Most accounts of Swiss federal institutions are unable to explain institutional change. In this contribution the authors trace change in Cantonal reforms and then use multivariate explanation models to account for institutional reforms such as New Public Management reforms. The multivariate analyses used rely on an “event count model” to explain the frequency of institutional reforms and a “binary response model” to explain why Cantons adopt New Public Management reforms. This research demonstrates that policy research as well as innovation and diffusion theories can contribute to explaining institutional reform.  相似文献

The issue of the impact of tax competition between the cantons has been quite present in the public discussion, especially in relation with the reform of the Swiss system of financial equalization. The connection between the degree of direct democratic rights and the intensity of tax competition ana‐lysed by Feld (1997) seems to be particularly interesting for political science. Differently to the approach of Feld (1997) this research note examines it with regard to the tax policies in the cantons. In addition, a less criticized way to measure the institutions of direct democracy is used and the research period is extended. The analysis shows that there is a trade‐off between the exit‐ and the voice‐option. In other words: those cantons that have well developed direct democratic institutions, are less affected by the pressure of tax competition. As a consequence of the perceived influence, their citizens do less probably move to an other canton as a reaction to a heavy tax burden.  相似文献

This article addresses the structural characteristics of the interactions between Switzerland and the EU in the transport sector, i.e. transport by air and land. More precisely, it is focused on two different aspects of this relationship: first the modes of coordination between Switzerland and the EU according to the concept of external governance and, second, those conditions that make inclusive patterns of interaction more likely. The central finding of this case study is an expansion of both the regulatory and organisational boundary in both cases. This shift finds expression in the incorporation of Swiss actors into a variety of networks that, at least in some cases, allow Swiss actors to shape EU policy making. The actual patterns of interaction are influenced by a number of factors, including the type of governance inside the EU that facilitates the inclusion of third parties in EU external governance and the problem structure that is characterized by coordination rather than enforcement problems.  相似文献

Between 1880 and 1950, Swiss psychiatrists established themselves as experts in criminal courts. In this period, the judicial authorities required psychiatric testimonies in a rising number of cases. As a result, more offenders than ever before were declared mentally deficient and, eventually, sent to psychiatric asylums. Psychiatrists also enhanced their authority as experts at the political level. From the very beginning, they got involved in the preparatory works for a nationwide criminal code. In this article, I argue that these trends toward medicalization of crime were due to incremental processes, rather than spectacular institutional changes. In fact, Swiss psychiatrists gained recognition as experts due to their daily interactions with judges, public prosecutors, and legal counsels. At the same time, the spread of medical expertise had serious repercussions on psychiatric institutions. From 1942 onwards, asylums had to deal with a growing number of “criminal psychopaths,” which affected ward discipline and put psychiatry's therapeutic efficiency into question. The defensive way in which Swiss psychiatrists reacted to this predicament was crucial to the further development of forensic psychiatry. For the most part, it accounts for the subdiscipline's remarkable lack of specialization until the 1990s.  相似文献

This article examines the determinants of positional incongruence between pre‐election statements and post‐election behaviour in the Swiss parliament between 2003 and 2009. The question is examined at the individual MP level, which is appropriate for dispersion‐of‐powers systems like Switzerland. While the overall rate of political congruence reaches about 85%, a multilevel logit analysis detects the underlying factors which push or curb a candidate's propensity to change his or her mind once elected. The results show that positional changes are more likely when (1) MPs are freshmen, (2) individual voting behaviour is invisible to the public, (3) the electoral district magnitude is not small, (4) the vote is not about a party's core issue, (5) the MP belongs to a party which is located in the political centre, and (6) if the pre‐election statement dissents from the majority position of the legislative party group. L'étude des réformes de l'administration et des institutions publiques suisses a considérablement délaissé la problématique des conséquences des changements sur le terrain et surtout n'a pas analysé le vécu des acteurs administratifs de base. Notre étude vise, au niveau analytique, à rendre compte du vécu des réformes à l'échelon des «petits fonctionnaires»; sur un plan méthodologique, une enquête de nature ethnographique est introduite pour étudier ce questionnement. Notre enquête sur la réforme de l'armée suisse «Armée XXI» sert d'illustration. Si notre démarche permet de parvenir à des résultats intéressants sur les conséquences et le vécu de cette réforme, elle comporte également des enjeux empiriques spécifiques articulés autour de la question centrale de la relation du chercheur à son terrain. Au final, une microsociologie ethnographique du vécu des réformes par les acteurs de base nous semble susceptible de contribuer à un enrichissement de la recherche sur les transformations récentes des institutions publiques en Suisse.  相似文献

Résumé: L’article s’interroge sur l’absence, en Suisse, d’un mouvement national interne qui s’opposerait au récit national fédéral. L’auto‐désignation comme nation, au sein de pays plurilingues comme le Canada, est l’indice de tensions linguistiques fortes, mais en Suisse, seul le concept de « communauté linguistique » se réfère à l’échelon ethnolinguistique. Même si les émotions identitaires et le rapport au territoire dans le canton de Fribourg rappellent la situation québécoise, les conflits linguistiques sont réglés exclusivement au niveau cantonal. Pour qu’émerge un discours national « infra‐suisse », il faudrait que l’appartenance romande ou alémanique soit considérée comme particulièrement centrale. Or, notre enquête auprès de 962 conseillers communaux de cantons bilingues montre que l’affiliation linguistique est importante et modèle les comportements politiques, mais qu’elle ne concurrence pas l’identification cantonale (particulièrement forte en Valais) ou l’identification suisse. Pour des raisons qui tiennent à l’histoire et à la géographie linguistique, la Suisse demeure une nation unitaire.  相似文献

Most research on roll call votes considers each voting decision by members of parliament (MPs) as an independent observation. Only recently have scholars (for example, Clinton, 2012, American Journal of Political Science, 56, 355–372; Clinton & Meirowitz, 2004, American Journal of Political Science, 48, 675–689) started to assess how knowledge about the sequence of votes may help us to understand the legislative process in more detail. Many of these analyses are, however, predicated on quite important assumptions regarding the forward-looking capacities of MPs. In this paper, this more recent literature is drawn on and brought to bear on an analysis of two bills adopted in the Swiss parliament. Having detailed information available on MPs’ preferences over various options voted upon, it is possible to test whether MPs behave strategically, and to what degree they are capable of anticipating the way forward through the agenda tree. Evidence is found that MPs behave strategically, but their foresight is not as perfect as one would expect from theoretical models.  相似文献
