The dramatic growth in the relationship between Africa and China is one of the great stories of the twenty-first century, part of the profound transformations taking place in the global political economy. It has been greeted with excitement, consternation, and confusion. To its cheerleaders, it represents the enduring partnership between Africa and China, spawned by the historical affinities of struggles against Western imperialism and humanistic aspirations for development. To its critics, it is reminiscent of European colonisation a century earlier, in which Africa serves as a cheap source of raw materials, a lucrative export market for Chinese manufactured goods, and an outlet for its surplus capital. Rather than a development partner, some see China as Africa's biggest development competitor, whose explosive growth and insatiable quest for global markets threatens Africa's industrialisation and competitiveness. This paper examines the factors behind the development of Africa-China relations, especially its economic magnitude, and the challenges and opportunities it offers both regions.  相似文献

ABSTRACT

In contemporary peacebuilding debates, it is argued that local ownership renders peacebuilding more sustainable, democratic and legitimate. However, these claims have not been seriously interrogated as to their empirical validity. Such evaluations must begin by answering the question, ‘Who is local?’ Different local actors have varying resources, capacities and levels of authority and autonomy. Taking the relatively unexplored case of diasporas, this paper illustrates the absence of a straightforward relationship between ownership and its normative benefits. By assessing the significance of resources like local/ethnic bonds, financial and social remittances, this paper argues that diasporas can undermine the legitimacy of peacebuilding. Furthermore, although diasporas can enhance the prospects for democratic governance, the causal mechanisms can be corrupted.  相似文献

Abstract

This article uses the example of the Rwandan genocide to deconstruct notions of African diaspora based on margin to centre and pull and push factors. Representing patterns of African migrations and diasporas through the autobiographical mode reveals multiple genocides that took place not only in Rwanda but in the Democratic Republic of Congo. Umutesi's novel, Surviving the Slaughter: The Ordeal of a Rwandan Refugee in Zaire (2004) complicates our standard understanding of what is known of genocide in Africa, forcing us to revise our notions of diaspora because the autobiographical narrative highlights differences within a single refugee diaspora. Umutesi's personal account of the links between genocide and diaspora in the Great Lakes Region interrogates the very authority that is accorded individual subjectivities in autobiographical works of Africa. The contingent nature of African politics, particularly, within the unnatural context of genocide renders African identities transient and perpetually diasporic.  相似文献

During the quarter century before the First World War, anarchist terrorism was often blamed on the impact of anarchist agitators on naïve immigrants. This article seeks to investigate the truth of this claim, focusing particularly on Italian emigrants, but also looking at some examples of Spanish, French, and Russian emigrants. My conclusion is that, with a few exceptions, radicals emigrated, but emigration did not create radical terrorists. A particularly good example of this can be found by examining the large Italian emigration to Argentina. At most, the emigrant experience may have heightened a pre-existing radicalism or given more precise configuration to its violent expression.  相似文献
