The three great Western political traditions (conservatism, liberalism, social democracy) incorporate three of the four possible combinations of the core political axes: traditional, unchanging authority versus the challenge of change, and egalitarianism versus inegalitarianism. The fourth possibility—egalitarian conservatism—has appeared in various guises, but has usually become submerged within the right, including its most authoritarian forms. Current xenophobic movements claiming to represent those suffering from excessive change—for example, those involved in the UK 's EU referendum and Donald Trump's victory in the USA —are seeing an apparent resurgence of this neglected tradition. ABSTRACT

Many of the struggles that emerged in the wake of the 2008 global economic crisis eventually experienced decomposition in the face of multiple internal and external threats. While movement composition and decomposition are inevitable in the natural cycle of popular struggles, this article argues that what David Theo Goldberg has termed “the threat of race” constituted one important factor that brought about the eventual demise of these popular mobilizations. By drawing on the cases of US Occupy Wall Street, European anti-austerity protests, and South African struggles against xenophobia, it points to global continuity in anti-blackness across disparate geographies. As these same regions currently confront the threat of righting authoritarianism, this article argues we must also take a self-reflexive look at the seeds of reaction embedded in otherwise progressive and left-wing formations in order to achieve a more sobering account of our present predicament.  相似文献

ABSTRACT

This paper explores the third novel in Ali Smith’s seasonal quartet, Spring. Using Achille Mbembe’s Necropolitics as a conceptual frame, I analyze Smith’s rendering of a Britain grappling with Brexit in times of transnational populism. As with Autumn and Winter, Smith’s prose is saturated with intertextual borrowings from pop and “high” culture, also interrogating the links between “nanoracism” and the “immunity and community” knot (Dillet). This paper reads Spring alongside Smith’s contribution to and advocacy of the Refugee Tales project regarding the diverse discourses surrounding migration, xenophobia, and indefinite detention. Smith’s writing traces the darkness of our populist present with its rhetorical and material violence, as well as the possibilities for creative response and resistance. I argue that her seasonal quartet to date and her work with Refugee Tales aesthetically and ethically defend the principle that human dignity, both individual and collective, rests on the ability to tell stories.  相似文献

ABSTRACT

Notwithstanding the endemic failure of extreme-right parties in Britain, the British National Party (BNP) observed a period of electoral growth in the 2000s. After the election of several city councillors nationwide, the BNP experienced an electoral breakthrough in the national ballot of the 2009 European Parliament elections. Yet the BNP's electoral accomplishments dissipated in the early 2010s, fuelling predictions of the party's terminal decline. Within this context, Carvalho seeks to explain the fluctuations observed in the BNP's electoral base in the twentieth-first century by exploring the structure of political opportunities alongside the strategy of the BNP's leadership. Drawing on the convergence thesis and the decline of voting along class lines, he argues that the BNP benefitted from a favourable set of political opportunities in the 2000s, reflecting the decrease in political polarization among mainstream parties, the rise in levels of public distrust, and the intense politicization of the issue of immigration. Despite a general shift to cultural xenophobia, the BNP's leadership remained attached to the ideological traits of neo-fascist parties, including the search for a ‘palingenetic rebirth’ and a national corporatist economic programme. These ideological formulae had important implications for the scope of the BNP's electoral coalition, as Carvalho demonstrates in a review of the secondary literature on the roots of the BNP's electoral support. Consequently, the BNP's electoral growth in the 2000s was the outcome of an interplay between a favourable window of opportunity in British politics and the party's electoral appeal. Carvalho goes on to link the BNP's electoral collapse in the early 2010s with the closing of the aforementioned window after the onset of the financial crisis, a temporary lack of political interest in the issue of immigration, and the formation of the coalition government in 2010.  相似文献

The phenomenon of “black-on-black” violence among the people of Africa has, ever since the advent of modernity/coloniality, been articulated in such a way that it presents victims as perpetrators. Thus, from the Mfecane violence of the “pre-colonial” era to the xenophobic/Afrophobic violence of the “post-colonial” era in Africa, incidents of black-on-black violence have always attracted explanations that cast doubt on the humanity of the black subject, through the colonial strategy of inventing and inverting causation. This colonial strategy entails both mis-presenting the epochal history of coloniality by representing it in terms of rupture instead of continuity, as well as representing the indigenous African subject as inherently violent. I argue in this article that black-on-black violence is a product of coloniality—a racist global power structure that makes incidents of “non-revolutionary violence” among the oppressed black subject inevitable. Thus, I deploy the case of the Mfecane violence of the “pre-colonial” era in southern Africa, and the Afro-phobic attacks on foreign nationals in “post-apartheid” South Africa to unmask the longue durée of coloniality, and its role of manufacturing blackon-black violence among the black people of Africa.  相似文献

Abstract

Xenophobia has become a politically charged phenomenon in France, and is often linked to matters of daily life on suburban housing estates. Haegel's article is based on a survey conducted among the inhabitants of a Parisian housing estate called ‘La Cité des 4000 logements’. Remarks about immigrants took up much time and space throughout the interviews. The analysis of these remarks could only be successful by taking account of the context in which they were made, and the several motives that might lead to the expression of illegitimate opinions. The basis of the xenophobic discourse recorded in the survey is unquestionably the dichotomy us/them. From it flows spatial references (the marking of territory) and temporal ones (the Golden Age and The Fall). (In many ways, the situation is identical to that analysed by Norbert Elias and John Scotson in The Established and the Outsiders, although one difference is that ‘the established’ in ‘the 4000’ don't have real ‘group charisma’: they have at present neither a strong communal life nor social cohesion.) The central paradigm of the xenophobic discourse seems to be hospitality, which implies, by definition, the granting of space, the playing of host to a foreigner in one's own space, rather than allowing the foreigner a place of his or her own. With the continuing settlement of immigrants in France, this is a paradigm that will have to change.  相似文献

Recent years have seen a worrying rise in anti-Korean and anti-Chinese xenophobia in Japan. This xenophobia has pervaded many aspects of Japanese society, and the gay male community in Tokyo's Shinjuku Ni-chōme is no exception. Drawing upon an ethnographic study of Ni-chōme and interviews conducted with Japanese, Chinese and South Korean men, this article utilises Nagel's theory of the ethnosexual frontier to examine how certain racial identities are rendered illegitimate in Ni-chōme. I argue that the stratification of Ni-chōme into spaces where only certain ‘racialised desires’ (minzokuteki na seiyoku) are legitimated reflects broader ideologies of racial identity that circulate throughout Japanese society. I discuss how Chinese and South Korean men understand themselves as ‘ethnosexual sojourners’ who visit Japan to form long-lasting romantic relationships with Japanese men, striving to adopt Japanese ethnosexual mores. I juxtapose the Chinese and South Korean men's narratives with the voices of Japanese gay men who ambivalently position Chinese and South Korean tourists as a threat to the status quo of the Japanese gay sub-culture. I suggest that these men draw upon neo-colonial discourses of China and South Korea as ‘backward’, which circulate throughout wider Japanese society to position Chinese and South Korean men as ‘ethnosexual invaders’.  相似文献

This article analyzes electronic letters to the editor on the coverage of the riot in Kondopoga (2006) and the bombings in the Moscow subway (2010). Letters to electronic media are used for the first time as a source for popular opinion on nationalism and ethnic conflicts in Russia. The first argument of this study is methodological: a comparison between the polls and the letters suggests that letters to electronic media represent public opinion on nationalism even though Internet users still constitute a minority of Russian citizens. This study also claims that the letters under examination indicate a move from extreme nationalism to so called “banal nationalism,” the term coined by Michael Billig, during the period between 2006 and 2010. Finally, the article argues that the concept of the civic nation is not yet well understood or accepted by Russian citizens. Although this concept, expressed in Russian by the newly coined word rossiane, became somewhat more popular in 2010 than it had been in 2006, the ethnic understanding of Russian still prevails. The basis for the new identity rossiane, as it is presented in the letters, lacks common memories, myths and traditions that would resonate strongly in popular imagination.  相似文献
