This study investigates the relationship between public employees' satisfaction with work‐life balance policies (WLBPs) and organizational commitment in the relatively unexplored Philippine context. Our findings show that (i) employees' overall satisfaction with WLBPs is positively related to organizational commitment, (ii) when specific WLBPs are examined, only satisfaction with health and wellness programs are positively associated with organizational commitment, and (iii) when accounting for employees' preferences for WLBPs, compensatory time‐off, childcare policy, health insurance benefits, and paid sick leave are positively related to organizational commitment. The findings indicate that understanding which WLBPs employees prefer is important before implementing WLBPs. While much progress has been made in empirically mapping and analysing a variety of interest group activities in the last decade, less attention has been devoted to conceptual work that clearly defines and distinguishes different forms of policy engagement. This article contributes to this endeavour by developing a theoretical framework that explicitly links currently available measures of the policy engagement of groups to the distinct concepts of group involvement, access and prominence. It argues that greater conceptual clarity will lead to better accumulation of knowledge in the sub‐field and a better understanding of the role of interest groups in political systems.  相似文献

Well known is that the National Labor Relations Act (NLRA, 1935) in the United States places a largely per se ban on nonunion employee representation (ER) groups which deal with employers over a term or condition of employment. Much less well known is that America’s other labor law, the Railway Labor Act (RLA, 1926), takes a different approach and permits employers to operate such councils and committees as long as they do not perform a collective bargaining function or interfere with workers’ free choice of a bargaining agent. Thus, under the RLA Delta Air Lines is able to operate what is today the closest living approximation to a 1920s-style ER plan while hundreds of other companies (e.g. Polaroid) under the jurisdiction of the NLRA have been forced over the years to disband similar groups on grounds they are a proscribed company union. No study to date has explored the history behind the RLA and NLRA’s divergent treatment of nonunion ER groups so this article takes a first look. The main part of the story covers the 1920–1935 period and examines the events, people, and experiences associated with company unions and ER in, respectively, the rail and manufacturing industries and why the legislative outcome in the former was a permissive stance on nonunion committees but prohibitive in the latter. The last part of the paper fast-forwards the RLA-NLRA story from the 1930s to contemporary law and practice in order to demonstrate how “history matters” when it comes to what employers can and cannot do with nonunion representation groups, such as works councils, participation and involvement committees, and dispute resolution forums.  相似文献

This paper offers a contribution to recent debates on European Union (EU) external trade and development policy, with a specific focus on the African, Caribbean and Pacific (ACP) group of countries. The question asked is why the EU encountered such difficulties in the attempt to translate its normative preferences for freer trade and closer economic integration into a series of binding agreements? Drawing on both economic constructivist and historical institutionalist insights, it is argued that the case for reform initially rested on a strong convergence between institutions and ideas, enabling the EU to discursively present desired policy reforms as necessary to satisfy World Trade Organisation trade rules. However, in due course, the institutional dynamics behind the latter began to diverge from the EU's policy preferences and blunt its norm-based argument – thus creating the space for transnational coalitions to, first, question and, ultimately, undermine aspects the EU's trade and development prospectus for the ACP.  相似文献

为更好描述重物落水后的运动过程,设计了模拟封堵溃口小型试验,首先对重物落水后运动过程的影响因素进行分析,对采集的试验数据进行了分类处理,并对典型的试验数据进行比较分析,突出主要影响因素.其次对水中的重物进行了受力分析,以大实心方体为例,初步建立重物在水中运动过程的二阶微分方程模型(模型1),结合步长搜索法和最小二乘法确定压差阻力系数的初始范围,然后在Matlab平台下做非线性最小二乘拟合求解运动模型中压差阻力系数kx、ky;在模型1的基础上引入速度后损率kv,完善了重物在水中运动过程的二阶微分方程模型(模型2),并对模型中2的参数进行求解.模型结果验证显示,引入速度后损率后的模型2能比较好地反映重物落水后的运动过程,并对以后的研究提供了参考.  相似文献

The aim of the present study was to examine a model positing that association with deviant peers mediates the relation between adolescent perceived parenting behaviors (maternal monitoring and involvement), the interaction of these parenting behaviors, and delinquency in a sample of 135 urban African American adolescents (13–19 years of age). Regression analyses revealed a monitoring by involvement interaction among African American females, suggesting that maternal monitoring may effectively reduce delinquency among African American female adolescents, and that this reduction may be enhanced by increased maternal involvement. Among African American males, only the relation between association with deviant peers and delinquency was supported, suggesting that maternal parenting behaviors may, in isolation, be insufficient in the prevention of delinquent behaviors in African American male adolescents. The results suggest that the pathways from parenting to association with deviant peers and delinquency may differ in males and females, and the salience of certain parenting behaviors may differ across gender. Three sub-sections of TFP are divided as technological process, pure technical efficiency and scale efficiency, which are also regarded as the differential path of promoting the equipment manufacturing industry’s TFP. Based on the differential path, the mechanism analysis between outward FDI and China’s equipment manufacturing industry is constructed. With the data of public-listed companies, PSM is used to verify the hypothesis proposed in this paper and then to test the mechanism of the six categories of equipment manufacturing industry. The results show that outward FDI of public-listed companies in equipment manufacturing industry significantly promotes the pure technical efficiency, but has a significant negative effect on the scale efficiency. What’s more, the positive effect decreases year by year, while the negative effect gradually weakens. Subsample data shows that for the pure technical efficiency and scale efficiency, the significantly positive effects come from transportation equipment manufacturing industry and computer communication and other equipment manufacturing industry.  相似文献

在当代西方女性主义政治哲学中,艾利斯·马瑞恩·杨以其"差异的公民资格"与"差异政治"而独具特色.从对罗尔斯为代表的自由主义普遍公民资格的批判出发,她说明了自由主义普遍公民资格如何忽略或至少是回避了差异及差异群体的权利要求.她以差异的公民资格为切入点,揭示出女性主义政治哲学之差异正义的根本理论诉求,这不仅为女性等差异性群体争取自身权利指明了方向,也试图以另外一种新的视角,即公民资格的理论视角,冲击传统意义上普遍主义的正义理解.在当代多元文化的广阔背景下,差异的公民资格和差异平等的正义观照正越来越成为差异性群体争取自身权利的理论武器,而差异正义的独特理论诉求也正日益成为普遍正义的一种有意义的补充.  相似文献

法律绩效评估是指法律实施一段时间以后,有关部门、组织或人员对其实施效果等进行评估,分析法律实施过程中的立法问题,从而完善立法。法律绩效评估的公众参与模式强调公众对立法实施效果评估的参与,以获得法律实施的客观、真实的评估信息与结果。法律绩效评估的公众参与模式发挥一定的积极功能如表达利益、整合利益、认同法律、宣传法律等,但也会存在一些技术与制度上的困境。  相似文献
