Indigenous societies across lowland Latin America have recently made impressive political and territorial gains by emphasising their stewardship of and attachment to particular rural landscapes. But surprising new censal and microdemographic evidence shows that these groups have simultaneously been developing a presence in domestic and foreign metropolises. Cities offer employment and advanced education opportunities as well as escape from rural conflicts. We suggest that the dynamics and outcomes of these migrations are distinct from those of other rural Latin Americans. By outlining specific areas in which migration, politics, and territory appear to be interlinked, we seek to stimulate research that engages with these processes and their implications for indigenous advocacy and migration theory.  相似文献

This article explores the consequences for the native population of the Colombian Chocó of the emergence, over the course of the eighteenth century, of an elite of caciques and indios mandones or principales whose functions of powers far exceeded those of the warrior chiefs that had traditionally acted as leaders of their people. Appointed for the purpose of facilitating the collection of tribute and the supply of labour to European settlers, caciques and mandones were almost universally rejected by native communities during the early phases of Spanish colonisation (c. 1630–1690), and they disappear from the historical record after Independence. Eighteenth‐century sources, however, not only record the existence of a clearly defined elite of mandones or principales in villages across the region, but show these individuals engaging actively with the colonial authorities, on behalf of their communities, at local and audiencia levels. This article argues that, at a time of a much strengthened European presence in the region, caciques and mandones came to understand their roles in ways that were entirely different from those intended by the Spanish, and in so doing acquired the legitimacy that had eluded their seventeenth‐century predecessors. Far from serving merely as intermediaries between settlers and indigenous populations, indios mandones acted as negotiators on behalf of the indigenous population, whose task was to defend and/or advance the interests of the communities they had been appointed to control.  相似文献

Abstract

In Cambodia, rural citizens embroiled in protracted land grabbing cases with the state and private companies are turning increasingly to international accountability mechanisms for resolution. This article applies the interlinked concepts of hybrid governance and legal pluralism to understand the prospects and limitations of ‘forum-shopping’ through appeals to international mechanisms for rural communities affected by land grabs. Drawing on interviews and using process tracing, it examines the outcomes of a mediation case filed with the International Finance Corporation’s Compliance Advisor/Ombudsman (CAO) involving indigenous groups and a Vietnamese rubber company in north-east Cambodia. It argues that while international accountability mechanisms yield platforms for dispossessed groups to assert claims, they also reify choices between entitlements and attainability without circumventing the problems associated with justice delivery under Cambodia’s authoritarian regime. Overall, this study highlights the interaction, competition and collaboration between distinct forms of regulatory authority exercised by national and transnational actors involved in land grabbing cases in Cambodia, demonstrating their role in ‘negotiating statehood’ by governing local claims to land.  相似文献

Community, demographic, familial, and personal risk factors of childhood depressive symptoms were examined from an ecological theoretical approach using hierarchical linear modeling. Individual-level data were collected from an ethnically diverse (73% African-American) community sample of 197 children and their parents; community-level data were obtained from the U.S. Census regarding rates of community poverty and unemployment in participants’ neighborhoods. Results indicated that high rates of community poverty and unemployment, children’s depressive attributional style, and low levels of self-perceived competence predict children’s depressive symptoms, even after accounting for demographic and familial risk factors, such as parental education and negative parenting behaviors. The effect of negative parenting behaviors on depressive symptoms was partially mediated by personal variables like children’s self-perceived competence. Recommendations for future research, intervention and prevention programs are discussed.

Smith   is an Assistant Professor of Public Policy and Education at Vanderbilt University, Peabody College. He received his Ph.D. in 2000 from The Pennsylvania State University. Professor Smith’s current research agenda focuses on the organization of teaching quality, exploring relationships between educational policy (national, state, district, and school level), school organization, teacher commitment, and the quality of classroom instruction. Dr. Jeffrey A. Ciesla   is an Assistant Professor in the Psychology Department at Kent State University. He received his Ph.D. from The State University of New York at Buffalo in 2004. His major research interests include the effects of ruminative thought and stressful life events on depressive disorders. Beth LaGrange,   M.S., is a Doctoral candidate in Clinical Psychology in the Department of Psychology and Human Development at Vanderbilt University. Her current research interests include depression and the development of depressive cognitive style in children and adolescents. Dr. Farrah M. Jacquez   is a Postdoctoral fellow in pediatric psychology at the Mailman Center for Child Development at the University of Miami. She received her Ph.D. from Vanderbilt University in 2006. Her major research interests include parenting in the context of poverty and developing community-based interventions for underserved children and families. Ashley Q. Pineda,   M.S., is a Doctoral candidate in Clinical Psychology in the Department of Psychology and Human Development at Vanderbilt University and is currently completing her internship at the Children’s Hospital at Stanford University. Her major research interests include examining the reciprocal relations between parenting behaviors, depressive cognitions, and childhood depression. Alanna E. Truss,   M.S., is a Doctoral candidate in the Department of Psychology and Human Development at Vanderbilt University. Her major research and clinical interests include developmental factors in internalizing disorders in children and adolescents and the effects of trauma on children and families. Amy S. Indigenous peoples’ right to prior consultation and to informed consent represents the basis of the new global model shaping state–indigenous relations. Consultation processes promise to enable indigenous people to determine their own development and are especially promoted when extraction projects with significant socio-environmental impacts are planned on indigenous lands. In this article we draw on debates on participatory development in order to analyse the first state-led consultations in Bolivia’s and Peru’s hydrocarbon sectors (2007–14). The analysis shows that effective participation has been limited by (1) an absence of indigenous ownership of the processes; (2) indigenous groups’ difficulties defending or even articulating their own visions and demands; and (3) limited or very general outcomes. The study identifies real-life challenges, such as power asymmetries, a ‘communication hurdle’ and appropriate timing – as well as simplistic assumptions underlying the consultation approach – that account for the unfulfilled promises of this new model.  相似文献

Given the importance of land for indigenous peoples, rural out-migration is usually associated with a disruption of indigenous culture. This paper suggests that instead of being a disruptive process, migration can serve as the means for a ‘scale shift’ that transports mobilization capacity from one location to another. This contribution presents the case of Barcelos, in the Brazilian Amazon, where an indigenous movement first arose in an urban area, due to the migration of indigenous activists from other locations, and later spread to rural communities as a result of local migratory circulation. Through alliances with the regional indigenous movement, these rural communities became part of a broader mobilization network that supported the indigenous resurgence in Barcelos.  相似文献

This article argues that whilst indigenous people are central to the Mexican president's official developmentalist discourse of bringing prosperity to the country's marginalised and poor, their needs during the COVID-19 pandemic have not been met and their interests have been sidelined. Whilst experiencing serious loss of trading revenue, negative impacts of misinformation, and lack of access to appropriate healthcare, indigenous Mexicans also faced the aggressive advance on their territories of large-scale infrastructure projects, which have become the backbone of the president's strategy for countering the economic recession caused by the pandemic. The discontinuation of relevant legal means to challenge the advance of the megaprojects during the pandemic effectively threatened indigenous people's democratic rights to protect their land, identities and way of life.  相似文献

How are global human rights localised in authoritarian societies? How and what human rights discourses are mobilised by indigenous peoples to further their demands? Building upon original fieldwork among Nubian activists in Egypt, this article explores the complexities regarding human rights framing through a discussion of recognition of Nubian indigeneity. The article finds that the history and political experience of Egypt’s Nubians bring about diverging opinions and also limitations as to how, and what, human rights frameworks rights claimants and their supporters are to employ. It argues that Egyptian nationalism not only affects how Nubian activists mobilise in general, but also helps explain the very limited appeals to a global discourse of human rights.  相似文献

This paper analyzes the integration program in Manuel Gamio's Forjando Patria as a national project arising in the historical context of revolutionary Mexico, where cultural diversity is conditional on the idea of unity. Firstly, we trace the relationship of the integration program with its history, the concepts of “mestizaje” and “mestizo” of the late nineteenth and early twentieth century. Secondly, we analyze the influence of some European models of nationality and socio-cultural change on Gamio's integrationism, in the context of socio-ethnic heterogeneity in Mexico during 1916. Finally, we highlight the links between the concepts of cultural diversity become visible, nation and nationalism in this author's work.  相似文献
