Can former insurgents in the service of counterinsurgent paramilitaries be considered a perfectly loyal force? What mechanisms may help to deter subsequent defections of individuals who have already “betrayed” once? Drawing on a unique set of primary data, this article examines the effective counter-defection practices of Chechnya’s pro-Moscow paramilitaries toward prospective defectors from among ex-insurgents. It explores three interwoven mechanisms employed with various intensities to avert “double defections” at the peak of the locally fought counterinsurgency in Chechnya from 2000 to 2005. These mechanisms are: a) extrajudicial executions of recidivists and their relatives, b) initiation violence targeting insurgents’ relatives, and c) disclosure of the identities of defected insurgents who were responsible for killing insurgents in combat to the families of slain insurgents.  相似文献

In late 2008, as negotiations between the Israelis and the Palestinians faltered, the US directed the Jenin Initiative on the ground in the West Bank. Designed to inspire confidence in Washington’s security-driven ‘West Bank First’ strategy, the Jenin Initiative married economic development to security sector reform under the Palestinian Authority. Drawing on the perspectives of those responsible for implementing the Jenin Initiative, this article reveals how counterinsurgency doctrine transplanted from the ‘war on terror’ shaped US interventions that built capacity in the Palestinian Authority. The Jenin Initiative exposes the extent of US intervention to create an effective apparatus of Palestinian self-policing to enhance – but not replace – that of the Israeli occupation.  相似文献

A senior specialist on the Soviet and Russian economies examines issues surrounding the prominence of Caspian Sea oil in Russian policy. Attention is devoted to the evolution of Russian policy toward ownership of seabed resources, participation in international development consortia, and the routes, construction, and ownership of pipelines connecting the Caspian to world markets. Each issue is treated as one that engages the economics, politics, and security dimensions of international relations. Alternative scenarios for the future are outlined.  相似文献

Social network analysis has been adopted by a number of governments in their counterinsurgency campaigns. By using network analysis, security agencies claim they can render militant groups impotent by targeting ‘nodal points’ or key links in insurgent networks. The article makes three arguments on the potentially counterproductive nature of social network analysis-assisted counterinsurgency campaigns. Firstly, social network analysis may be ‘too successful’ in stripping militant movements of a cadre who could negotiate a peace accord. Secondly, social network analysis-assisted campaigns fail to address the root causes of violent conflict. Thirdly, by denuding communities of social capital and social entrepreneurs, social network analysis – as a counterinsurgency tool – may condemn communities to underdevelopment and failed post-war reconstruction. In short, the ‘magic weapon’ of social network analysis might actually prolong the conflict it is supposed to help quell. The article employs the government of Sri Lanka's social network analysis-assisted counterinsurgency campaign as a case study, though it also has application to other cases. It concludes by considering if social network analysis can be put to more constructive uses, specifically in the rebuilding of communities after violent conflict.  相似文献

The razzia, a tactic of swift and brutal raids used by the French military against recalcitrant tribes in Algeria in the 1840s, was a necessary step in modern military thought. At first glance the destructive and violent razzias stand in stark contrast to the constructive and non-violent bureaux arabes—an institutional ancestor of Provincial Reconstruction Teams. But both were developed in the same conflict and by the same men. These two innovations, this article argues, were also flipsides of the same coin: what today is called war “among the people.” The razzia consequently appears as a necessary historic precursor for contemporary counterinsurgency doctrine.  相似文献

An ongoing theme in Filipino history has been the exclusion of the left from electoral politics. Something that may provide an aperture facilitating left-wing participation are the provisions of the 1987 Constitution providing for the election, based on proportional representation, of representatives from traditionally marginalized sectors of society. Since the implementation of these provisions, six party-list groups have become the visible face of the left in Philippine politics. However, since 2001, the Philippines have experienced a wave of assassinations targeting leftists. These killings, an emulation of the Phoenix Program implemented by the United States in Vietnam, are designed to destroy organizations used as ‘fronts’ by the Communist Party of the Philippines and the progressive party-list groups have been specifically targeted. These killings, and the fear they generate, are an example of state terrorism and, eventually, will prove themselves to be flawed counterinsurgency doctrine because, by precluding left-wing participation in electoral politics, they force the left into armed opposition.  相似文献

Academic studies of terrorism and mass political violence have developed largely independently of one another. Insurgents, in contrast, have tended to incorporate terrorism tactics along with other types of unconventional warfare in their repertoire of action. This tendency has become more apparent among insurgents engaging in armed confrontations in the twenty-first century. In order to take account of this development, scholars and others interested in contemporary warfare need to incorporate terrorism studies within the broader subject of insurgencies and “small wars”—political violence, in other words.  相似文献

The twenty-first century has seen a continued evolution of the US military’s strategic interest in socio-cultural knowledge of (potential) adversaries for counterinsurgency strategies. This paper explores the implications of the reinvigorated and expanding (post-9/11) relationship between social science research and US military strategy, assessing the implications of US Africa Command strategies for preventive counterinsurgency. Preventative counterinsurgency measures are ‘Phase Zero’ or ‘contingency’ operations that seek to prevent possible outcomes, namely threats to ‘security’ in Africa. The research initiatives of US Africa Command illustrate a culture-centric approach to this strategy, which seeks to draw from detailed socio-cultural knowledge in the prevention of possible populist or popular uprisings. Recent such uprisings, resistance actions and strikes in the continent illustrate a problematic tendency to interpret various forms of populist resistance as ‘terrorist’ actions, thereby condoning the bolstering of African national military capacity. The article considers the implications of these culture-centric counterinsurgency strategies as a means of anticipating and repressing the variety of mobilisations encapsulated within the ‘terrorism’ catchall. We conclude by urging social scientists to reject and disconnect from US Africa Command’s missions and knowledge acquisition efforts in Africa.  相似文献

This article assesses the scope and nature of the current terrorist threat to the United States and suggests a strategy to counter it. Al-Qaeda continues to pose the most serious terrorist threat to the U.S. today. If the September 11, 2001 attacks have taught us anything, it is that al-Qaeda is most dangerous when it has a sanctuary or safe haven from which to plan and plot attacks. Al-Qaeda has acquired such a sanctuary in Pakistan's Federal Administered Tribal Areas (FATA) and its North-West Frontier Province (NWFP) and surrounding environs. Accordingly, the highest priority for the new American presidential administration must be to refocus our—and our allies'—attention on Afghanistan and Pakistan, where al-Qaeda began to collapse after 2001, but has now re-grouped. This will entail understanding that al-Qaeda and its local militant jihadi allies cannot be defeated by military means alone. Success will require a dual strategy of systematically destroying and weakening enemy capabilities—that is, continuing to kill and capture al-Qaeda commanders and operatives—along with breaking the cycle of terrorist recruitment among radicalized “bunches of guys” as well as more effectively countering al-Qaeda's effective information operations. The U.S. thus requires a strategy that harnesses the overwhelming kinetic force of the American military as part of a comprehensive vision to transform other, non-kinetic instruments of national power in order to deal more effectively with irregular and unconventional threats. This article first discusses the scope and details of the terrorist threat today and then proposes a counterterrorism strategy for the new presidential administration. It focuses first on creating a micro approach to address the deteriorating situation in both Afghanistan and Pakistan. It then considers the requirements of a broader macro strategy to counter terrorism and insurgency.  相似文献
