ABSTRACT

This paper discusses strategies utilized by migrants/squatters in accessing land for settlement and livelihoods in places where the state and the indigenes are not sympathetic to their needs. Although of significant policy and theoretical significance, this area has not received attention from scholarship, its dominant focus being on understanding the diverse origins, destinations, drivers and processes of migration. In addressing this issue, the study uses the case of Malawian migrants located in Zimbabwe’s peri-urban area of Norton. The finding of the paper is that there are as many strategies for acquiring land as they are migrants. The identified strategies (inheritance, seizures, and purchase) are contingent based – varying according to the access of the parties involved in the transactions.  相似文献

ABSTRACT

The meaning of personal relationships for Ethiopian migrants to Johannesburg is shaped by individual connections, by imported social networks that are adapted in the host city, and by the particular conditions of livelihood creation in the emerging Ethiopian entrepreneurial enclave of ‘Jeppe’. In their migration individuals experience both rupture and reconnection – with relatives, as well as through relationships and networks that constitute social capital in Johannesburg. The social world of Ethiopian migrants in this entrepreneurial enclave is complex. Many social connections and dislocations are affected by the life choices in which income generation and economic relations are the primary aim and social relations are necessarily secondary. Others are influenced by the strength of informal social networks that serve the needs of Ethiopian migrants. And, far from ‘here’ and ‘there’ being connected through the use of technology and advanced connectivity, ‘home’ and Johannesburg are experienced as quite separate and different places.  相似文献

ABSTRACT

This study draws upon the return experiences of Ethiopian women trafficked to the Middle East. Understanding these experiences is critical to informing the design of effective government policy to mitigate obstacles to return and reintegration. This study was conducted in Addis Ababa with five women who were trafficked to Bahrain and later returned to Ethiopia. Action research was used to establish an inquiry group of women in order to produce a viable vision for successful reintegration. Despite initial high hopes, the returnees did not see migration as producing positive returns. All five participants agreed that their experiences in the destination were devastating and thus they were relieved to have returned to their home country. Nonetheless, reintegration was a difficult process for them. In addition to not accumulating enough savings to enable them to reintegrate economically, they all faced misunderstandings and impractical expectations from their families and community. The women suggested that adequate protection from law enforcement, facilitation of income-generating activities, and improved access to rehabilitation and medical services are important elements of successful return and reintegration. Effective return and reintegration policy is needed to ensure that trafficked returnees can become productive citizens in their home country.  相似文献

The aim is to explore experiences and considerations of social workers regarding irregular migrants, understood as being prone to be “collateral damage.” It is revealed that some social workers approve assistance exceeding that which can find support in the national legislation. They are hereby addressing the normative conditions for recognition and installing new frames for apprehending irregular migrants. This process is referred to as a reframing of recognizability. By exceeding the limits of “belonging,” social workers question their profession's national link as well as the inability of a nationally anchored understanding of social work to deal with irregular migrants.  相似文献

For most foreign nationals of African origin who lived in South Africa during 2008 and 2015, this period will be remembered with horror and fear. These were the years when South Africa’s growing culture of xenophobia matured into mass deadly violence. This violence has been widely reported in the press and is the subject of much scholarly engagement. The pre-migration life stories of many who take refuge in South Africa are laden with violence but such narratives are less well known and reported. The forces at home that propel migration are frequently excessively violent and traumatic. Once in South Africa, many migrants experience further violence and vulnerability in their places of refuge, as in 2008 and 2015. The violence fuelling migration and characterising refuge are thus tragic combinations of multiple forms of physical, symbolic and structural violence. In identifying repeated cycles of trauma, dehumanisation and vulnerability, this article discusses the pleas of migrants for better understanding, formal recognition and support from South African citizens and the government. Finally, the role of peace education, including healing interventions, for creating greater justice and harmony between foreign nationals and their host communities is discussed.  相似文献

Transit migration is a phenomenon on the rise partly due to the growth of international migration and more robust policies in destination countries making onward travel more difficult. The dominant discourse portrays transit migrants as agents stranded enroute-lacking agency to decide about their state of mobility/immobility. By going beyond such a normative victimization narrative of transit migrants, and by drawing on lived experiences of female Ethiopian migrants, this paper examines the agency of transit migrants; that is, the creative strategies they employ while planning their mobility/immobility, and in negotiating their precarious and vulnerable position. The paper discusses prospects of mobility/Immobility and/or settlement of migrants and factors that affect their informed decisions and argues against a monocausal analysis of factors influencing decision-making of migrants.  相似文献

Through the analysis of 25 interviews with Iranian migrant women in Australia, this study shows how living in different communicative environments can affect transnational communication practices. The case of these Iranian transnational families indicates that the digital divide, in terms of information and communication technology (ICT) infrastructure and communication capacity, may affect the technological quality of ICT-mediated communication. However, the digital divide does not significantly affect the frequency of communication among these families. The findings illustrate that the Iranian migrants in Australia and their family members overseas developed innovative communication practices and went to great lengths to maintain “ordinary” family interactions across national borders.  相似文献

This paper investigates the coping strategies of post-1989 East Central European transnational migrant entrepreneurs. Paradoxically, rather than facilitating transfer into the region of liberal-democratic orientations and practices, the incorporation of East Central Europe into late 20th-century consumer capitalism based on short-cycle flexible production in sectors unregulated by legal-institutional frameworks reproduces some of the features of the accustomed homo sovieticus syndrome: in particular, the reliance on the beat-the-system/bend-the-rules orientation on informal/crony patronage and connections, and immediate consumption rather than deferred gratification/investment-oriented capital accumulation renders effective strategies of economic action in the new situation. The effects of so-informed transnational migrant entrepreneurs' activities on the transformation processes in their home-countries are also discussed.  相似文献

Today, a large majority of states allow at least some of their emigrants to take part in home country elections from abroad. This article first looks at the diffusion of external voting laws and shows that over the past 25 years they have become widely-adopted and are no longer limited to specific professional categories of citizens. Second, the article explains the international diffusion of external voting by discussing the “norm-internationalization hypothesis” and the “electoral-competition hypothesis.” Third, the article attempts to demonstrate that these hypotheses cannot explain why, in a democratic context, states continue to implement a series of hurdles that deter emigrants from using their newly gained rights. Looking at recent developments in Latin America and the Middle East and North Africa, it concludes that the diffusion and variations of external voting laws result from transnational negotiation processes in a context of democratic transformation among various actors whose interests are strongly affected by the inclusion or exclusion of these new voters.  相似文献
