对扬州市女职工维权状况的调查与思考

女职工在推进经济发展和社会进步中有着重大作用。随着市场经济的发展,女职工的素质有了明显的提高,同时也面临着严峻的挑战。工会组织应当在新的形势下,采取针对性的措施,维护好她们的合法权益。     

工会权益的司法保障

最高人民法院关于在民事审判工作中适用《中华人民共和国工会法》若干问题的解释于2003年7月9日正式公布。它是对2001年10月27日修改的《中华人民共和国工会法》实施一年多的情况予以总结而作出的具有法律效力的规范性解释,对于保障工会的合法权益,推动工会法的贯彻实施,从而促进劳动关系的协调和社会的稳定,将起到重要作用。     

基层工会选举的民主政治意义

基层工会民主选举工作具有重要的民主政治意义,它直接为基层政治民主建设奠定深厚的群众基础。基层工会民主选举,既能在职工群众中普及民主知识,提高民主素质,又能锻炼提高职工群众的民主能力,并对经济发展、社会稳定起到直接的作用,有利于我国民主政治建设健康有序地发展。     

Trade Unions and Political Parties in Italy (1946–2014): Ideological Positions and Critical Junctures

The paper investigates party-union relationships in Italy (1946–2014) by hand-coding parties’ parliamentary speeches and trade unions’ congress motions. In line with the cartel party thesis, a time series analysis shows that the ideological closeness between the left-wing Italian General Confederation of Labour and left-wing parties deteriorated when the Italian Socialist Party (1980) and the heirs of the Italian Communist Party (1998) converged toward the centre of the ideological spectrum. Conversely, the closeness between the Catholic-inspired Italian Confederation of Workers’ Unions and the heirs of Christian Democracy increased after 1994, when the former party’s leftist factions became the major part of the Italian Popular Party.     

加强基层工会经费管理工作

论我国NGO发展对工会困难职工帮扶工作的影响

近年来我国NGO(尤其是慈善公益类NGO)的蓬勃发展,为社会慈善公益事业的繁荣搭建起有利的平台。而我国工会工作在经济体制转型和国企改革进一步深化的环境下遇到了新的挑战———如何加强困难职工群体的帮扶工作这一现实问题。在现阶段,要解决这一问题,工会在依靠政府支持和自身发展的同时,应该从更加广阔的社会领域中去寻求资源和帮助。而其中的关键就在于要加强工会与NGO(尤其是慈善公益类NGO)的良性互动和合作。     

实现社会公正与中国工会的历史使命

建立完善社会公正保障体系是当前中国社会发展中的突出问题。文章结合党的十七大精神与工会十五大精神,从社会公正的目标与保障体系,改革完善分配制度,推进民主建设,扩大公共服务等角度,阐述对中国工会使命与作用的认识,中国工会必然要在建立完善社会公正保障体制的进程中扮演重要角色,承担起历史的重任。     

增强高校工会思想政治工作实效性的思考

高校工会思想政治工作是教职工思想政治工作的重要组成部分.高校工会的思想政治工作除了具有思想政治工作的一般特征之外,还具有自己独特的"个性",有其独特的优势,即更能够紧密结合实际,从而更能取得实效.增强工会思想政治工作的实效性,应该做到"五个融入",即在学校改革中融入思想政治工作、在民主管理中融入思想政治工作、在师德师风建设活动中融入思想政治工作、在校园文化活动中融入思想政治工作、在建"家"活动中融入思想政治工作.     

Trying not to lose: The electoral consequences of unilateral reform efforts and the social pact formation process

The existing social pact literature claims that governing parties offer social pact proposals because they anticipate they will receive an electoral benefit from social pact agreements. Yet the available data on social pacts inform us that in a substantial minority of cases social pact proposals fail to become social pact agreements. In an effort to better determine the political calculations made by governments before they propose a social pact, this article examines the effect of implementing reform legislation unilaterally, social pact proposals, social pact proposal failures and social pact agreements on the vote share of government parties in 15 Western European countries between 1981 and 2006. It is found that social pact proposals do not have any electoral consequences for governing parties, unilateral legislation and social pact proposal failures reduce the vote share of governing parties, and social pact agreements provide an electoral benefit to parties in minority governments only. These findings suggest that governing parties propose social pacts in a good faith effort to complete a social pact agreement; and that such an agreement is not a way for these parties to gain votes, but to avoid the electoral punishment associated with enacting unpopular reforms unilaterally.     

工会应急协同能力评价方法研究

工会是职工群体性事件应对的重要主体之一,而应急协同能力又是决定其应急事件处理效果的一个重要因素。因此,对应急能力的评估至关重要。研究分析了职工群体性事件的动态演化过程,找出其应急协同能力影响因素,并依据协同分析方法构建了工会应急协同能力评估指标体系。研究首次提出了工会应急协同能力及表征,即基础应急协同能力、应急处置协同能力和事后恢复协同能力,并通过实例验证了该模型的合理性。据此,在社会多主体治理框架下提出了提升工会应急协同能力的基本策略。
