Over a period of 4 years (1997–2000), British Columbia (BC) experienced tremendous growth in the illicit production and distribution
of domestically grown marijuana. By the close of 2000, each policing jurisdiction in BC had adopted a particular policy in
response to grow operation proliferation. In summary, four policy responses were noted. First, some maintained the status
quo wherein enforcement of police initiated investigations and citizens’ tips continued, but with no additional resources
specifically dedicated to grow operations. Second, some jurisdictions suspended the majority of investigation and enforcement
of grow operations. Third, some agencies implemented or reinforced existing resource intensive drug squads, which focused
on trafficking, sales and production of all types of drugs. Finally, some of the jurisdictions formed specialized tactical
units known as “green teams” that focused solely on the enforcement of marijuana production. In this paper, we evaluate the
effectiveness of green teams using a Geographic Information System (GIS) and difference-in-difference estimates. The results
indicate that green teams decrease grow operations within their target area without significant displacement to surrounding
areas.

This longitudinal, multimethod study uses geographical information system (GIS) software to evaluate the community-wide impact of a neighborhood revitalization project. Unsystematic visual examination and analysis of GIS maps are offered as a complementary tool to quantitative analysis and one that is much more compelling, meaningful, and effective in presentation to community and nonscientific professional audiences. The centerpiece of the intervention was the development of a new, middle-class housing subdivision in an area that was declining physically and economically. This represents three major urban/housing policy directions: (1) the emphasis on home ownership for working-class families, (2) the deconcentration of poverty through development of mixed-income neighborhoods, and (3) the clean up and redevelopment of contaminated, former industrial brownfields. Resident survey responses, objective environmental assessment observations, and building permit data were collected, geocoded at the address level, and aggregated to the block level on 60 street blocks in the older neighborhoods surrounding the new housing in two waves: during site clearing and housing construction (Time 1: 1993–95) and three years post-completion (Time 2: 1998–99). Variables mapped include (a) Time 1–2 change in self-reported home repairs and improvements, (b) change in the assessed physical condition of yards and exteriors of 925 individual residential properties, (c) change in residents' home pride, and (d) a city archive of building permits at Time 2. Physical conditions improved overall in the neighborhood, but spatial analysis of the maps suggest that the spillover effects, if any, of the new housing were geographically limited and included unintended negative psychological consequences. Results argue for greater use of GIS and the street block level in community research and of psychological and behavioral variables in planning research and decisions. 相似文献

Risk Terrain Modeling: Brokering Criminological Theory and GIS Methods for Crime Forecasting 总被引:1,自引:0,他引:1

The research presented here has two key objectives. The first is to apply risk terrain modeling (RTM) to forecast the crime of shootings. The risk terrain maps that were produced from RTM use a range of contextual information relevant to the opportunity structure of shootings to estimate risks of future shootings as they are distributed throughout a geography. The second objective was to test the predictive power of the risk terrain maps over two six‐month time periods, and to compare them against the predictive ability of retrospective hot spot maps. Results suggest that risk terrains provide a statistically significant forecast of future shootings across a range of cut points and are substantially more accurate than retrospective hot spot mapping. In addition, risk terrain maps produce information that can be operationalized by police administrators easily and efficiently, such as for directing police patrols to coalesced high‐risk areas. 相似文献

Colombian forensic investigators required assistance locating clandestine burials of missing persons related to human right atrocities from 14 years ago. Geoscientific search methods were trialled, including a predictive spatial statistical model, using various input and database information, to select the most likely grave locations in difficult mountainous terrain. Groundwork using forensic geomorphology, near-surface geophysics (ERT) and subsequent probing identified suspect burial positions. One site was in mountainous terrain and the other in former school grounds, both difficult to access and in poor weather conditions. In the mountainous area, a negative resistivity anomaly area was identified and intrusively investigated, found to be a buried rock. In school grounds, after MESP and intelligence were used to identify a burial site, surface depressions were identified, and ERT datasets collected over the highest priority depression; intrusive investigations discovered a hand-dug pit containing animal bones.
