Labelling the ‘other’ is one of the most relevant aspects in an armed conflict context. Summarising what the opponent is in one single expression is a strong rhetorical tool in any belligerent discourse. The use of the ‘terrorist’ label assumes a particularly powerful role in such a construction. Employing Ole Wæver's layered discursive structure, this article aims to study the discursive practices and political consequences associated with the use of such labels. The political implications of using the ‘terrorist’ label in regards to the Kurdistan Workers' Party (PKK) in Turkish politics will be analysed as an illustrative case study. The period under analysis extends from April 2007 to January 2008, corresponding to the escalation of a security discourse that led to the (brief) Turkish military incursion in northern Iraq in the winter of 2007–2008. The political exposure and intense usage of the ‘terrorist’ label in this period makes it particularly ripe for understanding the political discursive context that shapes Turkey's policies towards this protracted conflict. The focus on this period also sheds light on the political reasons underlying the intractability of this conflict. 相似文献

Unexpected Persistence Amidst Enlargement Stasis: Usages of Europe in Turkey’s Nuclear Energy Debate
Recent studies on European Union (EU) Enlargement have emphasised the importance of usages of ‘Europe’ by domestic actors as a necessary condition for the EU to have an impact on domestic politics. We study the usages of Europe in the critical case of Turkey’s nuclear energy policy. We analyse the narratives and actions of domestic actors in Turkey to identify if they use ‘Europe’ (the EU and the idea of Europe). We reach the counter-intuitive finding of usages by both state and non-state actors, which illustrates that usages of Europe can persist despite enlargement stasis in candidate states. 相似文献

The current global political economy is characterised by the intensifying economic interaction of BRICS and ‘near BRICS’ economies, with emerging powers increasing their influence in neighbouring regions. The growing partnership between Turkey and Russia constitutes a useful case study for examining this transformation, in which Western supremacy and US hegemony are under increasing challenge. Turkish–Russian relations shed light on broader themes in global political economy. First, significant economic interdependence may be generated among states with different political outlooks, in the form of loose regional integration schemes driven by bilateral relations between key states and supporting private actors or interests. Second, growing economic interdependence may coexist with continued political conflict and geopolitical rivalry, as indicated by the Syrian and Ukrainian crises. An important strategy that emerges is the tendency to compartmentalise economic issues and geopolitical rivalries in order to avoid negative spill-over effects. This facilitates the coexistence of extensive competition with deepening cooperation, as reflected in relations in the field of energy. 相似文献

Since the Justice and Development Party (AKP) came to power in 2002 Turkey has undergone double regime transitions. First, tutelary democracy ended; second, a competitive authoritarian regime has risen in its stead. We substantiate this assertion with specific and detailed evidence from 2015 election cycles, as well as from broader trends in Turkish politics. This evidence indeed confirms that elections are no longer fair; civil liberties are being systematically violated; and the playing field is highly skewed in favour of the ruling AKP. The June 2015 election results and their aftermath further confirm that Turkey has evolved into a competitive authoritarian regime. 相似文献

AbstractAlthough the Syrian conflict continues, local and global stakeholders have already begun to consider the return of the six million refugees, especially as neither the option of local integration in the countries of first asylum nor that of resettlement to third countries is seen as a realistic possibility. Elaborating on the return debates in Turkey, Lebanon and Jordan, we relate the politicisation of this question to the growing acceptance of the option of voluntary and involuntary repatriation in the international refugee regime as well as to policies and public opinion. We argue, based on empirical fieldwork, that any debate about the return of Syrian refugees is problematic, since the conditions of safety, voluntariness and sustainability are not fulfilled. Further, returns should not be left entirely to the individual hosting states and actors in the region but should be carried out in collaboration with representative authorities in Syria and the mediation of international organisations upon full resolution of conflict. 相似文献

This article examines the ways in which the negotiation framework—i.e., the legal guarantees, information management mechanism, and degree of inclusivity in peace negotiations—shapes the likelihood of concluding a peace agreement. Codifying the peace negotiations in law, publicizing information about the content of negotiations, and including mediators and civil society actors in peace talks is likely to increase a government's short‐term costs. However, doing so alleviates the adversaries' information asymmetry and commitment problems, sets guidelines to insure the process against exogenous shocks, and increases the number of actors taking part in conflict management. Comparing the recent peace negotiations to end intrastate wars in Colombia and Turkey, this article argues that a legalized, public, and inclusive framework made a peace agreement possible in Colombia, while the lack of such a framework caused Turkey's peace talks to fail. 相似文献

Despite growing critical literature on external funding, the link between EU funding to Turkish civil society organisations (CSOs) and their depoliticisation remains understudied. This article fills this gap. This article explores EU funds in Turkey and shows the incentives it creates for a depoliticised civil society. Drawing on an original set of interviews with 45 CSOs, this article analyses how Turkish CSOs interact with EU funding and how this support impacts on Turkish civil society. This article argues that EU funding’s short-term, activity-based, measurable outcome and visibility-oriented structure contributed to the depoliticisation of those CSOs benefited from EU funds. 相似文献

This article shows that ‘Turkification’, a term widely used by historians of modern Turkey to refer to the forced transfer of property from Christian into Muslim hands, ought to be conceptualized not only in the sense of ‘enrichment’ but also, with regard to the working classes, as a process in which Muslim people inherited the poverty of their Christian predecessors. Taking ?zmir as a case in point, the article first describes the plight of the overwhelmingly Christian working class prior to 1922. It then studies reports and editorials that discussed the economic and social situation in ?zmir in the years 1923 to 1926, after the Turkish victory and forced migration of her Christian population. Over the course of these years, ?zmir experienced a serious economic crisis, and bread prices reached levels that led to widespread undernourishment and hunger among the city?s poor. Agricultural production was lagging behind pre-war levels, and positive effects of ‘Turkification? policies were failing to materialize. By analyzing the contemporary journalists? attempts at explaining the crisis, but also pointing out national and transnational factors that they were probably unaware of, the article makes an original contribution to the economic and social history of early republican Turkey. 相似文献
