法制新闻的舆论监督现状不容乐观。为更好地实现法制新闻的舆论监督功能,新闻媒介必须做到新闻自由和媒介自律;新闻工作者应具有高度的社会责任感和新闻职业道德;采访报道遵循事实;通晓报道权限,遵守法律法规。     

对加强公安"窗口"诚信服务建设的思考

上海市公安局静安分局自开展“窗口”诚信服务以来,群众满意率明显提高。为了进一步推进“窗口”诚信服务建设,有力地推进公安工作和队伍整体建设,在进一步认清当前公安“窗口”诚信服务建设存在的主要问题及原因的同时,应在强化理念、建立机制、探索管理模式、提高服务水平等方面找准公安“窗口”诚信服务建设的基本途径。     

区位因素引起的城市住宅供给的特殊问题

城市住宅的区位因素使得对于不同地点的住宅需求不能完全相互替代,这造成了房地产开发上的两难悖论:单个房地产商独自开发的地块过大,会使开发商对住宅购买者具有垄断地位,促使住宅售价过高;地块过小则有碍住宅建筑的统一规划,不利于提供适宜居住的住宅.解决这一两难悖论的出路在于强化政府机构对房地产开发的管制,而这种管制必须以尽可能增大居民福利为目标,以科学的规划为基础.     

浅析网络诈骗犯罪的立案管辖

对于网络诈骗犯罪的管辖,如果盲目沿用固有的管辖规定,会严重影响打击防范网络诈骗犯罪的效果。为了方便侦查取证,此类案件的立案管辖需要在沿用传统管辖理论的基础上,针对网络诈骗犯罪手法的多样化、犯罪空间的虚拟性和犯罪的高科技性等特点进行新的解释和变动。传统的管辖规定将被害人所在地排除在管辖地之外,然而通过研究发现把被害人所在地作为管辖地更能满足打击网络诈骗犯罪的需要。     

VEP验光方法在常见眼外伤矫正视力检测中的应用研究

目的通过比较VEP验光、电脑验光及主觉插片验光在检测外伤眼屈光度中的关系,探讨VEP验光方法在外伤眼矫正视力中的应用价值。方法本组实验选取各种类型眼外伤患者,伤后3～6月经检查存在视力下降者61人(受检眼61只),分别对伤眼行电脑验光、主觉播片验光及VEP验光,比较三种验光方法所测屈光度及矫正视力之间的差异性。结果经统计学处理,VEP验光与主觉插片验光所测伤眼屈光度和矫正视力无显著性差异(P>0.05);电脑验光与主觉验光、VEP验光在球镜屈光度检查上存在显著性差异(P<0.05),在散光检查方面无明显差异(P>0.05);电脑验光所得矫正视力与主觉插片验光、VEP验光所得结果之间均存在显著性差异(P<0.05),尤其在角膜、虹膜睫状体、晶状体、玻璃体等部位损伤的受检眼中差异更为显著(P<0.01)。结论电脑验光和VEP验光均是客观的屈光检查方法,前者有方便迅速的优点,但其结果存在较大误差,特别是在屈光系统损伤的患者中误差更大,仅可作为屈光矫正的初步检查依据;而后者验光结果准确,能够反映伤眼的屈光实际情况,可以应用于法医学鉴定中的伤眼最佳矫正视力的评定。     

Technological diversity,scientific excellence and the location of inventive activities abroad: the case of nanotechnology

Our contribution to the expanding literature on the globalization of research and innovation is to investigate the extent to which sector-specific developments in an emerging technology (such as increasing interdisciplinarity and complexity) affect inventive activities developed abroad. We look at how technological diversity and scientific excellence of host countries in the field of nanotechnology affect the development of inventive activities by US multinational companies (MNCs). We identify the most active US-based MNCs in nanotechnology-related patenting and examine location decisions of these companies and their international subsidiaries. Econometric results confirm our hypothesis that the technological breadth of host countries positively influences the expected number of inventions developed abroad by US MNCs. Science capabilities of countries also have a positive impact on the decision to invent abroad, while the influence of market specific factors is less clear. We interpret these results as suggesting that host country science capabilities are important to attract innovative activities by MNCs, but as the interdisciplinary and convergent nature of nanotechnology evolves, access to a broadly diversified knowledge base becomes important in increasing the relative attractiveness of host locations.

犯罪位与对策位——从对称现象的存在说起

犯罪现象也是一种生态现象,任何生态都有其新陈代谢,犯罪生态现象也是社会新陈代谢的一种。从社会存在的源头高度上来考察,还应当辩证地看待犯罪问题。如果我们把犯罪看成是社会的一种代谢物,那么就要尽可能采取相应的对策,使其尽可能少地出现。对各种刑事犯罪的治理要如此,对腐败犯罪的治理更要如此。     

Evaluating the Concept of Location Affordability: Recent Data on the Relationship Between Transportation,Housing, and Urban Form

The concept of location affordability holds that housing affordability should be augmented to include transportation cost as a related and substantial household cost burden. The recent United States foreclosure crisis of 2006–2008 offers an opportunity to evaluate location affordability as a concept for policy and practice by investigating the relationship between transportation cost burdens and negative housing outcomes. This article contributes to the growing literature on location affordability and the recent crisis with an analysis of default and foreclosure data for 70 metropolitan areas. The analysis includes transportation and housing cost burdens and demographic data, as well as multidimensional measures of urban form. High rates of automobility are associated with increased foreclosure. The urban form variables yield mixed results, suggesting the relationship between urban sprawl and affordability is complex. However, across a range of specifications, high levels of development intensity are associated with increased foreclosure rates. The results have implications for both the housing and transportation sectors and lend support for the notion of location affordability.     

浅谈综合治理中公安机关的角色定位

随着经济的发展和改革的深化,利益分配格局调整诱发的各种矛盾纷繁复杂,社会治安形势不容乐观。由于解决矛盾和争端的机制尚不健全,公安机关往往被推至解决矛盾的第一线,成为冲突的焦点。我们从当前公安机关在综合治理中面临的执法困境着手,分析公安机关工作被动的原因,指出在加强社会治安综合治理中,首先必须明确职能定位,尽量减少非警务活动,加强民警权益保障定位,健全保护制度建设,集中优势资源,推行“零容忍”政策的工作定位,从而实现社会秩序的根本性好转,构建更加和谐的社会。
