Kazakhstan is home to the longest serving ruler in post-Soviet Eurasia while Kyrgyzstan is among the region’s most competitive polities. Do these regime differences correspond to divergence in political attitudes, as an extensive body of literature posits? Are Kyrgyzstanis more likely to strongly support democratic ideals? Are Kazakhstanis less likely? Contrary to expectations, data reveal the two populations to be attitudinally indistinguishable when it comes to strong support for practices associated with democracy. Whatever country differences we find are minor or statistically insignificant. We explain this convergence by shifting focus away from the political features that distinguish the two nascent democracy versus consolidated authoritarianism to those that they hold in common. Notwithstanding major constitutional reform in Kyrgyzstan in 2010, politics there, as in Kazakhstan, remains fundamentally patronal, or patronage- based. Mass attitudes, we argue, align in many ways with the countries’ shared patronal politics, rather than with their contrasting regime types.  相似文献

It is often noted in resource curse literature that agricultural economies are less conflict-prone than countries managing mobile, high-value resources. In the vast literature linking resource endowment and conflict, cash crop economies are often considered immune to civil violence, believed to stand apart from the many horrific episodes of violence and civil war centered on “lootable” wealth (such as alluvial diamonds, tin, tungsten, or other conflict minerals). But many incidents of violence—especially local violence—are in fact occurring in cash crop economies. Drawing on newspaper accounts, policy analyses, ethnographic interviews, and in-depth reports by international organizations, I examine an episode of local violence in 2010 in Kyrgyzstan. Through this case study, the article provides a better understanding of local violence in cash crop economies that can apply to other weak states.  相似文献

Why are public offices for sale in Kyrgyzstan? To address this question, this article attempts to set out a new logic for understanding the motives, nature, and consequences of corruption in the country. Rather than securing access to a single favor through bribery, officials invest in political and administrative posts in order to obtain access to stream of rents associated with an office. Political and administrative corruption is organically linked in this system, and corruption stems not so much from weak monitoring as from being a franchise-like arrangement, where officials are required to pay continuous “fees” to their bosses. The key is to be the public official influencing the redistribution of rents as well as participating in the informal market where “public” goods are privatized and exchanged for informal payments. Thus, instead of control over the pure economic assets of the state, influence over the state's institutional and organizational framework is the dominant strategy for earning and investing in the country.  相似文献

ABSTRACT

In the late Soviet Union, large-scale projects such as the Toktogul Dam in the Kyrgyz Soviet Republic were promoted as emblems of the Soviet model of development in Asia. While Central Asian politicians and intellectuals usually tuned in to the enthusiasm, the construction also revealed different opinions about the precise direction and goals of Soviet development. Large-scale investments became focal points of political and intellectual debates; they not only helped bind the periphery closer to the Soviet centre, but also revealed the different economic, political and cultural priorities of the regional, republican and union-wide actors. The construction of dams and reservoirs eventually triggered conflicts between the republics and laid the foundation for an anti-colonial critique of the late Soviet state.  相似文献

The inability of the state to maintain security and the rule of law for the purposes of foreign direct investment and industrial production is often taken as a sign of its weakness. However, such judgments say little about the actual functions of the state for global extraction industries and local political forces which demand their share of the pie. Whilst coercive state power may have decreased since Kyrgyzstan became independent, more important is the fact that the state itself has been transformed under the ruptures of, on the one hand, economic and political liberalization and, on the other, the effects of so-called ‘revolutions' of 2005 and 2010 which led to the wholesale restructuring of national structures of clientelism. Based on ethnographic research conducted in Talas province, documentary sources and interviews with gold mining companies and state officials, the paper investigates the state's shifting roles with respect to Kyrgyzstan's gold mining sector. Firstly, it explores the state as a source of rents for officials who grant and rescind licences in exchange for formal and informal payments from foreign investors, often via offshore vehicles. Secondly, it considers the role of the state as mediator between foreign investors and their access to sites. Finally, it identifies the state as performer of its status as sovereign power despite its inability to prevent uprisings and actually guarantee the promised access to its territory.  相似文献

This article explores the interplay between international donors and local NGOs in Kyrgyzstan's HIV/AIDS sector. It argues that donors have transposed ready-made policies without sufficient consideration of the local context and that NGOs have responded strategically, adapting their proposals and reports to the expectations of donors. This complex interplay has resulted in unintended consequences that have undermined an effective response to the HIV/AIDS epidemic. It has given rise to ‘virtual realities’ detached from developments on the ground. The funding system has also led to corruption and misappropriation of funds and the failure of NGOs to become sustainable. Largely bypassing the state in the allocation of funds, international donors have also undermined an already weak state.  相似文献

This article examines the extent to which the World Bank's community-driven Village Investment Project empowered people to influence the choice of local investments (micro-projects) and to exact accountability from their leaders. It is based on qualitative interviews and group discussions in 16 rural communities. The research demonstrates that the project provided an effective mechanism for responsive infrastructure delivery to address local priority needs. However, it did not improve accountability either within or outside the micro-project boundaries. The project's bottom-up development model was not by itself sufficient to enable people to exercise power over local government officials and informal leaders in the absence of effective horizontal accountability institutions within the state.  相似文献

After two centuries of close relationships, especially under the Mughals, Islamic ties between India and Central Asia have been considerably weakened, first after the Tsarist colonization and then by Soviet religious repression and ideological isolation. However, when Central Asian post-Soviet republics became independent in 1991, they renewed all kinds of links with the Indian subcontinent. Moreover, the revival of Central Asian Islam benefited from inspirational international Islamic sources from Turkey, the Arab countries and India. The latter drew less attention from analysts than other sources of influence, although it has gained ground all over the region in past years, particularly in Kazakhstan and Kyrgyzstan, where the India-based Jama'at al Tabligh has achieved significant success. This Islamic organization, established in British India in the 1920s, defines itself as a non-radical and non-political movement, promoting ‘basic’ Islamic faith and practice. So far, the Jama'at al Tabligh has been tolerated by local authorities who would rather use them as a shield against the more radical Islamic groups that are openly opposing the regime.  相似文献

ABSTRACT

There has been a significant amount of research on peacebuilding in Central Asia in general and in Kyrgyzstan in particular. This has helped us both understand socio-political processes in the republic itself, and the shortcomings of the liberal peacebuilding framework in general. However, this work has, with rare exceptions, focused largely on male peacebuilding at either the state or international scale. Correcting that trend, this article illuminates the role of women peacebuilders in the post-conflict city of Osh. Based on ethnographic research conducted in 2016, it argues that women have a hitherto overlooked but nonetheless important ‘invisible’ role in peacebuilding.  相似文献

ABSTRACT

This article applies a political economy approach to questions of presidential succession in Central Asia. Using the cases of Uzbekistan and Kyrgyzstan, it examines how institutions governing rural economies generate, channel and distribute rents within these authoritarian regimes. In some, these institutions concentrate rents under long-standing rulers; in others they diffuse rents away from rulers. The article then specifies obstacles to leadership change that arise from these rural economies, and the crises those obstacles may pose for authoritarian regimes in the region.  相似文献
