我国西部大开发的关键是城市化,而特大型城市正需要发展卫星城。卫星城在社会主义市场经济中是一个新生事物,所以在向发达市场经济国家借鉴的同时,需要建立与市场经济相适应的卫星城概念;充分考虑“三转”并存的现实状况;保持建设规划的连续性,防止卫星城建设半途而废;建设与国际大都市目标相适应的卫星城;打破地方分割;用优惠政策吸引居民迁入;利用级差地租;引进高等学校;发展轨道交通;加大建城力度;扩大卫星城建设资金来源;为国际大都市建设置换空间。  相似文献

自现代国际关系理论产生以来,与国际法研究的联结已有三次,均对国际法理论与实践的发展产生很大影响。一战后国际法的繁荣与理想主义对其的重视紧密相关。而在冷战时期现实主义占据国际关系理论与实践的主流的情势下,国际关系理论与国际法研究一度疏远,直到20世纪80年代国际机制理论的兴起才重新拾起这种联结纽带,并为国际法晚近的发展构建了合理性基础。在全球化迅猛发展的背景下兴起的建构主义实现了两个学科的第三次联结,并对国际法的理论与实践产生积极影响。  相似文献

The debate on the advantages and disadvantages of upgrading the United Nations Environment Programme to a 'world environment organisation' (WEO) has gained momentum in both academe and politics. This article contends that a WEO would further the interests especially of developing countries, because it would provide them, first, a high-level forum to unite their individual bargaining power against the major industrialised countries. Second, a WEO would assist Southern efforts to garner international support for environmental programmes in regions and sectors that are increasingly bypassed by economic globalisation. Third, a WEO would create a locus to politically institutionalise the influence of non-governmental lobbyists in a way that increases the balance of opinions and perspectives. The article then addresses special challenges and caveats for developing countries in the upcoming negotiation process, in particular whether an upgraded UNEP would address only 'global' issues, thus absolving the international community from assisting developing countries in mitigating the more pressing local environmental issues in the South; whether the new body would have powerful sanctioning mechanisms, which might disproportionally affect developing countries; and what decision-making procedures the new body would have.  相似文献

This article examines electoral malapportionment by illuminating the relationship between malapportionment level and democracy. Although a seminal study rejects this relationship, we argue that a logical and empirically significant relationship exists, which is curvilinear and is based on a framework focusing on incumbent politicians' incentives and the constraints they face regarding malapportionment. Malapportionment is lowest in established democracies and electoral authoritarian regimes with an overwhelmingly strong incumbent; it is relatively high in new democracies and authoritarian regimes with robust opposition forces. The seminal study's null finding is due to the mismatch between theoretical mechanisms and choice of democracy indices. Employing an original cross-national dataset, we conduct regression analyses; the results support our claims. Furthermore, on controlling the degree of democracy, the single-member district system's effects become insignificant. Australia, Belarus, the Gambia, Japan, Malaysia, Tunisia, and the United States illustrate the political logic underlying curvilinear relations at democracy's various levels.  相似文献

Abstract

Housing has important economic, political, and social ramifications for Western Europe and beyond. Despite its importance in shaping economic and political outcomes, however, housing remains in the peripheral vision of major comparative political economy debates. This introduction to the special issue accomplishes four objectives. First it demonstrates how housing defies current political economy typologies by failing to conform to their theoretical and empirical predictions. Second it summarises the current state of housing research within political science, which still remains in its infancy. Third it highlights how the contributions in this special issue expand our understanding of how housing causes and is shaped by political and economic outcomes in Europe. Finally, this introduction concludes by outlining how the special issue contributions demonstrate housing’s importance for the welfare state, political preferences and electoral shifts, regulatory and redistributive policies, and financialisation and household indebtedness in Europe.  相似文献

Why would countries invest resources to protect the global atmosphere, a global common‐pool resource? After all, this is an open‐access resource with no restrictions on appropriating its benefits. Furthermore, why would they do so under the aegis of a weak global regime (the United Nations Framework Convention on Climate Change, UNFCCC) that has virtually no provisions for sanctioning noncompliance and when the largest contributor to the problem is not participating in the regime? This article examines why a number of countries have implemented the UNFCCC. I hypothesize that countries implement UNFCCC because they corner domestic environmental benefits, namely reduction in local pollution. In my empirical analysis of 127 countries, employing an ordinal logistic regression model, I find that local air pollution is associated with higher levels of implementation of the UNFCCC. Thus, I conclude that the incentives to implement a relatively weak global regime can be found in the domestic political economy.  相似文献

This article argues that the sources of official and societal ambivalence towards civic nationhood in today’s Russia are found in the institutional instability and personalist dynamics of hybrid regime politics in the 1990s. Successful civic nation-building should institutionalize inclusive criteria for citizenship as a basis for policymaking, which in turn should create incentives for dominant ethnicities to embrace civic nationhood. While the shifting views of Boris Yel’tsin on nationalities policy and the constant turmoil in the government’s nationalities ministry have received little scholarly attention, they illuminate the endogenous sources of regime instability in relation to civic nation-building. Russia’s experience thus challenges the traditional view of ethnic nationalism as fostering authoritarianism and civic nationalism as fostering democracy: rather, competitive authoritarianism in the 1990s confounded the regime’s own efforts toward civic nation-building and laid the groundwork for the “ethnic turn” in Russian politics under Vladimir Putin.  相似文献

Social scientists have been limited in their work by the paucity of global time series data about subnational institutions and practices. Such data could help scholars refine regime typologies, improve theories of democratization and regime change, better understand subnational democracy, and illuminate issues of development, conflict, and governance. This article addresses the lack of data by introducing 22 subnational measures from a new dataset, Varieties of Democracy. Validity tests demonstrate that the measures’ strengths outweigh their weaknesses. The measures excel in covering all subnational levels for most countries, capturing different elements of subnational elections, and including a variety of dimensions of elections and civil liberties. The measures also offer unmatched global and temporal coverage. The article demonstrates how these strengths can provide scholars with the benefits described above.  相似文献

Political protests constitute a major concern to authoritarian regimes. Existing research has argued that they indicate a lack of regime legitimacy. However, empirical evidence on the relationship between legitimacy and protest participation remains rare. Based on new survey data from Morocco and Egypt, this study investigates whether legitimacy played a significant role in student mobilization during the 2011 uprisings. In doing so, we first develop a context-sensitive concept of legitimacy. This allows us to differentiate the ruler’s legitimacy claims and the citizens’ legitimacy beliefs. Furthermore, we distinguish between two different objects of legitimacy: the broader political community and specific regime institutions. Our empirical analysis suggests that legitimacy had an independent and significant impact on students’ protest participation, yet in more nuanced ways than generally assumed. While protest participation was driven by nationalist sentiments in Egypt, it was motivated by dissatisfaction with the political performance of specific regime institutions in Morocco.  相似文献

We argue that certain important democratic practices and elements of pluralism are lasting features of political systems in many poor countries. Because of state weakness, such arrangements work to the benefit of both elites and citizens. The broader citizenry and civil society enjoy significant political freedoms and greater access to foreign aid. Elites tolerate these limited civil liberties and regular elections because they produce few costly consequences due to state incapacity. We evaluate this theory of ‘uneven pluralism’ in poor countries using evidence from a paired comparison of Mali and Kyrgyzstan. These two countries have experienced significant political turbulence, but on balance have shown a persistent and robust commitment to a free press, transparent elections, and respect for freedom of association. Our theory suggests that uneven pluralism is likely to continue in countries like Mali and Kyrgyzstan, even as significant limits on judicial independence, persistent corruption, and lack of government transparency make democratic consolidation unlikely.  相似文献
