The article analyses the orientations of political employees in Sweden. It finds that their roles are diffuse: there is no agreement among political employees about whether they are politicians or not, and their mandate is fleeting and unclear. They hold the average politician’s intellectual abilities in low regard, and sometimes take on clearly paternalistic views toward elected representatives. They see little attraction in pursuing a career as elected politicians, because of intrusive media scrutiny and since they hold a view of elected politics as slow, boring, and shallow. The professional route to politics is seen as more fast and fun.  相似文献

Lobbying is central to the democratic process. Yet, only four political systems have lobbying regulations: the United States, Canada, Germany and the EU (most particularly, the European Parliament). Despite the many works offering individual country analysis of lobbying legislation, a twofold void exists in the literature. Firstly, no study has offered a comparative analysis classifying the laws in these four political systems, which would improve understanding of the different regulatory environments. Secondly, few studies have analysed the views of key agents—politicians, lobbyists and regulators—and how these compare and contrast across regulatory environments.
We firstly utilise an index measuring how strong the regulations are in each of the systems, and develop a classification scheme for the different 'ideal' types of regulatory environment. Secondly, we measure the opinions of political actors, interest groups and regulators in all four systems (through questionnaires and elite interviews) and see what correlations, if any, exist between the different ideal types of system and their opinions. The conclusion highlights our findings, and the lessons that can be used by policy-makers in systems without lobbying legislation.  相似文献

ABSTRACT

The municipal government in Kumasi has been the focus of numerous reforms to improve local policymaking and delivery of public goods to the city’s dwellers. Yet, the reforms have spurred strategic reactions from local actors who exploit institutional ambiguities to pursue their interests. This paper draws on empirical data on the city’s sanitation franchising to show how ordinary local politicians exploit reform ambiguities; they establish themselves as local entrepreneurs to deliver urban sanitation services and also contest the municipal executive. The manipulations do not only undermine reforms proffered by the regime and external actors but the municipal government’s promise to deliver efficient public services also becomes problematic. Management of urban sanitation is a contested arena between bureaucrats and political actors all vying for their interests. The sanitation reforms are eventually subsumed under the ‘local politics as usual’ logic.  相似文献

ABSTRACT

Television viewers, journalists and social influence analysts often use the term “television character” or “media-savvy person” when referring to people (also to politicians) who draw the viewers' attention and interest (Reeves, Naas, 2000). The purpose of the research presented herein is to answer two questions: (1) what are the differences in social perception of five main personality dimensions (“the Big Five”: agreeableness, conscientiousness, extraversion, neuroticism, and openness to experience [intellect]) of media-savvy politicians and those considered to belong to the non-media-savvy type; and (2) how traits attributed to media-savvy and media-un-savvy politicians remain connected with the viewers' political self-identification. A hundred journalism students, using an adjective list for “the Big Five” diagnosis (five dimensions of personality), were to identify their political beliefs as right wing, mixed, or left wing and to describe a politician they considered to be the most media-savvy and the least media-savvy person. Results indicate that media-avvy politicians are perceived to be more extrovert (dynamic), more open to experience, and more conscientious than their media-un-savvy counterparts; participants' (viewers') political beliefs reflect the importance of openness and conciliation in perception of media-savvy and non-media-savvy politicians.  相似文献

Abstract

How extensively local politicians use online media to communicate with others and the factors that influence their online activities have rarely been examined. In particular, it is unknown whether local politicians use online media more extensively when they believe that online media has a strong political influence on others. To examine this, a standardised survey among German local politicians was conducted (n = 608). The results showed the following: The stronger the politicians perceive the influence of facebook and Twitter on journalists to be, the more extensively they spread information via these social media networks. However, the presumed influences on the public or on other politicians do not affect those online activities. Thus, local politicians apparently do not pursue a disintermediation strategy – they do not try to bypass journalism by directly addressing the public. Rather, journalists seem to be an important target group for local politicians’ online communication efforts.  相似文献

Government managers play a central role in the public administration of countries to support their overall efficiency. The compensation of central government senior managers has received considerable attention in recent years since it has risen in many countries. The public, the media and academia see government senior managers as being overpaid, with salaries increasing in a disproportionate and inequitable way. The literature has analyzed some possible determinants of this socio-administrative issue. However, the political and institutional factors affecting public managers’ compensation are still largely unknown. This study shows that the average compensation of central government senior managers in some OECD countries seems to be positively associated with the average salary of members of parliament (MPs). Furthermore, high compensation of public managers seems to be more frequent in countries with low freedom of expression, of association and of the media, as well as low quality of contract enforcement, property rights and control of corruption. These results may provide fruitful insights into the possible causes of this relation, to support reforms and best practices which can improve the efficiency of the public administration in modern economies.  相似文献

Tony King combined scholarship with a real‐world grasp that few could match. This was evident both in his public activities and in his published work. His studies of legislatures and of career politicians changed the way in which issues were viewed and he was skilled at identifying emerging trends before anyone else. He analysed the failings of government, but always as a practical improver. He was a natural communicator in the Bagehot tradition, as evidenced in his writings on the constitution, and he wanted a less adversarial political culture. He showed political scientists that it was possible to combine good scholarship with an ability to communicate.  相似文献

Despite the pressure on politicians to show leadership in times of disaster, many struggle with the extreme leadership challenges imposed by a calamity that is quickly consuming life and property. Drawing on data from elite interviews with senior personnel from disaster agencies in eight countries, we find that emergency managers want to engage with political actors well before a disaster strikes. This is critical to educate the political actor about disaster management, leadership, and communication, and to generate support for resources and funding. The challenge is to place disasters on the agenda of political actors ahead of all-consuming, day-to-day issues.  相似文献

This paper examines amateur celebrity candidates in American elections from 1928 to 2018. Our central finding is that while not many celebrities run for public office, those who do usually win. We argue that the strategic-politician theory helps explain both why so few stars run for office and why those who do are generally successful. Besides name recognition, celebrities' most significant electoral advantage might be that they do not need a career in politics, which allows them to be picky about the races they enter. Although winning is not a foregone conclusion for celebrities, the most pertinent question seems to be not “can they win?” but “will they run?”  相似文献
