The invasion of Iraq has been justified, ex post , as for the purpose of promoting the democratic peace. It does not, however, appear to have been a principal goal ex ante . Most democratic peace theorists, moreover, do not endorse democratic regime change by great-power external military intervention. Success is difficult to achieve (usually at high cost), and the conditions in Iraq were not promising even had the occupation been carried out more competently. Greater success in democratization has been achieved by UN peacekeeping operations, and by various regional international organizations using a variety of peaceful measures to ensure free elections, constrain authoritarian leaders, and empower democratic forces. International organizations, notably those whose membership is largely composed of democracies, are especially likely to succeed in promoting democracy. 相似文献

ABSTRACTAnalyses of United Nations (UN) peacekeeping increasingly consider legitimacy a key factor for success, conceiving of it as a resource that operations should seek and use in the pursuit of their goals. However, these analyses rarely break down legitimacy by source. Because the UN is an organization with multiple identities and duties however, different legitimacy sources – in particular output and procedural legitimacy – and the UN’s corresponding legitimation practices come into conflict in the context of peacekeeping. Drawing on a range of examples and the specific case of the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC), this article argues that looking at different legitimacy sources and linking them to the institutional identity of the UN is thus critical, and it shows how the UN’s contradictory legitimation practices can reduce overall legitimacy perceptions. 相似文献

In crisis-hit countries, intensive risk management increasingly characterizes the presence of international interveners, with measures ranging from fortified compounds to ‘remote programming’. This article investigates the global drive for ‘security’ from an ethnographic perspective, focusing on Afghanistan and Mali. By deploying the concepts of distance and proximity, the article shows how frontline ‘outsourcing’ and bunkering have generated an unequal ‘risk economy’ while distancing interveners from local society in a trend that itself generates novel risks. To conclude, the article asks whether alternative forms of proximity may help to break the vicious cycle of danger and distance at work in today’s crisis zones. 相似文献

The UN Secretariat provides annual statistics on allegations of sexual exploitation and abuse made against peacekeeping personnel, with reduced numbers of allegations leading to claims of success for the UN's ‘zero tolerance’ policy. This article explores the use of data as ‘technologies’ of global governance, to examine the function that these annual statistics serve for the UN and the impact that they have on calls for legal reform. Thus far, the statistics have attracted little academic appraisal. Yet, they have been used to establish the UN's authority to resolve the ‘problem’ of sexual exploitation and abuse, diminishing the space for critique of UN policy and undermining the quest for improved legal arrangements. 相似文献

AbstractThe UK has continued to regard itself as a world power despite the reduction in its capability for intervention overseas. Its armed forces pride themselves on professionalism, competence and adaptability. In practice their involvement in peacekeeping operation has been sporadic given different priorities, defence cuts and public unease about military intervention overseas. AbstractThis article traces Rwanda’s history under German and Belgian colonialism, through independence and genocide to international respectability and membership of the Commonwealth. It examines Rwanda’s impressive contributions to United Nations and African Union peacekeeping forces. There is no single explanation for the magnitude of Rwanda’s contribution. It owes something to Rwanda’s commitment to ‘African solutions for African problems’. Deployment is relatively cheap and allows Rwanda to use its participation for political leverage in international affairs, to attract donors and to benefit financially. Peacekeeping is a factor in the astute foreign policy of Paul Kagame’s government that enhances its authority and stability at home and its prestige abroad. 相似文献

Past studies regarding the success and/or failure of conflict management activities have brought about a wide range of results. In this paper we attempt to gain more definitive conclusions about effectiveness by accomplishing two tasks. First, using a basic theoretical framework we identify expectations of efficacy as they relate to differences between states, coalitions, and IGOs. Second, we also examine the utility of different conflict management techniques in an effort to place in greater perspective the effectiveness of mediation, the most utilized technique of third party intermediaries. Using a new dataset on third-party intermediary behavior in militarized disputes from 1946 to 2000, we find that while all conflict managers are useful in assisting belligerents in reaching a negotiated settlement, IGOs are the most effective. Additionally, while mediation is an effective technique to produce settlements, military intermediary actions, such as peacekeeping, are much more useful. 相似文献

While the literature on peacekeeping has mostly focused on whether peacekeeping actually keeps the peace, few studies have systematically addressed the question of what explains variations in unintended consequences of peacekeeping, such as sexual exploitation and abuse (SEA). This study presents the Sexual Exploitation and Abuse by Peacekeepers data, a new dataset covering the 36 international peacekeeping missions by the UN, NATO, ECOWAS, and the African Union, active in the years 1999–2010. Using this dataset, it also presents the first statistical study that explores the issue of what can account for variations in reported SEA across peacekeeping operations. The systematic analysis of this data indicates that SEA was more frequently reported in situations with lower levels of battle-related deaths, in larger operations, in more recent operations, the less developed the country hosting the mission, and in operations where the conflict involved high levels of sexual violence. Our discussion and conclusion highlights data restrictions and identifies key challenges for future research. 相似文献
