Symposium on “The nationalization of electoral politics: Frontiers of research”

This editorial introduces the theme of the symposium which addresses the most recent advances in the field of the nationalization of electoral politics. After a decade of an increasing number of contribution in this field, the symposium takes stock of the diversity of applications of nationalization studies, the progress in data collection, and its innovative methods in designs including it as both a dependent and independent variable and analyzing it both for legislative and presidential elections. The editorial reviews the growth and diversification of the literature over time and illustrates in what directions it has evolved mapping out an increasingly rich and complex theory. It links the articles of the symposium to this evolution of the literature and discusses their innovative character.     

政策性农业保险立法模式与立法框架研究

我国疆域辽阔,自然条件千差万别,各地经济发展程度不一,因此,农业保险立法模式切忌单一,应实行政府扶持下的国有化与商业化相结合的模式,由国有化公司经营,商业保险公司在一定范围内介入,国家提供财收支持,取国有化与商业化之长。在该模式下,鉴于各试点经过长期探索,形成各具特色的制度规定,所以立法框架的选择宜粗不宜细,只涉及原则性的规定即可,以便给各地留下自由裁量的余地。     

A Study on Localization Narrative of History Novels in the New Period

Since the May 4th movement, Chinese New Literature localization and nationalization of the task did not complete, narrative from traditional literature presents the obvious fracture. In the new period historical novels and actively explore the localization of narrative: narrative style from the historical biography and kingdoms; the second is the narrative theme inheriting classical motif; the third is the ancient writings in classical style of narrative language use, inheriting and developing traditional narrative construct with national characteristics of the history novels, and becomes art model of in the context of globalization.     

Federal Political Fragmentation in Mexico's 2015 Elections

The 2015 congressional, gubernatorial and mayoral elections in Mexico display the continuation of political changes that started 15 years ago. The most notorious change in 2015 is the electoral success of non-mainstream parties, which have increased their vote share vis-à-vis the mainstream parties, the Party of National Action (PAN), the Revolutionary Institutional Party (PRI), and the Party of Democratic Revolution (PRD). These mainstream parties lost important vote shares, although the PRI has shown itself to be more resilient to electoral volatility than the other parties. The increase of volatility in Mexico favours the alternation of the parties in power; however, it also increases political fragmentation. This article argues that in a context of growing electoral volatility and political fragmentation, presidential authority is weakened, giving rise to the dispersion of power to other levels of government. Furthermore, the article suggests that party volatility presents important territorial variation in Mexico.     

“自由”与“不自由”:高科技跨国公司的政治化与国家化

由于高科技或新技术本身具有一定的公共产品特性,并且决定着一个国家的综合国力,因此高科技的发展与一国内部政治及国家间竞争的关联度逐渐加大。一方面,企业利益进一步与国家利益重合,高科技跨国公司在开展跨国业务时愈发受到母国与东道国“政治正确”的规制;另一方面,在逆全球化背景下,国家对技术的理解形成了较为明确的技术主权观念,高科技跨国公司与母国之间的“捆绑”由此亦愈发明显。在此背景下,随着西方排他性技术同盟的形成,非西方的高科技跨国企业遭受打压的态势在中短期内并不会缓解,国家间、企业间的技术合作将极大受阻,全球技术进步的成本和门槛也将因此显著提升,最终影响人类的整体利益。对中国而言,一方面,要继续扩大开放,坚持技术多边主义,积极推动跨国技术合作;另一方面,仍需凸显技术进步过程中的国家角色,建构国家引导下的以高科技跨国企业为主体的技术创新体系,最终实现关键核心技术的自主可控。     

论马克思主义与民族特色张力关系的科学形塑

赋予马克思主义理论鲜明的民族特色就是科学处理马克思主义理论质的规定性与民族特色之间的张力关系，是理论的普遍性通过民族国家实践的特殊性得以呈现，并且赋予理论新的内涵。在国际共产主义运动史上，关于马克思主义民族化的争论其实是政治与经济因素双向同构的结果，批评马克思主义民族化概念于理论或实践都是不可取的。民族特色并不仅仅是传统文化的指称，也应该包含民族国家、地区特有的政治、经济等因素在内。马克思主义与民族特色相结合，不仅仅赋予民族性的表达形式，更多地是为了实现与现实实践的结合。一方面，马克思主义理论的普遍性必须在具有民族特色的具体形式中才能加以表述；另一方面，综合考虑民族特点基础上形成的具体实践经验的理论提升为丰富、发展马克思主义理论提供了新的“质料”，为马克思主义理论赋予新的民族性内容。

国有化问题特别是其补偿问题一直是外商投资的敏感问题。在国有化补偿问题上,应当注意利益分配的公平和合理。

当今时代 ,全球化的浪潮风起云涌。在全球化的语境下重新审视新感觉派 ,重新解读新感觉派 ,我们会发现 ,作为“中国第一个现代主义小说流派” ,新感觉派的作品一方面充斥着浓郁的都市和现代气息 ,另一方面也具有东方化的特征 ,体现了民族的情绪 ,民族的风格。他们的作品 ,体现了现代性和民族性的完美融合 ,是“中西艺术结婚后产生的宁馨儿”。因此既是现代的 ,也是传统的 ;既是世界的 ,也是民族的 ,这是我们在全球化语境中给新感觉派的重新定位。     

新疆题材电影民族化研究

新疆作为一个多民族聚居的地区,多民族的文化沃土为影视创作提供了丰富的素材。从建国至今新疆题材电影在创作中以本地区各民族群众的生活方式、风俗民情、文化观念及民族精神为主要内容,来实现新疆题材电影的民族化。     

现代化语境中马克思主义哲学中国化研究的当前问题

“现代化”赋予了马克思主义哲学中国化研究新的课题。在中国现代化建设的新语境之中,马克思主义哲学中国化的当前基本问题概括起来主要有两个：第一,在中国现代化建设的语境中,马克思主义哲学中国化还有无必要？第二,如果有必要,那么在中国现代化的语境中,马克思主义哲学中国化何以可能？前一个问题诉诸于两个关系,即：“马克思主义哲学”与“现代性”理论的关系;中国现代化与马克思主义哲学中国化的关系。后一个问题诉诸于新时代马克思主义哲学方法论的探索,即：在世界视阈、解释学方法以及马克思主义历史哲学的立场上,使马克思主义哲学中国化走向当前的中国现代化实践。
