The article attempts to make sense of recent developments in Hungary's relationship with the EU and the US by explicating the logic behind the formation of its post-Cold War identity. The article's central theoretical argument derives from social identity theory (SIT) in social psychology which argues that social groups strive for positive distinctiveness and provides concrete hypotheses concerning the identity management strategies that groups use to enhance their relative position. Extrapolating the identity management techniques predicted by SIT to international politics, I suggest that states may enhance their relative standing by imitating more advanced states (strategy of social mobility), trying to displace the higher-ranked state (strategy of social competition), or finding a new arena in which to be superior (strategy of social creativity). The article argues that Orban's government post-2010 steps in domestic and foreign policy can be conceptualized as attempts to redefine Hungary's identity by moving away from the strategy of social mobility pursued since the end of communism towards the strategy of social creativity.  相似文献

In response to the arrival in Canada of thousands of Hungarian Roma asylum seekers, a new and restrictive refugee regime was installed. Legislation included Designated Countries of Origin or “safe” countries from which refugee claimants were stripped of some entitlements. Acceptance rates fluctuate in loose reticulation with several factors. When negative decisions are made on refugee claims, conditions of persecution in Hungary are denied even though they are clearly demonstrable. Inclusion of claimants' voices substantiates a normalized violence. When decision makers parse the criterion of persecution and when political leaders dismiss claims as “bogus,” the consequence is the reconfiguration of the Roma as essentially nomadic.  相似文献

Using Poland as a case study, the Polish sociologist Piotr Sztompka has demonstrated most persuasively the significance of trust (and distrust) as a key to the analysis and understanding of socio-political and socio-cultural developments in Central Europe in the transition to democracy. Sztompka's study ends upbeat with a brief glance at the situation in the late 1990s. Had the book been written a decade later, it would have revealed that the path ahead has remained rocky. Public trust in governments, politicians and public institutions generally has remained a scarce commodity.It is against this background that the restoration of an independent civil law notariat, as an integral part of the ‘return to Europe’ project, has occurred in Poland, and, mutatis mutandis, in other Central European countries. However, following a first decade of successful transformation from state employment to liberal profession, notaries in Central Europe now find that it is precisely because they have embraced the status of Western-style liberal professionals that they are coming under attack by both the European Commission and their own national governments. As a result, they have had to embark on a process of reconsideration of their position in order to ensure the profession's survival. This paper traces and compares developments in Poland and Hungary. As can be expected there is a strong common denominator between them. But equally and more interestingly, there are distinctive national features which now, as ‘bloc history’ recedes, are coming increasingly to the fore.  相似文献

第二次世界大战结束后,作为战败国之一的匈牙利被纳入了苏联的势力范围,此后至1947年秋,与多数东欧国家相类似,匈牙利经历了对"人民民主"的短暂尝试。把人民民主制度作为从资本主义向社会主义过渡的一种国家形态,在当时是符合包括匈牙利在内的东欧各国历史与现实的一种正确选择。然而,随着冷战在欧洲大陆拉开帷幕,匈牙利的"人民民主"道路被迫中断,转而向以苏联为样板的社会主义模式全速迈进。伴随着以高度集权、高度集中为特征的苏联模式在匈牙利的全面植入,匈牙利原有的政治、经济、社会、文化结构发生了重大改变,这一切为其后匈牙利社会主义道路的曲折发展埋下了深重的伏笔。  相似文献

In this paper, we make three interrelated points. First, while much of the recent literature on new forms of citizenship has focused on the diversity of large cities and new forms of migration, we seek to establish rural sites as important arenas for negotiating citizenship. We stress that far from being homogeneous, villages in their struggles over belonging are affected by long-standing diversity as well as global discourses. Second, we seek to complicate the interpretation of the demise of socialism as a radical break manifested in a diminished role of the state. We show that if the central state retreats, local state actors may gain in importance for local negotiations of citizenship. Third, we explore how the local state actors sometimes use their new powers over social rights to recreate boundaries of belonging through public performances tied to the administration of these rights. We go on to explore the normative basis for these performances and indicate that membership is still based on a contribution of work to the common good. This can best be conceptualised as a shifting continuity rather than a sharp break after 1989.  相似文献

Lustration, the vetting of public officials in Central Europe for links to the communist-era security services, has been pursued most systematically in the Czech Republic, Hungary and Poland. Prior attempts to explain the pursuit or avoidance of lustration focused on the differing experiences of communist rule or transition to democracy. A closer examination finds that although the three countries in question had very different histories, there were identical demands for lustration in the early 1990s. These demands were translated into legislation at different times and varied considerably in the range of offices affected and the sanctions imposed. This article offers an explanation of this variation by focusing on the dynamics of post-communist political competition. We find that the passage of a lustration bill depended on the ability of its most ardent advocates to persuade a heterogeneous plurality of legislators that the safeguarding of democracy required it.  相似文献

This article has two goals. First, it seeks to enhance our understanding of the factors underlying the divergent outcomes of the round-table negotiations that accompanied transition from communism in Hungary and Poland. It argues that existing explanations emphasizing aspects of the immediate negotiating context should be supplemented by a medium-term perspective focusing on the frames through which actors conceived the options available. The second goal is to argue for an understanding of democratization as the outcome of complex, contingent and prolonged processes of interaction among actors and between actors and context. This does not imply that parsimonious modelling is not useful in democratization studies. But to understand democratization processes fully, modelling approaches need to be combined with more configurative study of historical processes.  相似文献

Religiosity in Hungary is not especially high; however, the vast majority of the population has a denominational identity. There has been a religious revival since the early 1980's, both in the mainstream churches and due to some religious groups newly active in the country. Religious claims are mostly accommodated on an individual basis. Legal entities called churches can be founded for the purpose of exercising religion, but the registration of a church is not a condition of the free exercise of religion. Religious freedom is guaranteed by the Constitution. The Hungarian state regards itself neutral in matters concerning ideology and religion. Church and state operate separately. The state, however, appreciating religious phenomena, provides support for churches and is open for cooperation with them on a sophisticated legal basis. A new method of offering state support for religions using taxpayer choices is described, which shows some interesting patterns of support for minority faiths as well as traditional ones.  相似文献

ABSTRACT

How do authoritarian populist regimes emerge within the European Union in the twenty-first century? In Hungary, land grabbing by oligarchs have been one of the pillars maintaining Prime Minister Orbán’s regime. The phenomenon remains out of the public purview and meets little resistance as the regime-controlled media keeps Hungarians ‘distracted’ with ‘dangers’ inflicted by the ‘enemies of the Hungarian people’ such as refugees and the European Union. The Hungarian case calls for scholarly-activist attention to how authoritarian populism is maintained by, and affects rural areas, as well as how emancipation can be envisaged in such a context.  相似文献
