This essay questions the soundness of a scholarly shift awayfrom ‘refugee studies’ in favour of ‘forcedmigration studies’. It contends, first, that subsumingrefugee studies into the broader framework of forced migrationstudies may result in a failure to take account of the specificityof the refugee's circumstances which are defined not just bymovement to avoid the risk of harm, but by underlying socialdisfranchisement coupled with the unqualified ability of theinternational community to respond to their needs. Second, itargues that forced ‘migration’ (rather than, forexample, forced ‘migrant’) studies encourages afocus on a phenomenon rather than on the personal predicaments,needs, challenges, and rights of refugees themselves. It maythus contribute to a lack of criticality in relation to policieswhich subordinate refugee autonomy to the pursuit of more systemicconcerns. The first concern is illustrated by reference to theemergence of the ‘internally displaced persons’category, the second by reference to the determination to findand mandate ‘durable solutions’ to forced migration,including to the movement of refugees.  相似文献

Abstract

This article explores the historical and recent patterns of Armenian emigration and immigration and the impact that the population shifts have had and are having. The interconnections between peoples' homeland and new land and the intersection among institutions in the homeland and new land are illustrated. The development of social work as a profession along with a variety of non-governmental organizations in Armenia developed through a unique collaboration between a school of social work in the United States and the major university in Armenia is discussed and illustrated.  相似文献

ABSTRACT

After the Second World War, Australia introduced a new immigration policy based on the concept of ‘populate or perish’. Through the International Refugee Organization (IRO), 170,000 DPs migrated to Australia between 1947 and 1950, funded by the United Nations and the Australian government. Jews were largely excluded from this programme and the Minister for Immigration even prohibited the IRO from continuing to support the migration to Australia, based on family reunion, of individual Jewish survivors. In addition, the Australian government introduced other discriminatory policies that ensured that Jews remained only 0.5 per cent of the overall population. Based on archival research in the files of the Hebrew Immigration Aid Society and the American Joint Distribution Committee, Rutland and Encel analyse the entrenched racism in Australian society that contributed to these policies, and the reactions of the American Jewish leadership to them.  相似文献

While previous research by international lawyers has emphasized Bonn's value-neutral legalistic approach to the Baltic question from 1949 to 1990, this article–based on documents from the German Foreign Ministry archives–shows that the West Germans saw the Baltic issue as a political problem that interfered with their highest national aim: German unification. It addresses the following questions: first, why Bonn never made an official announcement of, and never publicly gave a justification for, its stance on the Baltic question; and second, why Bonn granted Baltic refugees the same rights that it offered other Heimat-less foreigners, whereas the remnants of Baltic diplomatic services or self-proclaimed exile governments found no official recognition in Germany. Finally, it comments on the role of the so-called German Balts in West German politics, and in Bonn's Baltic policies specifically.  相似文献

This paper analyzes the complex historical and regional factors that contribute to the escalation of destruction from 2003 on in Darfur. Darfur is not an isolated case that suddenly erupted in violence. It is the most recent case in a long history of repeated violations by the Sudanese state against its citizens. From the use of proxy militias (the Janjaweed) to signing peace agreements that fragment and weaken the opposition, destruction in Darfur continues government strategies of divide and rule. At the same time, complex regional dynamics especially between Sudan, Chad and the Central African Republic add to violence and instability within states and across borders. The paper emphasizes the speed with which during 2003–2005 over 2.4 million were uprooted from their homes and the ongoing vulnerability of internally displaced persons to attacks, disease and malnutrition. This restructuring of the population in Darfur is part of a strategy to control the populace and redistribute land and other resources. The multicausal origin of the conflict and its increasing complexity points to the difficulty of providing security for the people in Darfur and resolving the conflict.

Abstract

Internally displaced persons (IDPs) crises provide a dramatic backdrop to government–nonprofit relations, as they tend to engage variegated actors at local, national, and international levels. Such crises reveal the composition, forms of engagement, roles, and relationships of the actors involved. The comparison of two crises along Israeli history, separated by years of changing welfare systems and social and political contexts, is an exceptional opportunity to examine government–nonprofit relations over time, and assess the impact of this relationship on IDP crisis management. This article compares two separate studies of IDP response, one in the Israeli War of Independence and one in the Second Lebanon War. The differences are analysed using models of government–nonprofit relations, and reflect the dynamic nature and complexity of these relations in IDP crises. Some conclusions concerning IDP crisis management are suggested.  相似文献

Abstract

Current Maoist struggles, resulting from deprivation of livelihood in the Central Indian tribal belt and for autonomy in Northeast India, focus on the rights of tribes who claim to be indigenous In the Northeast the demand is to be considered the ‘original’ inhabitants of the region and, in the rest of India, it is the first inhabitants of India as a whole. Most conflicts today are around identity, central to which is indigenous status and tribal sustenance. Much resource has been alienated for ‘national development’ since independence in 1947. A national failure to recognise the importance of community-based sustenance facilitates its alienation. Intensified alienation, resulting from globalisation, causes more conflicts and greater state suppression. This article discusses the link between development and indigenous status, and implications for human rights.  相似文献

Abstract

The study of identities struggles to capture the moments and dynamics of identity change. A crisis moment provides a rare insight into such processes. This paper traces the political identities of the inhabitants of a region at war – the Donbas – on the basis of original survey data that cover the four parts of the population that once made up this region: the population of the Kyiv-controlled Donbas, the population of the self-declared “Donetsk People’s Republic” and “Luhansk People’s Republic,” the internally displaced, and those who fled to the Russian Federation. The survey data map the parallel processes of a self-reported polarization of identities and the preservation or strengthening of civic identities. Language categories matter for current self-identification, but they are not cast in narrow ethnolinguistic terms, and feeling “more Ukrainian” and Ukrainian citizenship include mono- and bilingual conceptions of native language (i.e. Ukrainian and Russian).  相似文献

ABSTRACT

The Commonwealth Labor government’s introduction of a program of mass immigration after the Second World War was a pivotal moment in the nation’s history. The program itself and the experiences of those who settled in Australia have been studied closely by historians and social scientists. Less attention has been given to the fact that the postwar policy represented a transformation of Labor’s traditional attitude to immigration. Since its foundation in the 1890s, the Australian Labor Party had been suspicious of immigration and opposed to programs of assisted immigration on the basis that migrant labour threatened the wages and conditions of Australian workers. This article traces Labor’s attitudes to migration before the Second World War and shows how economic and security exigencies compelled the party to repudiate its decades-long opposition to assisted immigration. The article suggests that the reason that the postwar immigration program does not receive greater prominence in histories of the Labor Party is because the policy and its chief architect, Arthur Calwell, are diminished by their association with the White Australia policy.  相似文献

The paper addresses the dearth of studies of displaced peopleliving in urban areas of sub-Saharan Africa through a surveyof a particular group of internally displaced persons (IDPs)created by Senegal's Casamance conflict. They originate in arural area along the Guinea-Bissau border and were displacedinto Ziguinchor, the regional capital, mostly in the first halfof the 1990s. Analysis of survey data reveals the dynamics ofdisplacement and reception, showing how IDPs used pre-existingrural–urban migration chains and social integration processes.The livelihood activities of IDPs are compared with those oftwo other groups who have largely remained in situ: people normallyresident in the periphery of the urban reception area; and peopleremaining in the rural home area. Relative to both groups, IDPlivelihoods are restricted by reduced access to primary productionsites, and IDP livelihood activities are thus more urban-basedeven than those of ordinary townsfolk.  相似文献
