In this paper, I investigate what common discourses National AI Strategies (NAISs) share and how they have unfolded differently in diverging national contexts. For this purpose, I compare the South Korean and French cases by relying on the notions of sociotechnical imaginary and future essentialism. I analyze (1) the emergence of the common discourses, which I call AI-essentialism, over the past decade; (2) the development of imaginaries around IT in Korea and France in the twentieth century, namely technological developmentalism and the American challenge, respectively; and (3) the integration of the traveling AI-essentialism and nationally embedded imaginaries of IT into each country's NAISs. The analysis indicates that: (1) AI-essentialism incorporated discursive strategies, enabling political and industrial leaders to naturalize AI development, hence justifying increased investments in the field; (2) two countries' imaginaries of IT diverged due to the successes and failures throughout the second half of the twentieth century; and (3) while two countries' NAISs share AI-essentialism's discursive instruments, their specific measures and unfolding have varied in relation to each case's existing imaginaries of IT.  相似文献

This study compares the regulation of two emerging technologies, the CRISPR genome-editing system and Connected and Autonomous Vehicles (CAV) in the United States. The study draws on 33 in-depth interviews with innovation and governance experts to study the relationship between their regulatory environments and developing beliefs about these technologies. Using sociotechnical imaginaries as a framework, we explore how social actors envision technologically driven futures and the social order that enables them. These imaginaries are essential to emerging technologies, where experts build a framework of potentialities for innovation still underway. While scholarship has documented how sociotechnical imaginaries arise among policymakers, groups of scientists, state and local stakeholders, and public actors in different countries, less has been said about how regulatory organizations and their actors shape expectations around technologies that are in the early and middle stages of development. This article finds that regulatory institutions shape emerging imaginaries along three related axes: the distribution of authority, technological novelty, and risk. Interviewees negotiate these three contingencies differently based on relevant extant regulatory structures and ideologies, resulting in distinct imaginaries around each technology. CRISPR actors envision genome editing as largely diminishing biomedical harm and eventually suitable for health markets, while CAV actors diverge on whether self-driving cars alleviate or exacerbate risk and how they may enter roads. That organizational structures and practices of regulation inform broadly held sociotechnical imaginaries bears significance for studies of innovation trajectories, suggesting regulators can take an active role in shaping how risks and benefits of emerging technology are defined.  相似文献

ABSTRACT

Thorleifsson examines the ways in which violent imaginaries of Sweden have been discursively constructed and used by populist radical-right (PRR) parties and actors in contemporary Europe. Based on multisited fieldwork among politicians and supporters of the United Kingdom Independence Party (UKIP) and the Hungarian Jobbik party, this article demonstrates how individual acts of violence are ‘transvaluated’ into violent imaginaries of migrants from Muslim-majority lands. What Thorleifsson terms ‘the Swedish dystopia’ not only entails a message of alarm and warning. PRR actors also use the trope of the Swedish dystopia in their call for action against Muslim migrants and minorities who, they claim, pose an ethnoreligious threat to national identity, security and even (Judaeo)-Christian civilization as a whole.  相似文献

While Denmark is widely known as a global exporter of cryopreserved sperm, Danish women’s eggs face a very different fate. This paper combines legal and rhetorical analyses with the concept of sociotechnical imaginaries. In establishing the genealogy of the sociotechnical imaginaries that shaped Danish regulation of the cryopreservation of eggs, we analyse the relevant Acts, Bills, preparatory work, and readings in Parliament, along with the concurrent public and ethical debates that over time relaxed the legal limit for the cryopreservation of eggs to the current five years and today continue to ignite discussions on elective egg freezing. We rely on welfare-state perspectives to discuss why reproduction, in the Danish context, is seen as a legitimate and appropriate sphere to regulate, and we turn to feminist theorizing to discuss the gendered implications captured in the sociotechnical imaginaries of the “Moral State”, “technologies to be tamed”, “the nuclear family”, and “technology as equality and hope”. We end by discussing how an interdisciplinary approach enriches our understanding of the legal, cultural, and political entanglements related to putting eggs on ice.  相似文献

How to imagine alternative forms of attachments and intimacies beside the centrifugal force of compulsory coupledom? This is one of the central questions in this creative exchange between an artist (Fleckner) and art historian (Danbolt), using wood cuts and words respectively in an examination of imaginaries of relation and belonging. With an interest in the power of esthetic figurations in shaping desire and politics, the article’s cross-medium exchange considers the importance–and difficulty–of reconfiguring established plots and institutions of intimacy. While the prints take their starting point in a critical reconfiguration of the visual tradition of mapping relationality in the form of couple-oriented family trees, the textual responses move between the genres of the essayistic, theoretical, and diaristic in an attempt to consider alternative modes of valuing and acknowledging relations. Refusing to let go of the desire for a revolution in the structures of intimacy in times where alternatives to hetero- and homonormative arrangements of desire seem increasingly sparse, the text flaunts an unabashed belief in the world-making power of the esthetic and its ability to produce utopian performatives that gives sense to ways of feeling and relating differently.  相似文献

ABSTRACT

In reading British fascism as a cultural phenomenon, historians have started to chart the cultural products and visions of British fascists during the interwar and post-war periods. Such analysis has tended to focus on fascists’ discourse on culture (particularly the ways that they position liberalism and modernism as degenerate), or on the cultural texts of fascists/fascism in the form of, inter alia, literature, music, dress and art. George Mosse goes as far as to argue that it is only through a cultural interpretation of fascism that we can come to understand the movement ‘from the inside out’. However, the notion of fascist culture is contentious, and not simply because the meanings of both ‘fascism’ and ‘culture’ are highly contested. Eschewing Mosse’s invitation to interpret fascism as culture, Richardson nevertheless argues that ‘the cultural’ can be understood as one approach to fascism. In this article, Richardson discusses six ways into a critical cultural analysis of the continuing presence of fascist political projects, focusing in particular on the British variant.  相似文献

This article aims to reconstruct the social imaginaries of Coronavirus disease 2019 (COVID-19) in Chile. We seek to understand how families interpret their experience confronting the pandemic by identifying four main aspects: (a) the COVID-19 pandemic, (b) working and learning, (c) health and (d) family life. Following Habermas' distinction between lifeworld and social systems, we consider these issues as constituting the social imaginary of lifeworld, different but related to the imaginaries of social systems. The qualitative empirical data was gathered through a sample of 38 families interviewed online between September 2020 and January 2021 in four Chilean cities: Iquique, Valparaíso, Santiago and Concepción. Other complementary sources of information are multimodal ethnography (digital diaries), press articles and state reports.  相似文献

Recently there have been increasing instances of the return of the state as the central agent of development in resource-rich nations globally. Characterised by both a rhetorical and substantive commitment to increasing control over national resource revenues, this so-called new/neo-extractivism has attracted a debate concerning the extent to which it offers a viable alternative to the imperatives of neoliberal resource extraction. Using two examples, this paper analyses the ways in which the Ghanaian and Ecuadorean states discursively imagine such structural transformations. It highlights the value in analysing the politics of language for strengthening studies of neo-extractivism.  相似文献

‘Gastronationalism’ is the idea that there are distinctive and authentic national food cultures that are threatened by the forces of globalisation. It is a myth: there are no unique or authentically distinctive national culinary cultures. But the idea of gastronationalism is a powerful one that can have important political effects, as Brexit shows. In this article, I chart the rise of British food with regard to Britain’s historical relationship with Europe and the EU. I consider how different understandings of British food culture—one more nativist, one more cosmopolitan—have played a symbolic role in the debate on Brexit, before considering the broader relationship between contemporary populist nationalism and gastronationalism.  相似文献
