Although policymakers stress the importance of education in promoting peace, little research examines the ways that schools prepare students affected by conflict to participate in the restoration of peace in their political community. Post-conflict societies experience severe challenges in strengthening political processes and social cohesion. This paper discusses citizenship education at a school run by a non-governmental organization near Monrovia, Liberia, examining the implemented curriculum in an 8th grade civics classroom. The paper details the ways that young people expressed civic critiques within the classroom, and provides a counterstory to narratives of harsh and violent educational environments in the region. This classroom was a space where students and their teacher engaged in talk about contentious issues: students discussed corruption and injustice, and highlighted the relationship between economic and political power. I argue that if the goal of education is to produce engaged, effective citizens, teachers should have pedagogic support to confront the differences between the implemented curriculum and students’ lived experiences. Peace education in such contexts must include equipping students to seek justice. Furthermore, because possibilities for civic education are embedded in students’ local and national contexts, current global civic education initiatives must be adaptive to local realities.  相似文献

Extensive fieldwork in Liberia revealed that security agents and civilians alike all talked of community policing, yet they had different visions, understandings and legitimizations of the idea in mind. These ranged from community meetings to vigilante groups, and were divergent in whether they were orientated towards a Weberian-state model or the community as a primary security provider. This variation was not simply an example of hybrid policing, but revealed a multi-scalar adaption process across and between international, national and local actors and (geographical) scales. Theories on hybridity are insufficient to analyse such implementation processes since the scholarship heuristically still favours binary and essentialized actors and ‘pure’ starting points or blueprints.  相似文献

The plural legal system in post-conflict Liberia expresses tensions between modern and customary institutions. This article seeks to understand how Liberians navigate choices in the plural legal system to address gender-based violence cases. By asking how and why people make the choices they do, we highlight how Liberians solve tensions between institutions, by creating flexible categories that allow them to pursue a course of action that does not compromise their ability to access social networks and resources.  相似文献

This article examines the Chinese response to the Ebola outbreak in West Africa, first surveying Chinese interests in Guinea, Liberia and Sierra Leone. Many Chinese workers have been evacuated and projects postponed. For the first time, China has extended humanitarian aid to countries facing a public health emergency. China is under pressure to ‘do something’ but faces its own developmental challenges as well as problems of logistics. Chinese knowledge of Africa is still relatively weak and uninformed. Although China’s assistance dwarves that from the other BRICS, the Ebola crisis has revealed problems in Sino-African relations, not least the gap between rhetoric and reality.  相似文献

Since the adoption of UNSCR 1325, more female peacekeepers are participating in peacekeeping missions than ever before. Nevertheless, the current literature on peacekeeping effectiveness is largely gender neutral, discounting the unique role female peacekeepers may play in peacekeeping operations. This article addresses this missing piece in the literature by assessing how female peacekeepers and locals view the role of women in peacekeeping operations. Using interviews and focus groups conducted with peacekeepers in the UN Mission in Liberia (UNMIL) and original surveys conducted in Liberian communities, it finds that there is an “access gap” that prevents female peacekeepers from fully contributing to the mission’s operations and therefore prevents the peacekeeping mission from reaching its full potential. The findings have broader implications for how to improve peacekeeping missions’ effectiveness moving forward.  相似文献

In the existing literature, compensation is often understood to be an inferior source of cohesion in military organisations. Through an investigation of the militias who fought for Charles Taylor’s government of Liberia, this paper makes three claims. Firstly, the organisation of these forces was looser than is often claimed in previous literature, which assumes tight and often coercive military patrimonialism. Consequently, the militias did not enjoy the interpersonal bonds of solidarity that have dominated recent cohesion literature. Secondly, since Taylor chose to suppress attempts to build cohesion around ethnicity, it played a subordinate role in unifying the militias. Thirdly, Taylor instead relied on military contracting and compensation, which allowed for the broad mobilisation of forces. The combination of militias’ hopes of inclusion into the state patrimony and insufficient resources to realise this left the cohesion of the militias fragile. Ultimately, this paper questions both whether Taylor had any choice but to resort to compensation in a context with a weak state and fragmented social organisation, and also whether the strategy is as inefficient as often thought.  相似文献

In the past women have been excluded from peace initiatives. However, with the advent of UNSCR 1325 (2000) women's agency in the process has been heightened through a new framework for involvement. UNSCR 1325 is a policy document that acknowledges the link between women, peace, and security and uses gender mainstreaming as a mechanism to implement its objectives. Yet in spite of its policy advancements, over a decade later women still do not participate equally in peace and security initiatives that impact on the sustainability of peace. This article aims to explore the context of this framework through considerations of the gender mainstreaming provision in the disarmament, demobilization, rehabilitation, and reintegration (DDRR) process in Liberia. Using interviews with women associated with fighting forces (WAFFs)/ex-combatants the article argues that although there was a specific targeted focus showing some gender responsive design and coordination, WAFFs’/ex-combatants’ unique needs, especially those of a social and psychological nature, were poorly addressed. In addition, the commentary shows that the focus did not attend to structural inequality issues such as sexual and gender based violence (SGBV).  相似文献

This paper analyses anti-corruption efforts in post-conflict Liberia. It highlights citizens’ views on the definition of corruption and argues that, in the past, anti-corruption efforts have often focused on institution building and formal justice mechanisms without sufficient understanding of accountability dynamics on the ground. Anti-corruption approaches in Liberia have only nominally examined whether there is a shared understanding of what ‘corruption’ is and why it is regarded as a problem. The paper examines the social norms and perceptions that underlie understandings of the term corruption. It argues that the international community may have overlooked the fact that ‘corruption’ has become an all-encompassing term that masks a myriad of differing priorities and concerns. The authors posit that ‘accountability’ may be a more useful lens for those actors hoping to improve governance in these contexts.  相似文献

Using a political economy approach, this study examines the nature, dynamics, and causes of the expansion of the Liberian public sector. The findings show that the major causes for the expansion of the Liberian public sector did not fit those provided by the literature—citizens’ demands for new services, and other issues that emerge from state-building. Instead, the politico-economic interests of the Liberian ruling class (both the internal and external wings) are the major causes for the increase in the size of the government. These interests include serving the interests of corporate capitalism, and the private accumulation of wealth.  相似文献

ABSTRACT

This article was developed from a paper presented at the Unesco World Philosophy Day Symposium hosted by the University of South Africa, 21 November 2006, under the theme ‘Philosophy and 159 years of Africa's Independence.’ It explores the subject through the prism of African humanity from the perspectives of Western philosophy, traditional African philosophy and contemporary African philosophy, exposing the weaknesses of each in their treatment of the African. Throughout, the article endeavours to deconstruct the elitist self-image of the discipline and concludes by questioning the utility of philosophy in enhancing development in modern Africa.  相似文献
