This paper examines the context, campaign and main determinants of how Catalans voted in the 2015 regional election. The elections were exceptional because the incumbent and the remaining Catalan nationalist parties framed the contest as a de facto referendum on secession. In this paper we scrutinise whether attitudes towards independence affected vote choice and whether they eclipsed other traditional significant vote-driving factors such as the state of the economy or government performance. Results show that, although the independence issue became a major determinant of vote choice, the elections did not become a pure plebiscite on secession, since voters also used their vote to hold the regional government accountable for its past performance.  相似文献

Various factors have triggered the recent shift from devolution to secession in Catalonia: the Aznar government’s lack of response to demands for greater autonomy for Catalonia, the legal challenging of the 2006 Statute of Autonomy of Catalonia and, increasingly, economic arguments as Catalan society endures a harsh economic crisis. After evaluating the impact of the Spanish transition to democracy upon younger generations’ expectations regarding the meaning and content of democracy in post-Franco Spain, it is argued that democracy based upon ‘consensus’ rather than ‘majoritarian democracy’ would be better suited to respond to national minorities’ demands in Spain.  相似文献

现今世界各国的行政决策多以官僚制权力体制为组织基础,而官僚制追求的专业化、科层制等级设置以及引发的“本位主义”倾向极可能产生效率隐患。就中国现有的决策体制而言,还存在公共决策权属不清、党政决策不分等造成的低效率现象。因此,必须重申政企分开、政事分开、党政分开的权限前提,完善行政决策领导体制,在“功能分离主义”决策体制的基础上改进专业化方针,从多维度考察行政决策权力分合标准,确定决策权力分合的尺度,以实现效率目标。  相似文献

The development of territorial politics within federal systems over time, specifically change in the nature and intensity of territorial claims, is an understudied question. This article looks at the case of Western Australia (WA) to gain a better understanding of the political dynamics behind changing territorial politics in a federation, more particularly around economic and fiscal policies. In April 1933, grievances surrounding the economic and fiscal policies of the Commonwealth government grew so loud in WA that a referendum on secession saw a majority of voters opting to leave Australia altogether. In the end, not only did WA not secede but the secessionist movement disappeared. Today, ironically, the equalization system, whose formalization through the creation of the Commonwealth Grants Commission one month following the referendum was designed to reduce regional disparities and discontent, is at the centre of regionalist politics in the state.  相似文献
