ABSTRACT

This article examines the depoliticisation of Greece’s tax administration under the post-2010 bailout agreements in light of three alternative models of domestic change. It shows that one model (external incentives model that is based on power asymmetry) accounts for the direction of the reform but not how far the reform ended up going. There is little evidence in support of the second model (social learning) because of the absence of genuine programme ownership and evidence in support of the third model (lesson-drawing) is limited to the diagnosis of the problem. The final outcome was unintentionally shaped by key choices made by Greek governments in line with the literature on conditionality.  相似文献

ABSTRACT

This article develops the concept of “reign-seeking” to capture the unprecedented collective action of the Thai professional and official elite prior to the 2014 military coup and the establishment of a military regime. It argues that this phenomenon reflects broad and deep political dynamics, for which the dominant scholarship on authoritarianism and Thai politics cannot adequately explain. The changing incentives of these supposedly non-partisan actors are interwoven with neo-liberal governance reform driven by a desire for depoliticisation and the minimisation of rent-seeking. This idea has been rationalised in Thailand since the promulgation of the 1997 Constitution resulting in the rise of technocratic and judicial bodies designed to discipline elected politicians and political parties. However, such institutional reconfigurations have consolidated the incentive for people considering themselves to be prospective candidates to “reign” in these organisations. As evident in the 2014 coup, these unconventional political actors – academics, doctors and civil society leaders – made collective efforts to topple the elected government in exchange for gaining selection into the wide range of unelected bodies. Governance reform in Thailand has hitherto reinforced the status quo, although the article further argues that reign-seekers should be seen as contingent, rather than consistent, authoritarians.  相似文献

ABSTRACT

Sri Lanka’s institutional reform project has gathered momentum with the enactment of the Nineteenth Amendment to the Constitution. The Amendment restored the Constitutional Council, which is mandated to recommend and approve appointments to key ‘independent’ institutions and offices. This article asks what it means to be meaningfully ‘depoliticised’, and explores the dynamics and parameters of the current institutional reform project in Sri Lanka. It argues that the entrenchment of Sinhala-Buddhist majoritarianism within Sri Lanka’s institutional structures has led to ‘institutional decay’. Given such decay, the article points to serious limitations in legalistic approaches that are preoccupied with improving appointment procedures. Since institutions in Sri Lanka are structurally incentivized to appease a majoritarian agenda, relying on legal-textual and institutional reform alone is inadequate. Institutional reform is ultimately constrained by the structural limits of Sri Lanka’s current constitutional framework. The article concludes that meaningful constitutional transformation requires a long-term project that aims to transform the majoritarian socio-political and cultural norms that underpin Sri Lanka’s constitutional order.  相似文献

In the last decade the role of the Prime Minister in the process for making senior Church appointments has changed significantly. The man who replaces Dr Rowan Williams—and it will be a man—will be appointed through a procedure in which the Prime Minister is expected to enjoy no choice but to simply confirm the Church of England's preferred candidate. The aim of this article is to draw upon fresh empirical research in order to explore why and how the politics and governance of ecclesiastical patronage has been recalibrated in this way. More importantly this article seeks to embed the study of ecclesiastical patronage within a much broader appreciation of how other forms of ministerial patronage have also become tightly constrained. This, in itself, forges a connection between the role of politicians in senior Church appointments, on the one hand, and a much richer and broader seam of research and writing that poses distinct questions about the nature of modern governance, the benefits of depoliticisation, the accountability of appointment commissions, the capacity of politicians and the future of democracy.  相似文献

In a world that is increasingly dominated by literary hyperbole there can be no doubt that Bernard Crick's In Defence of Politics remains a classic text. Classic not just in the sense that it provides a masterly account of the essence, meaning and fragility of democratic politics but classic in the sense that it is written with a style, verve and passion that is rarely found within political science. If the test of pretensions to ‘a classic’ status is that a book defies the passage of time in terms of significance and argument then Crick's Defence would also make the grade for the simple fact that its arguments remain arguably far more important today than they were when they were first published exactly fifty years ago. This article reflects on the contemporary significance of Crick's Defence by defending politics against an updated set of adversaries in the form of: public expectations, marketisation, depoliticisation, the media, and crises before locating the book within the contours of current debates about public disengagement, the rise of ‘disaffected democrats’ and questions concerning the future and relevance of political science.  相似文献

This article analyses the margin of manoeuvre of Portuguese executives after the onset of the sovereign debt crisis in 2010–2015. To obtain a full understanding of what happened behind the closed doors of international meetings, different types of data are triangulated: face‐to‐face interviews; investigations by journalists; and International Monetary Fund and European Union official documents. The findings are compared to the public discourse of Prime Ministers José Sócrates and Pedro Passos‐Coelho. It is shown that while the sovereign debt crisis and the bail‐out limited the executive's autonomy, they also made them stronger in relation to other domestic actors. The perceived need for ‘credibility’ in order to avoid a ‘negative’ reaction from the markets – later associated with the conditions of the bail‐out – concurrently gave the executives a legitimate justification to concentrate power in their hands and a strong argument to counter the opponents of their proposed reforms. Consequently, when Portuguese ministers favoured policies that were in congruence with those supported by international actors, they were able to use the crisis to advance their own agenda. Disagreement with Troika representatives implied the start of a negotiation process between the ministers and international lenders, the final outcome of which depended on the actors’ bargaining powers. These strategies, it is argued, constitute a tactic of depoliticisation in which both the material constraints and the discourse used to frame them are employed to construct imperatives around a narrow selection of policy alternatives.  相似文献

This article argues that membership of the single European currency would provide New Labour with a means of enhancing its rules-based and depoliticised approach to macroeconomic policy management. The move would enable the government to strengthen its anti-inflationary credibility and to impose further competitive discipline on business and labour, while at the same time also enabling it to increase its governing autonomy by placing core areas of economic policy outside the sphere of democratic control. Despite these advantages, however, formidable obstacles, most notably a high level of public antipathy towards the project, mean that New Labour's euro-vision is unlikely to be realised.  相似文献

The Conservative‐Liberal Democrat government's policy risks turning the financial crisis into a crisis of the state. This article argues that the current trajectory of the British state risks exacerbating the very social antagonisms which it has fought so hard to contain in recent years. It contends that the crisis (2007–09) was a crisis of neoliberalism and yet, paradoxically, neoliberalism—in the form of further depoliticisation and a new politics of debt—is being re‐invoked to deal with the post‐apocalyptic condition of the British economy. The article suggests that the state lacks the necessary political discourse to secure popular consent and—as a result—is resorting to a more coercive form of political management; and that the effects of austerity are being offset through an increased indebtedness of the British public. Both risk igniting social conflict. In the conclusion several points are indicated for an alternative political agenda.  相似文献

Abstract

The results of the 2015 Singapore general election (GE) saw the People’s Action Party (PAP) reverse the decline in support of the past few GEs. Many writers cited as some of the key reasons for PAP’s strong showing: a flight to safety, the superior PAP campaign, the personal popularity of Lee Hsien Loong, the 50 years of Singapore's Independence (SG50) feel-good factor, changes in government policies since 2011, direct government subsidies to the pioneer generation, the passing of Lee Kuan Yew, and the mainstream media’s attack on the credibility of the opposition. In this paper, the author offers an additional explanation, that is, the underlying causes of the PAP’s electoral success were the policies laid down after Singapore’s independence and some key cultural traits of this island nation. The policy of depoliticisation led to the creation of a social contract under which political liberties were voluntarily sacrificed in return for economic growth and prosperity. The author further argues that the cultural traits of kiasi and kiasu tipped the balance in favour of the PAP when voters decided that the outlook for the Southeast Asian region was negative and Singapore needed the PAP to steer the country during this period of uncertainty.  相似文献
