什么样的“闹大”成功了?--基于40个案例的定性比较分析

社会中层出不穷的"闹大"是公共治理状况的一面"镜子",也是转型时期政策议程建构的重要路径。本文采用清晰集定性比较分析(csQCA),对2003-2019年发生的40个"闹大"案例进行比较研究。研究结果表明,上级(层)政府支持是"闹大"成功的必要条件。推动"闹大"成功的充分条件组合共有八种,可具体归纳为制度框架使用模式、集体施压模式、专家引导模式和暴力强推模式等四种解释模型。公民"闹大"成功是多个条件组合的结果,在核心条件发挥基础作用的前提下,适当的辅助条件更容易触发政策议程,推动问题解决。文章为公民"闹大"的行动逻辑提供了新的因果解释机制,也为理解形形色色的"闹大"现象提供了新的理论工具。     

Beyond royal politics: state transformation and foreign policy in Saudi Arabia

Abstract

Saudi politics is commonly portrayed as reflecting a system of centralised personal rule in which decision-making power trickles down from the tightly knit power circles within the House of Saud. In contrast, this paper draws attention to the empowerment of quasi-autonomous state organisations in Saudi Arabia as a result of state transformation and regional integration. At its most extreme, state transformation in Saudi Arabia has created institutional and regulatory enclaves with vested interests and areas of competence that cross Saudi borders. This paper illustrates the foreign policy ramifications of transformed statehood in Saudi attempts to further Gulf regional integration in the context of the Gulf Monetary Union project.     

Pursuing the allure of combat: an ethnography of violence amongst Iraqi Shi’I combatants fighting ISIS

The social sciences speak of violence through its meaning, performances, manifestations and representations; however, the inner workings of violence are less explored. In order to suggest a different mode of seeing violence, I explore the inner workings of violence through the pleasures of and fun among Shi’i volunteer combatants. I apply Walter Benjamin’s motion of pure means to explain how violence becomes self-referential and non-representational via combat-zone ethnography amongst Iraqi Shi’i militants who fought against ISIS in Iraq. I address the fine line between pleasure and fun in order to highlight the inner workings of violence during combat and to encourage a fresh bottom-up anthropological perspective in assessing the parameters of the persistence and resilience of volunteer combatants. My approach advocates moving beyond recruitment and ideological interpolation by questioning the allure of combat through an ontological framework that includes combatants’ perspectives and narratives.

The evolution of European legal integration

This article contributes to the development of theories on European integration by testing and exploring statistical models on the long-term development of legislative activity of the European Commission. Drawing on legal information gained from the European Union’s PreLex database and analyzing it with the help of statistical analyses, we map out growth patterns of EU law between 1976 and 2003. We construct time-series models and models based on non-linear regression. While the performance of models based on the traditional theoretical approaches, intergovernmentalism and neo-functionalism, is rather poor, the analysis suggests that nonlinear dynamic models might be an interesting avenue for future conceptualizations of the EU integration process. Miscarriage of Justice? Postcolonial Reflections on the ‘Trial’ of the Maharajah of Baroda, 1875

This article revisits the Baroda Incident 1875, providing a detailed examination of the Enquiry or ‹trial’ for the first time, and locating that examination in the wider socio-cultural context of the nineteenth century British Empire (especially the Raj) and the exporting of the ‹British’/English legal culture to the Empire. The implications of the establishing of British principles of justice, including the value placed upon Indian-generated evidence and testimony by the courts, are explored, in order to establish the Baroda Incident as a significant miscarriage of justice. Using historical methodologies as well as postcolonial insights, it demonstrates that the concepts of justice on which the British prided themselves were intrinsincally racialised as well as gendered, with profound modern resonances. 王兆国主席在全总十四届十三次主席团(扩大)会议上的讲话中指出,工会组织应在构建共同建设、共同享有和谐社会的进程中,充分发挥工人阶级和工会组织的积极作用,推动建设社会主义核心价值体系这个和谐文化的根本,大力推动和发展先进的工会文化,充分展现工人阶级的先进性。因此,我们应深刻认识到创建工会文化是现实的要求、是历史的选择、是未来的呼唤。创建工会文化还必须知晓工会文化的内涵、特征和作用,了解工会文化的核心,探索创建工会文化的路径,真正把共建共享的要求落到实处。     

社会转型过程中的中国工会

中国从计划经济到市场经济的变革,对社会生活的各个方面都产生了巨大的影响。在这个社会转型期中产权关系、劳动关系、社会结构等方面所发生的一系列的重大变化,对中国工会来说是挑战也是机遇。中国工会要抓住机遇,勇于创新,发挥自己应有的重要作用。
