诚实信用是社会道德的基石。警察活动中可以有条件地允许利诱 ,有限制地使用带有欺骗性要素的侦查谋略。但警察行为具有一种社会示范作用 ,若侦查谋略使用不当 ,可能损害公民仅利 ,损害社会善良风俗 ,而且也会损害刑事司法效益甚至整个国家的信用体系。因此 ,警察信用原则应该在警察活动中得到贯彻实施。

唯物史观关于社会基本矛盾运动的原理,是与协同动力学原理相一致的社会动力学理论.在术语上,唯物史观中的生产力和生产关系、经济基础和上层建筑等概念,分别与协同动力学中的竞争、协同、动力学模式和序参量等概念密切相关.在原理上,生产力决定生产关系、经济基础决定上层建筑的原理,以及生产关系对生产力、上层建筑对经济基础具有反作用的原理,揭示了社会有机体系统内部大量子系统运动状态与系统序参量互动的伺服过程.     

State transformation and cross-border regionalism in Indonesia’s periphery: contesting the centre

Abstract

This article examines how the decentralisation and fragmentation of the Indonesian state and resultant central–local dynamics affect cross-border regionalism in Indonesia’s periphery. It argues that cross-border regionalism projects are best understood as sites for scalar contestation over regulatory control between central and local government. Moreover, scalar contestation around cross-border regional projects is characterised by the struggles to control relationships with transnational capital between elites operating at different tiers of the state. When elites at different scales have conflicting interests and strategies, this can cause policy incoherence, inhibiting the development of cross-border regionalism. Conversely, when they align, and intersect with the interests of transnational business, cross-border regionalism can succeed. To illustrate the argument, this article utilises the comparative case studies of the Batam free trade zone and West Kalimantan–Sarawak cross-border cooperation.     

French Enlightenment: truth and life

This paper considers the relations of truth, life and norm in the work of Georges Canguilhem and Michel Foucault argued that in France it was in the philosophy of science that one finds the clearest formulations of the problems of rationality and the sovereignty of reason. This distintive confrontation can be termed French Modern. For Canguilhem, an ontological and existential pathos arose from the fact that living beings were fated to struggle in the face of circumstances. For Foucault, this ontology became historical and political. For both, the key question was the relationship between life itself and the understanding of life. The paper concludes by reflecting upon some implications of the ways in which the relation between life and lived experience is posed today.

古代西亚地区的《乌尔纳姆法典》对民事关系有着极为丰富的表述。它既代表了古代西亚地区最早法律文明的昌盛水平,也成为探究民法起源时的首要环节。因此,对《乌尔纳姆法典》颁布之前苏美尔城邦的经济交往关系、《乌尔纳姆法典》的民事规范以及对后世的影响进行比较系统的梳理,是十分必要的。

Living in the Past or Living in the Future? Analyzing Parties’ Platform Change In Between Elections,The Netherlands 1997–2014

Do parties change their platform in anticipation of electoral losses? Or do parties respond to experienced losses at the previous election? These questions relate to two mechanisms to align public opinion with party platforms: (1) rational anticipation, and (2) electoral performance. While extant work empirically tested, and found support for, the latter mechanism, the effect of rational anticipation has not been put to an empirical test yet. We contribute to the literature on party platform change by theorizing and assessing how party performance motivates parties to change their platform in-between elections. We built a new and unique dataset of >20,000 press releases issued by 15 Dutch national political parties that were in parliament between 1997 and 2014. Utilizing automated text analysis (topic modeling) to measure parties’ platform change, we show that electoral defeat motivates party platform change in-between elections. In line with existing findings, we demonstrate that parties are backward-looking.     

Agricultural commercialisation models,agrarian dynamics and local development in Ghana

The renewed commitment of African states to modernising agriculture has reignited longstanding debates about different models of agricultural commercialisation. Which forms of commercialisation models will reduce land dispossession and the impoverishment of smallholders, and transform smallholder agriculture and the wider economy? Of the three broad models of agriculture commercialisation in this debate – plantation, contract farming and medium-scale commercial farming – contract farming has been identified as central to the future of Africa’s commercial agriculture. This paper provides empirical evidence from Ghana on the impacts of these three models on land, labour/employment, livelihoods and local economic linkages. Our findings show that the plantation and the commercial farming areas have highly commercialised land relations, land scarcity and high land prices, compared to the outgrower area where traditional systems of accessing land still dominate, enabling families to produce their own food crops while also diversifying into wage labour and other activities. Food insecurity was highest in the plantation area followed by the commercial area, but lowest in the outgrower area. Here, semi-proletarianised seasonal workers combine self-provisioning from their own farms with wages, and this results in better livelihood outcomes than for permanent workers in plantations and commercial farms. Due to the processing units in the plantation and the outgrower models, they provided more employment. However, the casualisation of labour and gender discrimination in employment and access to land occur in all three cases. All three models generated strong economic linkages mainly because they combined attributes such as processing, provided markets for nearby farmers, induced state infrastructural development and diffused technology in competitive ways. The effects of the models on household and local development are coproduced by their interaction with pre-existing conditions and wider national economic structures.
