冷战结束后,北约并未因对手的消失而瓦解,而是通过扩大组织、出台新战略和实施新行动找到生存依据并获得新的发展。在北约的新扩大、新战略和新行动中,中东欧国家不管是主动参与还是被动接受,都起到了不可低估的作用。中东欧国家的加入令北约成员国从16个增至30个,拓展了北约的疆域。东欧剧变带来的国际局势的变化,特别是前南斯拉夫地区发生的战争促使北约提出新的战略概念,波黑战争、科索沃战争和马其顿危机更是成为北约新战略的试验场。中东欧国家参与了北约在波黑、科索沃、阿富汗和伊拉克的行动以及乌克兰危机发生后针对俄罗斯的军事部署,做出独有的贡献。同时,中东欧国家的加入也给北约在决策效率、行动能力、责任分担和价值观方面带来新的挑战。不过,由于中东欧国家的军事力量和国家实力有限,在北约内部的影响力不大,这些挑战不足以危及北约的生存。  相似文献

The viewpoint discusses the role of foreign donors in rebuilding the Ukrainian nation-state. It argues that a gardener’s care is needed – not guidance, traditional teaching, or direction, but assistance. Foreign donors’ activities should be oriented principally to the support of internal points of growth, social and economic. The task of empowering actors that show promise to propel socio-economic development from within can and should be prioritised. The policies of empowering local actors (as opposed to financing the government and established businesses) involve first and foremost supporting bottom-up initiatives and start-ups that have demonstrated their relevance and promise.  相似文献

Since 1989, many of the former communist countries in Central and Eastern Europe (CEE) have made the dramatic change from communist regimes to democratic nations that are integrated in the European sphere. While these sweeping changes have given rise to a successful transition to democracy unlike any the world has ever seen, there remain issues with governance as well as citizen support for the regime. While other studies have shown that mass media can influence a person's attitudes and opinions in the region, none has explored what effect social media can have on orientations toward democracy in the region. In the following paper, I build several hypotheses based on previous studies of media effects and democratic survival. I then employ survey data to empirically test whether social media increases support for democracy. The study finds that not only does using social media increase support for democracy, but also simple usage rather than information seeking provides more consistent effects on a person's support for democracy in CEE.  相似文献

During the past two decades agrarian (‘land and farm’) reforms have been widespread in the transition economies of Eastern Europe, the Caucasus and Central Asia (EECCA), following earlier ones in Asia (China and Vietnam). However, independent family farms did not become the predominant sector in most of Eastern Europe. A new dual (or bi-modal) agrarian structure emerged, consisting of large farm enterprises (with much less social functions than they had before), and very small peasant farms or subsidiary plots. The paper compares five case studies, looking at agrarian actors, property rights, state influence, and rural poverty. These are Russia, Armenia, Moldova and Uzbekistan in the EECCA region, and China's Xinjiang province in Asia. The paper concludes that state influence is still substantial, property rights regimes are quite diverse and rural poverty remains medium to high. State-led agrarian reform, in particular where a redistributive (or restitution-based) land reform was implemented led in some cases to land-based wealth redistribution, but policies and institutions were lacking to support the individual farm sector. More often the outcome was a rapid transfer of land in the hands of corporate farm enterprises, reversing the initial process of ‘re-peasantization’. It seems that the old ‘Soviet dream’ of mega-farm enterprises in the ‘transition to capitalism’ has regained prominence, with huge agro-holdings ‘calling the shots’, providing an insecure future for agricultural workers, peasants and farmers.  相似文献

Abstract

No fighting took place on Cyprus during the First World War. However, the island acquired an important role both as a source of provisions and as a recuperation home for injured soldiers. Indeed, between 1914 and 1918 the small, poor and under-developed island of Cyprus became a major provider of grain, timber, tobacco and mules while military convalescent homes on Mount Troodos were built to accommodate thousands of injured Allied soldiers. Cyprus’s use for the war effort inevitably had a significant impact on the island’s economy and infrastructure. During the war years the island experienced a boost in its agricultural production and an influx of money while several technical services were established to facilitate transportation and communication. By examining such themes this paper sheds important light on a critical period of Cypriot history, though one that remains largely unexplored.  相似文献

This paper attempts to explain the process of institutional transition of post-communist countries applying conceptual framework proposed by D.C. North, J. J. Wallis, and B. R. Weingast. The first part of the article is devoted to outline the theory of North, Weingast, and Wallis. The second part the theory is used to analyze transformation processes in post-communist countries. An important conclusion of this paper is that cultural, religious and historical factors have crucial impact on formation of new coalitions of elites in the transitions countries. In the countries where Western values were present the transfer of the market and democratic formal institutions was easier. Also, the process of transformation was strongly influenced by external factors, especially the prospect of integration with the European Union, which encouraged elites to take action that benefited the opening of both political and economic markets. These observations suggest that, in general, the success of transformation in transition countries did not depend on the intentional actions of ruling elites.  相似文献

This article is an analysis of the changing role of research on local governments in Central and Eastern Europe (CEE) within mainstream European studies. It refers to dependency theory (Wallerstein, Prebish) as applied to scientific research. It classifies CEE as being in the semi-periphery of academic research. The empirical analysis consists of two parts: (1) qualitative review of the most important of the comparative studies of European local governments. It includes a discussion on the role of local governments and researchers from CEE in these studies; (2) quantitative based on an analysis of articles published in international journals and citations for those articles in Scopus. The analysis covers 14 countries (all new member states who joined the EU from 2004 onwards, plus the Balkan countries: Albania, Macedonia, and Serbia).  相似文献

Networks of local government support organisations (LGSOs) are critical to successful intergovernmental relations and effective local governance in democratic societies. Bulgaria had no such network of municipal associations when it began the transition from communist rule in the early 1990s. Using US and other external technical assistance, Bulgaria over the next decade overcame the impediments to collective action and established what appears to be an effective and sustainable system to back up its cities and towns. Important factors in mobilising support included a long‐term focus on institutional development, non‐partisanship, flexibility in implementation and a pragmatic orientation that focused on learning by doing.
