Social Democracy's Muted Revival

After a long malaise, social democracy is making a muted revival. What is the place of social democracy in the political and economic order that is emerging from the Covid-19 pandemic, and the economic crisis that has followed in its wake? Patterns have begun to emerge across the party family that are indicative of how social democracy is defining itself for the period to come. This article briefly surveys the revival of social democracy in three countries that have been historic bastions of the creed: Germany, Britain and Australia. It considers three particularly potent trends in this social democratic moment that reveal the movement's current character and the challenges it faces: building an ongoing coalition amid changing electorates; seeking transformation in an era of constraint; and a lack of ideological coherence. It considers what this muted resurgence suggests about the prospects for the centre-left.     

The Transition to 'New' Social Democracy: The Role of Capitalism, Representation and (Hampered) Contestation

This article argues that existing accounts of the transformation from 'traditional' to 'new' social democracy has thus far only identified the contextual changes that have prompted this move. In doing so, they have failed to account for the motives of social democratic party actors in undertaking the transition to 'new' social democracy in response to those changes. The article draws upon a critical realist method, and Marxist and anti-representational theories, to conceptualise 'traditional' social democratic party relations as suffering from tensions between constituents' demands for decommodification, the attempt by party elites to contain (and thereby 'represent') those demands and the (in)compatibility of this process of containment with the need to recommodify social relations in the light of periodic crises in contemporary capitalism. It argues that these tensions explain the attempt by party elites to promote the move towards 'new' social democracy, the (eventual) acquiescence of party constituents to those attempts and the subsequent exit from social democratic constituencies which has resulted. The argument is made with reference to the British Labour Party and Social Democratic Party of Germany (SPD).     

EU citizens: Challenging the notion of German National Political Community, 1990–2005

This article assesses the extent to which Germany's adaptation of European Union legal norms through altering the criteria for access to territory and rights has challenged the judicial and conceptual boundaries of its notion of national political community. It compares the policies that directly affected EU citizens’ and other immigrant groups’ access to German territory, citizenship and social integration programs. It may be seen that, in enjoying a unique and privileged position between Germans and the other foreigners, this group not only challenges and undermines the justification for this very distinction, but also transforms the concept of ‘otherness’.     

Professionalization of Political Communication

Abstract

Americanization of Western European election campaigns has frequently been discussed, particularly in the media, but rarely defined. This article argues that the concept of professionalization better encompasses the process of change that can be observed in electoral communication. Professionalization is here regarded as a process by which the political actors adapt their strategies to changes in society and in the political system as well as to changes in the media system. The campaign of the German Social Democratic Party (SPD) for the 1998 Federal Election is here described as an example of professionalized electioneering.
