With the rise of bioeconomy’, trees are receiving increasing attention. This contribution conducts a preliminary analysis of the trajectories and the main drivers of change in the rise of new, flexible and multiple uses of trees. It assesses the political dimensions involved in this transformation, which is simultaneously ongoing, anticipated and imagined. Notes are offered on the issues to be considered when the flex-crop framework is operationalized to include the study of trees, and additional conceptualizations that help in analyzing the political economy of tree uses are provided. Areas needing further empirical study are identified and a preliminary research agenda is suggested. The flexible and multiple use of trees and tree-derived commodities is having a large impact on power relations in the global political economy of forestry and the forest industry, the asymmetry of which is based on who is best able to flex or de-multiply, thereby controlling commodity webs and processing technology. It is argued that while flexing seems to increase diversity, in practice it typically increases this only for the processing industry; the converse occurs in terms of the unification of the productive base into monocultures. However, these two processes go hand in hand, and illustrate how flexing is a deeply capitalist process.  相似文献

The effect of the Arab Uprisings on the interplay of state and non-state entities is revealed as influencing the emergence of multiple players of non-state status pursuing democratic rights, and as attempting to dismiss regional despotism as an intrinsic element of ongoing transition in the Middle East. This article focuses on the positive overall effect on the Kurdish movement of unity and cooperation between KRG and PKK-PYD actors to achieve Kurdish harmony, and as interconnected paradigms vis-à-vis their influence and interaction with regional players. Given the rise of the Kurds in Syria and the KRG’s regional importance as the first actual Kurdish de facto state entity, the PKK’s role appears key for unifying and institutionalising the relatedness of the Kurdish movements in Iraq and Syria. An empirical understanding of the Kurdish case, explained through a conceptual model of multi-dimensional interrelations’, may further clarify how the theoretical framework can be applied to International Relations.  相似文献

This paper explores the political field that has opened up in the wake of the recent civil war in Nepal. We focus on cultural-political developments in agrarian districts, where some of the most intriguing openings, and indeed the most pernicious closures, can be witnessed (as opposed to the national-state restructuring that commands more media and popular attention). Our research asks what spaces open up in the emerging political field at the district scale to entrench or transform dominant cultural codes and sedimented histories of socio-economic inequality. Preliminary research identifies specific sectors of local governance that have emerged as significant sites of struggle over the shape and meaning of democracy’, namely forest management and infrastructure development. The primary contribution of the paper lies in specifying an analytical approach to the study of post-conflict’ governance at the local scale via three conceptual terrains of inquiry – governance and planning, political subjectivity, and cultural politics. The ultimate objective is to develop a framework for assessing the conditions of possibility for a democratic restructuring of economy and society to accompany the official political institutions of liberal democracy.  相似文献

This article deals with the manner in which family and community in Mandate Palestine attempted to keep the criminal justice system from intervening in cases defined as Family Honour Killing’. Drawing on criminal court cases, we argue that the familial, domestic and communal features of this crime and its social, predominantly rural, context were critical for the attempts to keep it within the community and to prevent state intervention by obstructing, concealing and denying evidence. We focus on the mechanisms used by members of the family and community for that purpose. Our case study is in line with previous findings indicating the under-reporting of domestic violence, especially when witnesses were closely related to both the victim and the perpetrator. This domestic and communal alignment was most likely reinforced under colonial rule, though it was not necessarily caused predominantly in opposition to it.  相似文献

As states increasingly regulate mixed’ family formation, self-positioning has become central to the lives of migrant spouses, including women. To understand this process, the present article investigates the mothering techniques of Filipino and Thai migrant women in Belgium, that is, the decisions, actions and ways of being they consciously enact in response to state policies here’ and/or 'there' to secure the mother–child bond in space and time. Interviews and observations reveal these women’s main techniques: obtaining Belgian nationality for themselves, prioritising a single nationality (Belgian) for their children and staying at home (in the case of Filipino migrant women) or working (in the case of Thai women). This self-positioning sets these women’s own path and prepare their children’s route towards full, active membership in the nation. Mothering appears therefore as a fertile site of citizenship, which from afar echoes the public–private divide but in close-up reveals the porosity of such dichotomy.  相似文献

This article analyses intervention and statebuilding as shifting towards a posthuman discursive regime. It seeks to explore how the shift to bottom-up’ or post-liberal approaches has evolved into a focus upon epistemological barriers to intervention and an appreciation of complexity. It attempts to describe a process of reflection upon intervention as a policy practice, whereby the need to focus on local context and relations – in order to take problems seriously – begins to further undermine confidence in the Western episteme. In other words, the bottom-up approach, rather than resolving the crisis of policy practices of intervention, seems to further intensify it. It is argued that the way out of this crisis seems to be found in the rejection of the aspiration to know from a position of a problem-solving’ external authority and instead to learn from the opportunities opened up through the practices of intervention. However, what is learnt does not seem to be able to fit into traditional modes and categories of expertise.  相似文献

The increased number of democratic revolutions’ around the globe has raised questions of how mass mobilisation contributes to democracy and of what role nationalism plays in this process. Mass mobilisation is viewed as the best option for breaking down communist regimes due to the rise of new political elites to positions of power within the state. On the other hand, the revolutionary character of mass mobilisation movements, together with the uncertainty of the link between democracy and nationalism, may lead such movements to impact negatively on democratisation. Ukraine's Maidan’ revolution and Poland's Solidarity’ movement allow for a comparison of two types of mass movements in terms of both causes and outcomes. This article claims that the mass protests in Ukraine, as opposed to those in Poland, did not lead to democratisation but rather to the opposite: the polarisation of both political elites and civil society. The role of nationalism, in this respect, was shaped and interpreted by political leaders.  相似文献

Analysing and comparing the various conventional and revisionist narratives on what is known as the Tatar Yoke’, this article aims to show that Western historiography has long been critical of the dominant negative view on the Tatar–Mongol rule over Russian principalities and that in Russia we find similar revisions in history – with some exceptions – only in post-Soviet times. This article aims to demonstrate how the revisionist views on the Tatar–Mongol rule contributed to the political and cultural transformation of contemporary Russia. In the part which analyses the revisionist discourse in Russia the emphasis lies on the new Tatar narrative. For Tatars the new interpretation of the Tatar–Mongol rule is of outstanding importance because it functions as a means to enhance Tatar national pride, and it contributes to Tatarstan's sovereignty project.  相似文献

Large-n comparative research on committee structures in legislatures is rare. This paper uses newly collected data to analyse committee structures across 30 legislatures of parliamentary systems which possess strong parliamentary party groups. It seeks to explain committee autonomy which reflects the degree to which committees are able to carry out their tasks independently. The variation in autonomy is accounted for by contrasting the keeping tabs on coalition partners’ perspective with the congressional theories of legislative organisation (referred to as distributional, informational, and partisan theories). The results support the informational and the keeping tabs perspective. More autonomous committees tend to be found in legislatures with a relatively high workload and frequent coalition governments. For the ongoing discussion about the applicability of the congressional theories outside the US, this study provides support for the usefulness of the US theories in parliamentary systems of government.  相似文献

Joining a society of some kind requires the fulfillment of certain standards. In international society, states acknowledge the need for certain collective standards of international conduct if international order is to be maintained. The first truly global application of international norms took place during the nineteenth century through the process of the expansion of the European society of states and its gradual transformation to the contemporary global international society. In this process, the standard of civilization’ played an essential role in determining which states would join the expanding European society and which ones would not. Despite the major changes that have occurred, the standard of civilization’ has remained an international practice as well as a benchmark against which the attitudes and policies of states are assessed. Nowhere can this be seen more clearly than in the EU policy of membership conditionality’. Although many explanations for EU expansion have been put forward rather absent from debate has been the civilization dimension which is embedded in membership conditionality and which should be given more emphasis.  相似文献
