There’s an app for that: Modernizing domestic violence support through the creation of new technologies,tools, and services

With domestic violence (DV) at an all-time high, police departments are drastically underutilizing technology to combat DV. Currently, New York police departments complete a “Domestic Incident Report” at the scene of domestic incidents but fail to adequately facilitate support services. New York State should mandate a services component into police DV protocols, specifically by commissioning: (1) an application linked to DV organizations presented at the scene of domestic incidents; and (2) a gateway application to refer victims to the correct services. Such tools would allow for the rendering of more efficient support to DV victims in times of immediate crisis.     

E-government gateway project and authentication： The case of Turkey

Parallel to the advancements in information and communication technologies, certain risks and security problems also arise, one of which is the authentication problem. In order to control who can have access to information sources, it is of utmost importance to develop an advanced authentication mechanism. It is through this mechanism that one can protect personal information, and prevent unauthorized access to the information or services provided. Likewise, this mechanism can block unauthorized persons to change or release information that is not public. All the work being undertaken in this field can be named as access control. The concept of authentication is among those concepts that have been studied for a long time in Turkey in the context of rapidly growing e-transformation efforts. In the process of e-transformation, the transformation circle is completed by first defining the concept of modeling business processes, followed by the formation of automation process, and lastly, providing services in electronic medium.     

Late-Night Comedy as a Gateway to Traditional News: An Analysis of Time Trends in News Attention Among Late-Night Comedy Viewers During the 2004 Presidential Primaries

However, additional evidence (Young & Tisinger, 2006 Young, D. G. and Tisinger, R. 2006. This study extends this body of research by offering evidence that exposure to late-night comedy is associated with increases in attention paid to the presidential campaign in national network and cable news. Cross-sectional results demonstrate that viewers of late-night comedy programs—specifically viewers of The Tonight Show with Jay Leno and The Late Show with David Letterman, as well as Comedy Central's The Daily Show with Jon Stewart—pay more attention to the campaign in national network and cable news than nonviewers, controlling for a variety of factors. An analysis of time trends also reveals that the rate of increase in news attention over the course of the primary season is greater for viewers of Leno or Letterman than for those who do not watch any late-night comedy.     

国门安全治理的跨界性：双层跨域治理框架

国门安全是指口岸监管部门在进出境口岸通过履行其法定职能和被授权执行的法律法规所维护的国家安全和国家利益没有危险、不受威胁的状态以及在进出境环节维护国家安全的能力。国门安全不仅是国家安全的组成部分,也是保障国家其他方面安全及整个国家安全的重要屏障。国门安全是一种国际性的国内安全,具有跨境性与弥散性、动态性与线流性、建构性与主动性、外溢性与共生性以及虚拟性与无界性的特点,这就使国门安全风险的防控时空从口岸沿着跨境供应链前推后移,进而使国门安全表现出跨国公共产品的属性。各国的国门安全相互依存,国门安全治理日益呈现跨越国家边界、职能边界、层级边界、公私边界和时间边界的跨界性,不断提出国内和国际跨域治理的双重需求。然而,当下的国门安全治理存在着“碎片化”困境,体现为治理部门分散化、政策措施割裂化、政策执行差别化和国家间合作机制扩散拥堵等特点。因此,治理国门安全,应构建国内与国际同构的双层跨域治理框架,国际层面由双边和多边机制构成,国内层面由结构性、程序性和技术性机制组成,以实现对国门安全风险的全过程防控和精准化治理。     

From scarcity to security: Water as a potential factor for conflict and cooperation in Southern Africa

The authors argue that South Africa's role as an economic gateway for various African countries primarily depends on geography, that is, on naturally given and man-made structures in geographical space. Hence, they first examine South Africa's location and physio-geographical conditions in Southern Africa in order to show important factors that affect the scope of the South African gateway. Second, they shed light on regional transport infrastructure, revealing how South Africa interlinks its neighbouring countries globally. Thirdly, regional economic interaction is analysed with regard to structural features of South Africa's economy that make it prone to being a gateway. The authors recognise that the impact of all these factors is influenced by strategic decisions taken by politicians and businesspeople. The outlook of the paper therefore addresses policies of the South African government that are often problematic for the country's gateway role. Potential challengers and their competitive advantages are presented, too.

Immunity and Susceptibility in Illicit Drug Initiation in Israel

We model the initiation process into cannabis and hard drugs using long-term survivor analysis. This approach hypothesizes two sub-populations: a population that is immune to drugs, who will never use them no matter how long they live, and a population which is susceptible to drugs for whom it is a matter of time until they begin to use drugs. We use data for Israel to test competing hypotheses concerning the timing of drug use initiation and the determination of susceptibility. Cigarettes do not significantly affect immunity to drugs, but they tend to speed up the rate of initiation for those who smoke them. This implies that anti-smoking policy may only delay drug use initiation without affecting immunity. Finally, drug initiation in Israel is not explained by variables that are traditionally associated with criminality.
