The salience of the concept of “empowerment” has been deductively claimed more often than carefully defined or inductively assessed by development scholars and practitioners alike. We use evidence from a mixed methods examination of the Kecamatan (subdistrict) Development Project (KDP) in rural Indonesia, which we define here as development interventions that build marginalized groups’ capacity to engage local-level governing elites using routines of deliberative contestation. “Deliberative contestation” refers to marginalized groups’ practice of exercising associational autonomy in public forums using fairness-based arguments that challenge governing elites’ monopoly over public resource allocation decisions. Deliberative development interventions such as KDP possess a comparative advantage in building the capacity to engage because they actively provide open decision-making spaces, resources for argumentation (such as facilitators), and incentives to participate. They also promote peaceful resolutions to the conflicts they inevitably spark. In the KDP conflicts we analyze, marginalized groups used deliberative contestation to moderately but consistently shift local-level power relations in contexts with both low and high preexisting capacities for managing conflict. By contrast, marginalized groups in non-KDP development conflicts from comparable villages used “mobilizational contestation” to generate comparatively erratic shifts in power relations, shifts that depended greatly on the preexisting capacity for managing conflict.

This paper deals with a sparsely researched topic-the victimization of females by fraud. A nationwide survey of victims of a large-scale telemarketing scheme showed that onlya small percentage of the victims were females. Abstract

Large community initiatives are a growing phenomenon both in the U.S. and worldwide. These initiatives address a wide variety of issues, including early childhood development, by integrating institutions such as schools, health agencies, and faith-based institutions that focus on separate but related aspects of community concern. A major challenge facing these initiatives is the competing demands of developing organizational capacity to promote effective programming while simultaneously delivering demonstrable results and accountability. Empowerment evaluation (Fetterman, Kaftarian, &; Wandersman, 1996) is an approach to evaluation and organizational capacity building that equips participants at all levels of an organization to pursue programming quality and results. This article describes and presents lessons learned from the development and implementation of a system of tools and processes, grounded in the principles of empowerment evaluation, designed to promote quality in the planning, implementation, and evaluation of a statewide school readiness initiative. While these lessons are specifically applicable to community-based early childhood development initiatives, they are broadly applicable to initiatives fostering systems change through community development.  相似文献

The shift from modern to post‐modern politics in the Central Amazon is critically evaluated. While considerable empowerment of previously marginalised. Amerindians, rubber tapers and frontier peasants has occurred, patronage networks remain top down in their decision‐making process, significant horizontal political mobilisation between different social actors has not emerged and grassroots political organisation has been stymied by authoritarian politics at the state level. Consequently, as empowerment is supposed to lie at the heart of building sustainable livelihoods in the Amazon, by this line of logic, the future of the region would seem to be seriously compromised.  相似文献

In the context of US urban jails, incarceration is often seen as an opportune intervention point for prevention interventions in public health. For the detained individual, it is an opportunity to reflect on individual choices and the potential for changes in one's life course. For population focused public health professionals, jail detention facilities represent a concentration of health risks, and an opportunity to have an impact on a significant portion of those at risk for HIV and other health concerns. This paper presents an innovative education and empowerment model that bridges across jail walls, beginning on the inside, and continuing on the outside of jail where individuals continue to be challenged and supported toward positive health and social choices. The intervention also seeks to foment community activism in the communities to which jail detainees return, thus aiming to have a structural impact. This paper examines both the intervention model and the challenges of examining the effectiveness claims for the intervention at multiple levels.  相似文献

ABSTRACT

Citizen participation is challenging to define in terms of meaning and application. This article begins with setting out the multi-dimensional nature of citizen participation in development. Through conceptual and contextual explorations, this article deconstructs the layers in the following ways: First, citizen participation is embedded with several conceptual connotations, therefore it is manifested to varying degrees and in different scopes of opportunity for citizens to affect policy decisions. Varieties of participation become more diverse when it comes to the power dynamics of different stakeholders, ranging from the government to citizens. Furthermore, its substantive presentation is intimately linked with the variables of citizen empowerment and government responsiveness. The second layer concerns the participatory development approaches of external development agencies. This article articulates how development discourses have integrated and developed the concept of participation, exploring the trajectory and critical concerns raised. The final layer concerns context, particularly Vietnam’s legal and policy frameworks, which explores consistencies and discrepancies between institutional settings and the presentation of citizen participation.  相似文献

This paper draws on ethnographic research with teenage schoolgirls in Tanzania to explore the impact of education on their experiences of sexual agency and empowerment. School-based education is frequently presented within international development as a route for empowering girls to exercise agency over their sexuality; yet school itself often constitutes a space in which the same restrictive gendered and sexual norms that exist outside the classroom are reproduced or go unchallenged by those working with girls. Despite the constraints to their agency from both outside and within school, girls themselves do resist the narratives of girlhood and sexuality imposed upon them. Recognising how these dynamics challenge our understanding of sexual empowerment is key to finding ways to support girls in navigating repressive norms beyond the classroom.  相似文献

The purpose of this paper is to consider how international law has sought to mediate between the promotion of environmentally sound technologies and local community participation. It will be suggested that the paradigm of sustainable development presents the most sensible framework through which to consider these issues. The paper will then present three short case studies centred around various aspects of the ongoing implementation of the Rio Conventions, namely the endorsement of sequestration activities within the 1992 UN Framework Convention on Climate Change, the development of an access and benefit sharing framework under the 1992 Convention on Biological Diversity and further encouragement of community participation in the 1994 UN Convention to Combat Desertification. In conclusion, the paper will suggest that community participation must be given comparable status with the promotion of technological advances if long-term success is ever likely to be attained.
