Reporting beyond the pale: UK news discourse on drones in Pakistan

This article on drone strikes in Pakistan offers a distinctive empirical case study for critical scholarship of counterterrorism. By asking how cosmopolitanism has developed through UK news discourse, it also provides a constructivist contribution to the literature on drones. I argue that UK news discourse is not cosmopolitan because it focuses on risk and places the Other beyond comprehension. US–UK networked counterterrorism operations have complicated accountability, and while a drive for certainty promoted more scrutiny of policy, news media outlets, academics and activists turned to statistical and visual genres of communication that have inhibited understanding of the Other.     

‘Whichever way you turn,there is the face of God’ diaspora,memory, and historiography from the margin in The Moor’s Account by Laila Lalami

In The Moor’s Account, Laila Lalami dares to dust off the archive of official history that passed over the testimonies of a Moroccan slave during the Discovery Age. This paper explores the way the slave capitalizes on historiography to reconstruct the Western monolithic history. In so doing, the re-constructor’s memory performs a number of roles. It registers the history of the European conquest of La Florida using micro narrative frameworks that highlight salient differences from the official record. Besides, the diasporic memory that the present novel advocates has the intention to mark a difference of the silenced subjectivity from the supremacist histories through a transnational matching of homeland with diaspora. This transnationalism is coupled with a look forward to circumvent the essentialism implied in the monologic narratives. In shuttling between the past, present, and future, memory espouses cosmopolitanism as an alternative to the fundamentalism which threatens people’s cultural diversity.     

Legislation against Hate propaganda

Over the last decade there has been much academic and journalistic probing of the Malaysian prime minister's expressed attitudes towards Jews. That attention was renewed in 1997 following Dr Mahathir's recent denunciations of international currency speculation, as personified by George Soros. Yet at the same time that Dr Mahathir and his followers express their adverse views concerning Jews, there has also been evident in contemporary Malaysia, especially among the Malay political elite surrounding Dr Mahathir, a paradoxical fascination with the idea of 'diaspora', a desire to discover and even invent or create a 'Malay diaspora'. Understanding this peculiar 'diaspora-envy' may provide some insight into the modern Malay aspirations towards cosmopolitanism and 'global reach' that Dr Mahathir, with widespread domestic support, projects internationally. This 'diaspora-envy' seems the obverse side of Dr Mahathir's more direct and controversial views concerning Jews, and may throw some fresh light on them. Instead of providing evidence of classical political antisemitism, the views of Dr Mahathir and other leading Malaysians about Jews are the by-product of their views about other issues, especially the residue of a generally traditional religious education.     

International news as a reflection of cosmopolitan ideology: Coverage of the Ivorian crisis by CNN and the BBC

Abstract

International news discourse is often framed with ideological underpinnings. Ideology as a system of ideas or beliefs or ways of thinking not only helps, defines and explains, but also makes value judgements about that world (Croteau 2012; Van Dijk 1995). The author 's aim was to find out to what extent international news discourse reflects a cosmopolitanist ideology. The article looks at the extent to which the discourse of international news meets Tomlinson's (1999) postulation that cosmopolitanism should involve an intellectual and aesthetic stance of ‘openness’ towards people, places and different cultures – especially those from different ‘nations’. Using framing theory and critical discourse analysis as the theoretical basis for examining international news, the aim is to determine whether international news encourages or discourages a cosmopolitanist outlook during periods of political crisis. The author argues that Western media reportage on events in Ivory Coast to a large extent reflected a cosmopolitanist outlook.     

American citizenship and expatriatism: identity and politics outside the state

This article seeks to interrogate the concept of global citizenship through the disruptive lens of the American expatriate. The goal of this inquiry is to use empirical research done on American expatriates, including the results of a survey conducted by the authors, to better understand issues of citizenship and politics amongst American expatriates. The theoretical literature on citizenship and transnationalism argues that immigrants and expatriates help challenge the hegemony of the nation-state, a claim that can be tested by investigating how expatriates view their own experiences. By juxtaposing the empirical work of researchers focused on American expats with the theoretical work of citizenship and globalization theorists, we find that political affinity and national identity continue to matter for those living outside the USA, but within a larger global context. Thus, if the path envisioned by those who embrace globalization is to be followed, how might concepts of citizenship and national policy towards their citizens need to change?     

Kantian cosmopolitanism and its limits

The cosmopolitanism of the European Enlightenment was mostly a limited matter of a Eurocentric anti-nationalism promoting the ideal of Europe as an harmonious system of balancing states. Against this background, Kant’s cosmopolitan vision stands out as more inclusive because, far from restricting its concerns to Europe, it proposes to bring all of humanity together by locating its different sections in a developmental framework that runs from the most primitive of human conditions to the fullest development of Man’s moral and intellectual capacities. Like the developmental schema posited by Voltaire and the Scottish Enlightenment, this vision locates most of humanity at some distance behind Western Europe. It produces the appearance of a cosmopolitan inclusiveness by means of an equally cosmopolitan differentiation.

The increase of multiculturalism in European societies poses challenges to citizenship education, which, in formal education, relies on national values and neglects the emergence of cosmopolitanism. This article compares the patriotic and cosmopolitan values of Russian-speaking students in Estonia, Latvia and the Russian Federation using the data of two large surveys. The analysis revealed that Russian-speaking adolescents in Estonia and Latvia demonstrate higher support of cosmopolitan values than the Estonians, Latvians, and students in the Russian Federation. A worrisome finding is that students in the cosmopolitan cluster do not firmly favor democratic values and are not interested in improving their civic knowledge.     

Beck's cosmopolitan politics

This article evaluates Ulrich Beck's cosmopolitan global politics. I argue that areas where Beck sees bases for communal and cosmopolitan politics are structured by power, inequality and conflict. Beck has a conflict perspective on local responses to globalization but this is not carried through to his global politics. There are issues that need to be tackled at a global level but I argue that this will have to be done on the basis of conflicting interests, power and nation-states as much as through global cosmopolitanism and co-operation.     

White Women. White Nation. White Cosmopolitanism: Swedish Migration between the National and the Global

Emerging from the concepts of white cosmopolitanism and white cosmopolitan femininity, this article analyses “cosmopolitan narratives” of Swedish migrant women who lived abroad for an extended period and eventually returned to Sweden. Based on eight months’ ethnographic work, including 46 in-depth interviews with migrants who had returned in Sweden, the article explores how national boundaries are both maintained and traversed in the construction of a “world citizen”. It is argued that the women’s self-identification with a cosmopolitan ethos is structured by whiteness, nationality, and class that grants uninterrupted mobility and “worldliness”. As symbolic bearers of the Swedish nation, national ideals act on the white women’s bodies internationally, in ways that both uphold and re-inscribe the nation into the global. Thus, apart from obscuring global inequalities, white cosmopolitan femininity is imbricated in both national and global politics as a place where global structures reconnect with the white nation, thereby enabling Swedish migrants to re-install themselves into contemporary global settings as self-defined cosmopolitan subjects     

Migrant protest in times of crisis: politics,ethics and the sacred from below

This paper focuses on the 300 Migrant Hunger Strikers event in Greece to explore the material conditions of possibility for migrant politics in times of crisis. It identifies three elements that played determinant roles in the articulation of the event: the politics of equality enacted by migrants, the ethics of hospitality and witnessing enacted by the Greek activists and host populations and the sacredness of the event. Critically engaging with the theories of Rancière, Derrida, Agamben and Durkheim, this paper demonstrates how these elements encountered and how their encounter helped migrants to achieve rights, albeit limited and temporary. Moving beyond the particularity of the event, this paper also highlights the event’s importance for migrant politics in times of austerity, and increased surveillance and racism against migrants. Despite its limited and temporary success, the event demonstrates how a politics of equality, ethical openness and respect for human life can form the basis of true cosmopolitan universality. The event also demonstrates how cosmopolitan universality is constructed from below by the migrants, who despite their undocumented status, engaged in an act of citizenship to demand equality.
