, the human rights community reframed it to better fit the risk perceptions of the general public.  相似文献

Although they receive little recognition for their contribution, peasant farmers in the global South play a fundamental role in securing the long-term global food supply. Via their self-sufficient agricultural practices, they cultivate the crop genetic diversity that enables food crops to adapt to changing environmental conditions. In this paper I draw upon empirical data from the Guatemalan center of agricultural biodiversity to investigate the concern that market expansion will displace peasant agriculture and undermine a cornerstone of the global food supply. I find that even though peasants' livelihoods involve multiple forms of market provisioning, they also engage in a Polanyian ‘double movement’ to protect their subsistence-oriented agricultural practices from the potentially deleterious effects of markets. I also investigate the so-called ‘agrarian question’ about the effects of market expansion on the viability of peasant agriculture, finding that although new forms of market provisioning are likely exacerbating rural inequality, the income from market activities actually enables rural Guatemalans to reproduce the conditions for peasant agriculture. Ultimately, I observe that the conservation of agricultural biodiversity and, consequently, global food security are contingent upon the ‘food sovereignty’ of peasant farmers.  相似文献

This paper examines the procedural culture that shaped ethnic and national identities in late nineteenth‐century western Guatemala. Rooted in face‐to‐face encounters between departmental jefes políticos (departmental governors) and local Maya communities, this procedural culture emerged from routines of governance such as annual municipal inspections, ethnic struggles for municipal control, and local efforts to title community lands that led Maya and state officials to develop contrasting understandings of each other and their relations. Far from precipitating a national identity of mutual belonging, state formation here intensified the racism and political violence that would rend Guatemala during the century to come.  相似文献

In this volatile moment in Latin America, when relations between the state and citizens are in flux, people at the margins of society draw on various notions of citizenship in social conflicts over proper behavior and the common good. I examine an intergenerational conflict over the legality of alcohol in an indigenous village in Guatemala to show how its protagonists creatively recombine different aspects of the various citizenship regimes that they have encountered. Elders have formed vigilante justice groups to combat the youth they consider gangsters. While the vigilantes draw upon a discourse of obligation to justify their actions, the generation below them counters with a language of rights. Some argue that citizenship is less meaningful in contexts where state power is ambiguous and extralegal violence is commonplace. I argue that in such contexts, it is not that citizenship does not have meaning, but rather that its meaning is intensely contested.  相似文献

The paper explores the relationship between political violence and ‘horizontal’ inequality in ethnically‐divided countries in Latin America. The cases studied are Bolivia, Guatemala and Peru. Preliminary results are reported on the measurement of horizontal inequality, or that between groups, defined in cultural, ethnic and/or religious terms. The Latin American cases are shown to be often more unequal than the cases from Africa and Asia included in the wider study of which the work forms a part. The complex relationship between such inequality, ethnicity and political violence is explored historically. Ethnicity is today rarely a mobilising factor in violence in the Latin American cases, but the degree of inequality based on ethnicity is shown to be highly relevant to the degree of violence which results once conflict is instigated. ABSTRACT

The Guatemalan National Revolutionary Unit (URNG) fought one of the longest and bloodiest civil wars in recent Latin American history. In 1996, the URNG and the Government of Guatemala signed a Firm and Lasting Agreement ending the country’s civil war and initiating the URNG’s post-war life as a political party. After finishing third in its initial electoral competition, the URNG has since been unable to capture more than 4% of the vote, on its own or in coalition, leaving it a minor political party. What explains the poor electoral performance of the URNG as a political party? Based upon fieldwork, elite interviews, and analysis of electoral data, I argue that the URNG’s minor party performance was caused by both organizational and institutional factors.  相似文献

Abstract This paper examines the Guatemalan peace process by focusing on different actors in civil society. It considers the peace negotiations between the government/ military and the guerrillas, rather than the realm of electoral procedures, to be the main locus of political transition. Challenging the work of many elite-centred theorists of democratisation who claim that civil society is an ephemeral and largely insignificant actor in transitions, the analysis considers both popular actors and business associations, one of the major‘ uncivil’ actors in Guatemalan civil society, and shows that civil society can have an impact on transitions on multiple levels. In attempting to explain the degree of impact, the paper illustrates the need to examine both the surrounding political opportunity structure and internal factors such as organisation, strategy and leadership.  相似文献

Abstract

On October 6, 2000, President Clinton signed the Inter-country Adoption Act of 2000 (H.R. 2909), which represents the United States' implementation of the 1993 Hague Convention on Protection of Children and Co-operation in Respect on Intercountry Adoption (Joint Council on International Children's Services, 2000). The Ratification of this international treaty came about as increasing attention was brought to the need for greater oversight of Intercountry adopters both into and out of the United States. Over the past decade, the number of United States citizens adopting children from overseas has more than doubled. There are also an increasing number of children who are United States citizens that are being adopted by citizens of other countries. Both the United States and Guatemala have established policies of participation in Inter-country adoption as sending nations primarily to address the problem of how to best care for children permanently separated from their families of origin. However, further analysis indicated that there are problems that these policies indirectly address which are much more complex. The purpose of this paper is to describe and analyze these policies.  相似文献
