Although security has become a common framework for analyzing dispositifs that aim to control irregular migration, island spaces themselves are seldom considered as security dispositifs. The case of Malta, where detention is mandatory upon arrival, epitomizes what could be conceptualized as a “sentinel island” within the European Union. This article demonstrates how the interaction between political discourse, administrative practices, and migrants’ experiences contributes to turning the island into a form of total-institution setting. The empirical data is based on qualitative fieldwork that combines ethnographic observation, migrants’ individual narratives and semi-structured interviews conducted with European and national policy makers.  相似文献

The Maltese public service is currently undergoing major organisational changes to enhance its efficiency and effectiveness in its service delivery. The great majority of these changes have focussed on re‐organising the macro‐level, namely strategy, processes and structures. This is not an easy feat as local external power forces leave their impact in the process. It is argued, however, that one way to circumvent these resisting forces is to empower the real agents of change: the administrators of the public service. For some reason, the micro‐level has been neglected and has been generally absent from the agenda of the major change programme with a few exceptions. This article throws light on this level by proposing an intrapersonal, psychological and pedagogical model for change that may complement and accompany the larger macro changes. The authors suggest that the model can be developed in a practical way to motivate change from within the person and not just push change around the person. CLSR welcomes occasional comment pieces on issues of current importance in the law and technology field from different jurisdictions. In this instance the Government of Malta published a White Paper in October 2012 for public consultation, proposing the introduction of the following four so-called “digital rights” in the Constitution of Malta: (1) the right to Internet access; (2) the right to informational access; (3) the right to informational freedom and (4) the right to digital informational self-determination. The author believes that the proposal is indeed a step in the right direction but lacks punch where it matters most and does not go far enough.  相似文献

South European countries were severely hit by the eurozone crisis. Adopting the theoretical framework of prospect theory, this article conducts an empirical analysis of the interpretation of the situation by the South European political leaders in terms of gains and losses. After discussing the stances of South European countries vis-à-vis a number of contested issues which emerged during the 2010–2013 negotiations, the article goes on to provide a comparative account of the determinants of national preference formation with respect to the eurozone crisis reforms in Cyprus, Greece, Italy, Malta, Portugal and Spain, paying special attention to the relationship between governments and parliaments.  相似文献

This article discusses the relationship of Malta with the European Union in the light of Malta's status as an example of a 'nationless state'. The article first develops the relevance of this under-researched concept by locating it within the discussion of post-colonial, small island nationalism. It then provides a historical critique of the emergence of the Maltese nationless state and of its various integrationist attempts with France, Italy, Britain and, most recently, the EU. Finally, the article explores the possible dialectics of an emerging nationalism with an entrenched two-party political system and its totalising discourse.  相似文献

Research on ethnic minorities in Malta is relatively infrequent. Research on ethnic minority women is even scarcer. However, there is consensus in the literature that migrant women can face additional disadvantages when compared with minority men and women in the host country. More specifically, migrant women are at risk of the most extreme forms of poverty and social exclusion, in many if not all dimensions of life: housing, education, employment, health care, and multiple discrimination. This paper presents a critical overview of the socioeconomic situation of migrant women in Malta as a first and crucial step toward a better understanding of the disadvantages and specific needs faced by this vulnerable group. It then goes on to discuss the role of the state for evidence-based decision making and policy responses. I finally argue for active inclusion policies that redress social inequalities, and that encourage the full integration of migrant women living on the edge of Maltese society.  相似文献

The re-election of the Labour Party with an increased majority in the 2017 Maltese national election bucks the trends of incumbent punishment experienced in most South European countries during the ‘Great Recession’ and of the decline of social democratic parties in Europe in the past 50 years. This Maltese ‘exceptionalism’ is explained by the Labour Party’s centrist shift, the country’s pure two-party system, and the economic prosperity which encouraged voters to opt for continuity. These factors allowed the governing party to win, despite corruption allegations deriving from the Panama Papers. Although a third party entered parliament for the first time since 1966, the fundamentals of the party and electoral systems have not changed and this development may not be long-lived.  相似文献

This article argues that the Commonwealth needs to speak with a distinctive voice on a range of issues confronting the world, failing which it will lose its relevance. This calls for inspirational and strong leadership and a clear focus on the organisation’s charter. Among the concrete proposals suggested by the article for the reinvigoration of the Commonwealth is the establishment of a Commission for Democracy, the Rule of Law and Human Rights inspired by the model of the Council of Europe Venice Commission.  相似文献

In 2013 the Maltese Labour Party returned to power after 15 years in opposition, securing the single largest majority in the island's post-independence history and on a platform promising civil unions for same-sex couples. Asking how LGBT (lesbian, gay, bisexual and transgender) rights became mainstream in a country synonymous with Catholicism, the article examines whether the adoption of the Civil Union Act is the culmination of ten years of European Union membership. Employing concepts of policy and institutional fit as well as social constructivist theories of elite socialisation and epistemic communities, it concludes that while policy fit accounts for the introduction of equality laws, the Civil Union Act depended on the social democrats' need to retake the progressive agenda. Elite socialisation – particularly among Members of the European Parliament – helped reframe the issue, encouraging the party to adopt this policy while the Europeanisation of the LGBT lobby reminded the social democrats that the LGBT minority, long hidden and browbeaten by Church teaching, now sought recognition and equality.  相似文献
