Islands and a Carceral Environment: Maltese Policy in Terms of Irregular Migration

Although security has become a common framework for analyzing dispositifs that aim to control irregular migration, island spaces themselves are seldom considered as security dispositifs. The case of Malta, where detention is mandatory upon arrival, epitomizes what could be conceptualized as a “sentinel island” within the European Union. This article demonstrates how the interaction between political discourse, administrative practices, and migrants’ experiences contributes to turning the island into a form of total-institution setting. The empirical data is based on qualitative fieldwork that combines ethnographic observation, migrants’ individual narratives and semi-structured interviews conducted with European and national policy makers.     

2000年以来大陆学界对钓鱼岛问题的研究现状分析

近年来,钓鱼岛问题已渐成大陆学界的研究热点,大批学术成果问世,研究主题主要涉及钓鱼岛问题的历史地理研究、法理研究、现状及前景研究等若干领域。这些研究不仅体现为历史地理依据和法理依据方面的深度论述,而且对解决钓鱼岛问题的各种方案进行了深入思考,表明钓鱼岛问题研究步入了一个新的发展阶段。     

文以载吾道:唐文标的“寻根”与伦理重建

本文通过梳理唐文标在20世纪60至80年代的思想路径,试图揭开唐文标在两岸文学、文化史上被遮蔽的先锋作用。从1960年代的“寻根”“回归现实”,到1970年代的“文以载道”“重建桃花源”,再到1980年代的“集体救赎”“伦理重建”,唐文标始终是台湾文学与现代文化敏锐的研究者和坚定的实践者。通过重新认识唐文标,我们得以重估保钓的精神遗产,重新认识台湾现代文学和文化史中走过的歧路和迄今悬而未决的问题。唐文标晚年从台湾民变史和中国戏剧史中看到建立适应时代的伦理秩序和文化制度的重要性和迫切性,实际是尝试从中华文明史的角度提出人的困境的解方。他一生的创作,正是实践自己“道”的写照。     

China in Pacific Regional Politics

Abstract

Foreign aid from China to the island countries of the Pacific has grown rapidly over the last few decades and an expanding body of literature has examined various aspects of what this means for politics in the region generally. This article focuses on China’s impact on Pacific regional politics partly from the perspective of identity politics. It suggests that China has substantially increased its engagement with the Pacific island states by making use of its own identity as a South–South development partner in contrast to traditional (mainly Western) donors in the region. Unlike most traditional donors, however, China’s diplomacy and engagement are based largely on bilateralism, and this is likely to continue for the foreseeable future. This approach could continue to limit its impact on Pacific regionalism, regardless of how it projects its image.     

近期美国升高西太平洋紧张局势的战略意图及其影响

随着美国全球战略重心加速东移,特别是在近期美国从伊拉克撤军与从阿富汗准备抽身而退之时,美国在亚太地区频频举行军事演习,尤其是美借天安舰之机,趁势强化美韩与美日同盟,并高调介入南海争端,与东南亚伙伴强化军事互动,积极谋求南海争端的国际化。美国正沿太平洋,从东北亚至东南亚一线,事实上形成了针对中国的战略围堵。美国近期升高西太平洋紧张局势的一系列举动并不是偶然的,而是冷战后美国全球战略重心从大西洋向太平洋转移的重要组成部分。奥巴马加速重返亚太的战略调整将对中国实施远海战略与拓展战略纵深以及推行和谐周边的外交战略产生冲击。     

国际旅游岛建设键避条例立法研究

目前,建设海南国际旅游岛已上升为国家发展战略.建设国际旅游岛是一项长期的、系统的工程,制定<国际旅游岛建设促进条例>是建设国际旅游岛的当务之急.通过制定该条例,可以明确和界定国际旅游岛的指导思想和发展战略,确定国际旅游岛建设的基本原则和制度,建立国际旅游岛发展建设的激励机制和措施,以全面促进旅游岛的国际化发展方向.     

中日钓鱼岛领土争端的国际法阐释

中日两国关于钓鱼岛领土的争端由来已久,是近几十年来乃至今后相当长的时间内,中日两国关系中最为敏感和棘手的问题之一。有关钓鱼岛的争端主要涉及岛屿主权归属和东海海洋权益两个方面。从国际法的角度看,日本方面所宣称的拥有钓鱼岛群岛主权及相关东海海洋权益的理由都是站不住脚的。从国际法的角度来论证我国对钓鱼岛及其相关海洋权益拥有的权利,从法律和理据上更具有说服力和正当性,在此基础上采取的对策将更加有效和有针对性。     

论国际舆论对国际法的影响——兼析对解决东海南海岛屿争端的启示

国际舆论作为国际社会一股重要的力量,不仅有其区别于一般舆论的特性,而且通过与人类核心价值观念、国际法渊源和国际争端解决的联系,对国际法产生了全面而深刻的影响。国际舆论与国际法相互影响,并对国际争端的解决产生巨大作用。随着东海南海岛屿争端的加剧,诉诸国际法成为解决争议的最好办法。但单纯依靠法律方法解决争端仍然具有一定的局限性,而在国际法框架内充分调动国际舆论的积极因素,不失为解决此类岛屿争端的明智选择。在中菲南海仲裁案中,中方应重视对于国际舆论主导权的争夺。     

中国对钓鱼岛屿主权的国际法分析

本文从中日对钓鱼岛屿主权之争的依据人手,分析了日本对钓鱼岛屿的主权主张不符合国际法及以往国际法院判例所确定的原则,并明确了国际法在解决中日钓鱼岛屿主权之争中的作用,阐明了中国对钓鱼岛屿所拥有的无可争辩的主权。     

The regional politics of scale: revisiting the functional aspects of the labour market dualism

This article seeks to revisit Arthur Lewis’s theory of labour market dualism, while focusing on human resource development in the form of labour productivity, to explain its usefulness in the Caribbean Community’s (CARICOM) contemporary policy discourses around non-economic integration in an era that is now classified as the Caribbean Educational Policy Space. The focus is on how key assumptions around labour productivity, and the lessons that can be deduced from analysing historical and contemporary policy initiatives, present plausible applicability to an expanding Caribbean single market and the proposed creation of the Caribbean single economy. In focusing on the discursive elements of labour productivity, it is contextualized that the free movement of skilled labour within CARICOM illustrates labour market dualism.
