Many of the most active regions in terms of commercial paradiplomacy are home to influential nationalist movements: Scotland and Quebec are cases in point. Conversely, many rich and export-oriented regions, such as South East England in the United Kingdom or Ontario in Canada, remain less active, if at all, in this domain. Nevertheless, the influence of nationalism as a driving force behind the practice of commercial paradiplomacy by subnational entities has often been subordinated to other variables such as ‘trade openness’ (exports as part of GDP) or ‘asymmetry’ with national economic interests (export and FDI partners). This article describes the development of autonomous commercial paradiplomacy apparatuses in Quebec and Scotland by focusing on nationalism as a crucial motive, which is also partly responsible for the way such apparatuses developed, through the establishment of organizations and strategies institutionally distinct from those of the ‘rest’ of Canada and the UK.  相似文献

The literature on looks and politics suggests that, at least in personalistic electoral systems, physical attractiveness helps candidates that are more attractive. We test this assumption using the unlikely case of Quebec, where provincial elections are highly salient, characterized by a strong cleavage, a sophisticated electorate and strong party- and leader-centeredness. Evaluating the effect of physical attractiveness on vote shares for nearly 5500 candidates in a multivariate analysis for four elections (i.e. 2008, 2012, 2014 and 2018), we find that physical attractiveness plays no role in determining candidates' vote shares. This applies for candidates' attractiveness score, as well as their attractiveness ranking relative to other candidates. For theory, this finding suggests that the effect of attractiveness on candidates’ electoral fortunes in winner takes all systems is contingent on other factors such as the existence of cleavages and the candidate- or party centeredness of the party system.  相似文献

Counterterrorism is generally understood in terrorism research as the product of rational strategic choice by governments. This is rarely the case, however: Strategic choice is often heavily circumscribed by the effects of crisis, when factors become significant drivers of government action. This paper uses the October Crisis of 1970 to demonstrate how the assumption of rational choice can be very misleading, and argues that scholarly research on counterterrorism needs a more nuanced understanding of how a governments' intent is translated into action.  相似文献

The national movements of sub-state national societies are divided into two or three competing political orientations (independentists, autonomists, and federalists), which vary over time. This article compares the process that led to the founding of the ADQ (autonomism) in Quebec, with the process that culminated in the transformation and de facto re-founding of ERC (independentism) in Catalonia during the period 1976–2005. Using the cases of two nationalist parties in two different national movements that have successfully established new political orientations, I analyze the political origins of this form of temporal variation. My outcome variable is the “tipping point” at which these nationalist political parties get established. This “tipping point” was reached through a temporal sequence that evolved in four phases. In each of these phases, a key variable was involved: the existence of a preexistent ideology, the occurrence of a central state constitutional moment, an impulse from the sphere of sociological nationalism, and the consolidation of a new leadership nucleus.  相似文献

Dieser Aufsatz untersucht die Konstruktion multikultureller nationaler Identität am Beispiel Kanadas. Mittels einer Untersuchung ausgewählter Artikel zweier großer kanadischer Zeitungen, der Globe and Mail und der Toronto Star in den 1990er Jahren wird gezeigt, dass sowohl Kanada-USA Gegenüberstellungen als auch Vergleiche des englischsprachigen Kanadas mit dem französischsprachigen Quebec eine wichtige Rolle für die Konstruktion des Mythos “multikulturelles Kanada” spielen. Die mittels der Fallstudie gewonnenen Einsichten werden anschließend dazu genutzt, zwei in der Fachliteratur gängige Darstellungen des Kanada-Quebec Verhältnisses zu nuancieren und die Konstruktion eines multikulturellen nationalen Selbstverständnisses theoretisch zu erfassen.  相似文献

ABSTRACT

The pattern of intergovernmental relations (IGR) on immigrant integration in Canada runs counter to core arguments in the extant literature. In particular, Canada's federal structures have not produced multilateral, institutionalized, and conflictual IGR; IGR in Canada has been predominantly bilateral and only moderately institutionalized. Moreover, IGR has been conflictual at times, while collaborative at others. Several factors explain this unexpected pattern. In an attempt to ward off separatism, the central government devolved authority over immigrant selection and settlement programmes to Quebec, creating a deep asymmetry between Quebec and the Anglophone provinces (and territories) in these areas. Interprovincial competition drove other provinces to seek powers over immigration and integration. The central government – driven by fiscal pressures and a philosophical commitment to symmetry – struck bilateral agreements with Anglophone provinces to fund and devolve settlement programming and some control over the selection of economic immigrants.  相似文献

Montreal's Summer Olympics in 1976 was a turning point in Olympic history: it was the Games' first highly visible security operation. It was also a transformative moment in the history of security planning in Canada: preparations for the games contributed to shifting the Security Services' focus from communism towards domestic and international terrorism. The following article documents, for the first time, the scope of this operation. It is based on five years of requests and appeals under the federal Access to Information Act, which led to the release of over fifty thousand pages of Royal Canadian Mounted Police documents. I argue that security for the Montreal Olympics was based largely on imagined threats. In addition, I argue that security costs for the Montreal Olympics were high but modest as compared to the overall budget. Nonetheless, Montreal set a precedent for high security costs that have since become the standard for hosting the Olympics. Finally, I argue that the Montreal Olympics had long-term implications for policing in Canada. The scale of the operation produced new resources and inter-agency links that were only made possible as a result of hosting the games.  相似文献

This article presents a methodological discussion and analysis of nineteenth-century local prison registers, using two datasets drawn from the common gaols of Quebec City (1813–1871) and of Montreal (1836–1899). It first examines the analytical possibilities offered by the wealth of serial data in these sources, concentrating especially on marital status and on the reconstruction of prisoners' incarceration histories. It then turns to the pitfalls inherent in exploiting such administrative records, notably the vagaries of social categorization and of stature measurement, arguing for the importance of reconstructing the legal and administrative contexts of prisoner data collection.  相似文献
