Abstract

Although the Syrian conflict continues, local and global stakeholders have already begun to consider the return of the six million refugees, especially as neither the option of local integration in the countries of first asylum nor that of resettlement to third countries is seen as a realistic possibility. Elaborating on the return debates in Turkey, Lebanon and Jordan, we relate the politicisation of this question to the growing acceptance of the option of voluntary and involuntary repatriation in the international refugee regime as well as to policies and public opinion. We argue, based on empirical fieldwork, that any debate about the return of Syrian refugees is problematic, since the conditions of safety, voluntariness and sustainability are not fulfilled. Further, returns should not be left entirely to the individual hosting states and actors in the region but should be carried out in collaboration with representative authorities in Syria and the mediation of international organisations upon full resolution of conflict.  相似文献

At the Olympic Games, there is an increasing gap between developed countries that are investing more and more government resources into sporting success, and developing countries that cannot afford the “Gold War”, and are just spectators in the medal race. Based on studying a representative case, Lebanon, I investigate issues and interests of developing countries in the Olympics. On the political level, the main motivation for participation is global recognition. On the sporting level, developing countries seek to use Olympic participation as preparation for regional Games where success is more likely, serving as a soft power tool for regional influence.  相似文献

Lebanon is most often depicted as a ‘weak state’ lacking territorial sovereignty and thus fostering the proliferation of violent non-state actors that generate political instability and regional insecurity. In contrast, this essay explores the dynamics of security politics in Lebanon since 2005 through the lens of hybrid sovereignty. It shows how an assemblage of state and non-state actors has been able to navigate between rival understandings of insecurity, producing at times shared, but still contested, understandings which have sustained a system of plural governance over security that has been able to respond to a shifting geography of threats.  相似文献

ABSTRACT

This article examines anti-sectarianism and the technopolitics of labor mobilization at the facilities of the Trans-Arabian Pipeline (Tapline) company in Lebanon between 1950 and 1964. It argues that although Tapline helped sustain a Lebanese elite strategy of cross-sectarian power-sharing, it also unintentionally fostered specifically anti-sectarian labor mobilization. Pursuing a line of inquiry into the technopolitics of worker mobilization around oil infrastructure opened by Timothy Mitchell’s Carbon Democracy, this article specifically examines how Lebanese Tapline workers construed their actions, and did so in anti-sectarian terms. It also proposes that similar studies of labor and the technopolitics of infrastructure could offer productive avenues for inquiry into the origins of anti-sectarian politics in Lebanon.  相似文献

This article studies the proliferation of discourses of rationality and responsibility among a particular elite social group in Lebanon and Turkey, as they remember student mobilization of their past. I offer these episodes of student mobilization as acts of citizenship that create and make use of rapturous moments in the histories of their countries and institutions. I extend these acts of citizenship to the contemporary context and study the ways in which they become part of discourses of citizenship in unexpected ways. I propose that these narratives draw upon a set of local practices that reflect meanings of citizenship, originating from Western discourses of liberalism, albeit following a different route. In the narratives, violence and irrationality become the defining features of politicized behavior, whereas being civilized epitomizes good manners and rationality. Such boundary-drawing exercises contribute to making conceivable exclusionary social orders based on the idea of a hierarchical distribution of reason and social utility.  相似文献

Consociationalism has become a key institutional mechanism for managing conflict after civil war. Proponents argue that a period of consociational influence can contribute to the erosion of ethnic cleavages and even a society where ethnicity is depoliticized. Critics, however, are sceptical of this claim and argue that consociationalism institutionalizes ethnic identities and stymies the transition to a healthier democracy. In response, proponents outline a liberal model of consociationalism which limits the pre-determination of ethnicity in social and political structures. Yet, problematically, consociations in postwar societies often provide guarantees of ethnic representation in order to entice belligerents to abandon violence for democracy. This issue of transitioning from a corporate consociation to a more liberal form requires sustained analysis. This paper examines this conundrum by examining contemporary Lebanese consociationalism. Given that ethnicity is central to debates about revising consociationalism, via qualitative interviews with Lebanese political elites and civil society activists, the paper analyses how these subjects conceptualize ethnicity in contrasting ways which generate different approaches to consociationalism but which ultimately frustrate meaningful reform. It does this by exploring various debates to entrench, reform or transform Lebanese consociationalism.  相似文献

This article examines citizen participation in Lebanon. Specifically, we apply the International Association for Public Participation Spectrum of Public Participation (2007) and use survey, interview, and archival data to understand how and why Lebanese government agencies use citizen participation. In addition to reviewing survey data, we present short cases about citizen participation in the three Lebanese agencies. Our findings indicate that the majority of public agencies in Lebanon use basic forms of citizen participation that span the inform-consult categories on the IAP2 spectrum. The article concludes with a discussion about the challenges of and prospects for citizen participation in the Lebanese public sector.  相似文献

The 2006 War between Israel and Hezbollah had a significant component of PSYOP. For the first time in its military history Israel deployed PSYOP as an inseparable part of its military operations. The performance of the PSYOP unit was less than satisfactory due to organizational factors and the general conduct of the war itself. This article analyzes the goals, the themes, and the delivery channels used throughout the PSYOP campaign. An attempt is made to answer the key question of whether this effort was effective.  相似文献

Migration for Lebanese is an ancestral practice that can be traced back to the Phoenicians. This cultural and social heritage has been maintained throughout time and still has an impact on the country to this very day. In the light of the expansion of capitalist mode of production on a global scale and the accentuation of human mobility across borders, the Lebanese migration represents an interesting case. This is not only because of their long tradition of travelling across the world but also, on closer inspection, because Lebanese people seem to have anticipated what has now emerged as a widespread ‘diasporic’ condition. In this regard, aspects such as belonging and participation are crucial. The aim of this work is not only to study a specific migratory experience through a transnational perspective but also to use gender as a fertile analytical category to interrogate all-encompassing issues such as human mobility and citizenship, and to raise more general theoretical questions. Ultimately, this approach will prove useful to critically examine concepts such as citizenship, identity and boundaries produced by contemporary nation states. The objective is to understand what the articulations of belonging and participation across boundaries are and how trajectories affect them. The research has no pretence of exhaustiveness. Nonetheless, as it takes advantage of qualitative methods of analysis, it sheds light on aspects that can prove useful to frame contemporary migration in a novel global perspective.  相似文献

Based on qualitative fieldwork in the Sunni village of Bebnine, located between Tripoli and the northern Syrian border, this paper explores how displaced Syrians adjust to life in Lebanon under the threat and actuality of violence. The marginalised refugees do not only appear as passive victims of crisis but draw on a diverse repertoire of coping strategies to deal with displacement and dispossession. Self-settled Syrians have exploited social networks, savings, aid, education and work opportunities to create a new livelihood system for themselves. Nevertheless, everyday life in Lebanon is not conceptualised as a safe zone. Syrian refugees are increasingly being used as scapegoats for the poor economy and political challenges in the country. While practices of hospitality towards the Syrian refugees were widespread, ambivalent feelings and prejudice frequently surfaced. Refugees expressed concern that the Syrian civil war would escalate into further sectarian violence in Lebanon, pushing the country closer to war.  相似文献
