GPS tracking and the right of privacy

Government authorities and law enforcement agencies start using the satellite-based GPS tracking technology more often for various purposes. Due to its unique technical features, GPS tracking poses a much greater threat to the right of privacy compared with traditional electronic tracking techniques, such as the Beeper. Comparisons are extensively analyzed and a number of the US cases are quoted for illustrations. In the end, several key principles are proposed to facilitate the supervision of investigation behaviors in China.

1999年中国警方首次展开"网上追逃",取得了重大成绩."网上追逃"是历次严打斗争的继续,通过网上作战,进一步增强了广大民警的科技意识,公安信息网络建设在实战中得到空前加强.     

Deception Detection Expertise

A lively debate between Bond and Uysal (2007, Law and Human Behavior, 31, 109-115) and O'Sullivan (2007, Law and Human Behavior, 31, 117-123) concerns whether there are experts in deception detection. Two experiments sought to (a) identify expert(s) in detection and assess them twice with four tests, and (b) study their detection behavior using eye tracking. Paroled felons produced videotaped statements that were presented to students and law enforcement personnel. Two experts were identified, both female Native American BIA correctional officers. Experts were over 80% accurate in the first assessment, and scored at 90% accuracy in the second assessment. In Signal Detection analyses, experts showed high discrimination, and did not evidence biased responding. They exploited nonverbal cues to make fast, accurate decisions. These highly-accurate individuals can be characterized as experts in deception detection.     

警犬硬质地面追踪技术训练研究

随着城市化进程的加快,硬质地面成为限制警犬追踪技术在刑事案件现场应用的最重要因素。训练警犬在硬质地面上进行追踪是摆在警犬技术工作人员面前的重要课题。通过介绍国外几种具有代表性的警犬硬质地面追踪训练技术,与公安部昆明警犬基地、广西区公安厅警犬所联合设计的硬质地面追踪训练课程体系进行了比较,并对实战等的分析之后,认为这一训练课程体系全面、系统,训练指标高于国外同类技术,应用前景良好。     

“蒙面影像特征”引导下的多案串并及实战应用

虽然人工智能在蒙面犯罪行为的智能侦测与自动识别方面有了一些重大突破,但是,在一些复杂环境中或特殊情况下,对蒙面人的智能侦测与自动识别,只是作为一个实验验证,并不能代替视频侦查技术人员的人工审看、手动跟踪及分析研判的最终结果。研究"蒙面影像特征"引导下的多案串并思路及人工操作方法,一方面有助于跟踪与锁定同一"蒙面人"连续作案或间歇作案的活动轨迹,另一方面也有助于辨认与比对蒙面以后的人脸特征、行为动作特征、衣着特征、随身物品特征、作案工具特征等。在蒙面犯罪案件的多案串并或个案侦破中,"蒙面影像特征"跟踪分析法、辨认比对法,以及"蒙面影像特征"引导下的视频导侦法、多侦联动法,可以作为一种迅速发现侦查线索或寻找案件串并依据的途径与方法。     

A Review of: “Digitizing the News: Innovation in Online Newspapers,by Pablo J. Boczkowski”

This study examines the way in which USA Today used tracking poll data in its strategy‐oriented coverage of the 1992 presidential campaign. Scrutiny of the methodological features of tracking polls suggests the news media's potential misuses of them. Studies on media polling lead to the general hypothesis that tracking polls serve the mass media as a device for generating news accounts that focus on candidate strategy. Using the ARIMA modeling technique, I conclude that as changes in the margin of difference between Bush and Clinton in the Gallup/CNN/USA Today poll increased, USA Today cited the poll results more frequently. The increase in the number of tracking poll references corresponded to an increase in the number of strategy‐oriented words in USA Today's campaign coverage. I discuss the implications within the context of the 1992 election campaign coverage.
