With the rise of ‘bioeconomy’, trees are receiving increasing attention. This contribution conducts a preliminary analysis of the trajectories and the main drivers of change in the rise of new, flexible and multiple uses of trees. It assesses the political dimensions involved in this transformation, which is simultaneously ongoing, anticipated and imagined. Notes are offered on the issues to be considered when the flex-crop framework is operationalized to include the study of trees, and additional conceptualizations that help in analyzing the political economy of tree uses are provided. Areas needing further empirical study are identified and a preliminary research agenda is suggested. The flexible and multiple use of trees and tree-derived commodities is having a large impact on power relations in the global political economy of forestry and the forest industry, the asymmetry of which is based on who is best able to flex or de-multiply, thereby controlling commodity webs and processing technology. It is argued that while flexing seems to increase diversity, in practice it typically increases this only for the processing industry; the converse occurs in terms of the unification of the productive base into monocultures. However, these two processes go hand in hand, and illustrate how flexing is a deeply capitalist process.  相似文献

In the context of rising resource demand, agricultural crops such as sugarcane are being promoted for their multiple uses in different commodity markets and as alternatives to fossil fuel equivalents (i.e. as a source of biofuel, bioelectricity and bioplastic). These commodities are also produced on an increasingly flexible basis, as sugarcane mills respond to price signals and switch between different crop uses. This paper offers a preliminary exploration into the politics of this latest development in the capitalist industrialization of agriculture. It does so by focusing primarily on flexing in Brazil and highlighting the role of the state in both creating markets for non-food products that sugarcane mills can now switch between and managing the tensions that arise from this. These tensions have concerned consumer prices for fuel, control of distribution infrastructure and conditions of land conversion, each prompting political interventions by the state. The paper then suggests how this same process is taking place, albeit shaped by different contexts, in Southern Africa and Cambodia. It concludes with some key questions for further research: is flexing eroding the distinction between crop regimes? How do primary processors decide what their product mix will be? And on what basis do state actors support flexing between agricultural products and investments in so-called bio-refineries?  相似文献

Abstract

This paper compares the reasons given by three South-east Asian states (Laos, Thailand and Vietnam) for choosing to suppress opium production. While external pressure, often from the US or United Nations (UN)/League of Nations, is the most commonly identified reason in the literature, and was experienced in each case, it was not by itself sufficient to motivate states into action. All three cases were motivated by religious or ideological opposition to drug consumption or trade, rural development, state extension and concern for increasing domestic drug consumption. Apprehension about rising drug consumption often possessed racial or chauvinistic elements. The development of export commodities, environmental protection and national security were also identified in one or two cases. The paper concludes by hypothesising that economic and/or security considerations underlie all choices to suppress illicit drug crops.  相似文献

Article 26.1 of the Cartagena Protocol on Biosafety left open the possibility for member countries to include in their biosafety regulatory processes the assessment of socio‐economic considerations. Countries may also decide to include such assessments as part of their national legislation or regulations for the approval and deliberate release into the environment of genetically engineered technologies. Countries are debating if and how to implement assessment of socio‐economic considerations. This paper contributes to the ongoing policy dialogue by discussing issues related to socio‐economic assessment including scope, timing, inclusion modalities, methods, decision‐making rules and standards, and the integration of socio‐economic assessments in biosafety and/or biotechnology approval processes. This paper also discusses the implications of such inclusion for technology flows and public and private sector R&D. If inclusion is not done properly, it may negatively impact technology flows especially from the public sector and render an unworkable biosafety system.  相似文献

Soy has become one of the world's most important agroindustrial commodities – serving as the nexus for the production of food, animal feed, fuel and hundreds of industrial products – and South America has become its leading production region. The soy boom on this continent entangles transnational capital and commodity flows with social relations deeply embedded in contested ecologies. In this introduction to the collection, we first describe the ‘neo-nature’ of the soy complex and the political economy of the sector in South America, including the new corporate actors and financial mechanisms that produced some of the world's largest agricultural production companies. We then discuss key environmental debates surrounding soy agribusiness in South America, challenging especially the common arguments that agroindustrial intensification ‘spares land’ for conservation while increasing production to ‘feed the world’. We demonstrate that these arguments hinge on limited data from a peculiar portion of the southern Amazon fringe, and obfuscate through neo-Malthusian concerns multiple other political and ecological problems associated with the sector. Thus, discussions of soy production become intertwined with broader debates about agrarian development, industrialization and modernization. Finally, we briefly outline the contributions in this volume, and identify limitations and fruitful directions for further research.  相似文献

ABSTRACT

This article draws on local narratives and observations of food sustenance practices in relocated farming communities in Sebakwe, Zimbabwe. Local knowledge on traditional food crops and related agricultural practices was proven to be a source of local community resilience, enabling residents to sustain their livelihoods. Local community agency in maintaining, cultivating and processing traditional food crops was found to sustain their culture and livelihoods, thereby providing community resilience in a changing environment.  相似文献

This contribution analyses the recent global expansion of different types of tree plantations. A literature review collates accounts from recent academic publications and by NGOs, and is accompanied by field research and interview observations about the causal processes, central features and likely futures of contemporary tree plantation expansion. I will analyse the political and spatial causalities explaining varieties and commonalities in expansion style and pace, with elaboration on the applied and empirical significance of these findings for peasant studies. The literature on environmental and developmental impacts of tree plantation expansion is also surveyed.  相似文献

The political geography of the global soybean complex is shifting. While the complex has long been controlled by US-based transnational corporations, new agribusiness actors, business logics and power relations rooted in South America and East Asia are emerging, based in part on commodity flexing. We explore how soybean flexing is shaping and being shaped by global restructuring of the soybean processing industry. Using the divergent histories and uses of soy in China and Brazil, we propose that in order to understand the changing soy landscape, we must examine the relationships between soy's multiple-ness and flexible-ness, the political economy of soy processing, and the relationships between crop ‘flexors’ – those powerful firms that control the soy complex – with each other and with governments. We demonstrate that the agribusiness actors who are gaining more control over the soy complex are doing so in part through flexing, and that the ability to flex may ultimately determine the trajectory of global agroindustrial restructuring. Finally, we raise questions and make suggestions for further research on flex crops.  相似文献
