The recent formation of a United Kingdom and Irish working group, the Body Fluids Forum (BFF), highlighted the need to investigate different working practices prior to any inter-laboratory comparison work and identification of best practice. Various dilutions of semen were seeded onto swabs and cloth samples for each BFF member laboratory to test using their standard techniques. The results showed that the detection of acid phosphatase on swabs is best achieved using direct testing rather than on an extract from the swab. Extraction methods for spermatozoa require a balance to be achieved between using a sufficient volume of water to ensure optimal release and minimal volume to ensure a concentrated extract. PSA tests were investigated and found to be more sensitive than Choline. DNA profiles were obtained from samples in which no spermatozoa had been detected during microscopic examination.  相似文献

Aid, in the form of financial aid and investment, has become increasingly prevalent in both bilateral and multilateral partnerships in the BRICS. In Africa, the Forum on China–Africa Cooperation provides the official framings for forms of development assistance to the continent, with financial forms of aid available through the New Development Bank and the China–Africa Development Bank (CADFund). This article explores how Chinese international development assistance has influenced South Africa's economic growth and development strategies and is reshaping South Africa as “gateway” to Africa and continental leader. Special economic zones (SEZs) have become a prioritised form of BRICS development collaboration particularly in terms of Chinese trade and investment expansionism into Africa through South Africa. Chinese international development assistance and foreign direct investment in South Africa in particular are very notable and have been strengthened during the Chinese official state visit prior to the Johannesburg BRICS Summit in 2018. The article critically analyses the development policy discourse on BRICS spearheading an alternative model of South–South international cooperation by examining the Coega SEZ in South Africa, hailed as the most SEZ in Africa. The article critically examines the development alternative potential of the Coega SEZ.  相似文献

In the domain of environmental security, it appears that a strong civil society, one with strong social ingenuity and social capital, is a necessary condition not only for environmental security, but also for regional security in general. This paper will argue that in the context of the Association of Southeast Asian Nations (ASEAN), much can be learned from the empirical experiences of Thailand and the Philippines that have established records of accomplishment in civil society participation in forest governance. Also discussed is the possible role of epistemic communities both within these countries as well as across countries in the ASEAN in harnessing institutions of knowledge to influence domestic and regional governance of forest resources.  相似文献

Abstract

Of all the island states of the Southwest Pacific, Fiji’s foreign relations have been the most fraught since the advent of independence in the region, due largely to a succession of coups d'état. These have invariably precipitated adverse responses from major partners and aid donors, notably Australia, New Zealand, the United States and the European Union. The last coup in 2006 also unsettled relations in Fiji’s more immediate region, especially among some of its smaller Polynesian neighbours, contributing to Fiji’s unprecedented suspension from the Pacific Islands Forum. This article reviews Fiji’s foreign relations from the time of independence in 1970 through the period of successive coups to the 2014 elections. It also examines Bainimarama’s strategies in extending foreign relations in the broader international sphere as well as issues surrounding the ‘normalisation’ of relations with its traditional partners.  相似文献

本文试图把"极化"这一概念引入网络政治传播的考察中,主要针对四个中文BBS论坛(强国深水、猫眼看人、天涯杂谈和新浪杂谈)政治讨论中的极端化态度分布状态进行描述与比较。结果显示,态度极化现象与论坛群体和特定的议题类别紧密相关。其中激进派聚集的论坛更容易出现极化;涉及"政府"的议题更容易在激进的论坛中出现极化,而在温和派占据主流的论坛则呈现非极化状态。同时,发帖积极性越高的ID越容易出现态度极化的现象;而且,网民的意见同质化程度越高,则群体极化的程度也就越高。  相似文献

Abstract

Stretching a third of the way around the globe, the Asia Pacific is the world's most populous region. Yet, it remains the sole region without a human rights court or commission, and without a human rights treaty. The notable absence there of a human rights mechanism based on such institutions is often explained away by reference to the region's size and heterogeneity, the constituent states’ reluctance to interfere in the affairs of others, and the existence of rivalries. Whilst agreeing that there is no inter-governmental initiative that looks set to change the present state of affairs in the Asia Pacific, this article places the spotlight on another model of creating a regional human rights mechanism, that is, the unique and burgeoning Asia Pacific Forum of National Human Rights Institutions. Specifically, it assesses the prospects for Japan, Taiwan and China – three key regional players whose membership of the Forum is still outstanding – to create domestic human rights bodies that eventually join.  相似文献

China's traditional approach to security questions appears to be antithetical to the cooperative security approach that has been adopted by ASEAN and by embryonic multilateral organizations such as the ASEAN Regional Forum. Yet, in the course of normalizing relations with India, China has shown itself willing to explore the kind of confidence‐ and security‐building measures associated with this approach. Although it was a change in interests that prompted China to explore the worth of such measures, nevertheless cooperative security ideas have proved helpful in defusing tensions between New Delhi and Beijing. Possibly as a result of its experience with India, there are indications that China has become more receptive to the use of a cooperative security framework elsewhere in the Asia‐Pacific, most notably in dealing with the ASEAN Regional Forum. Its involvement in this process has increased the diplomatic and economic costs that would be incurred should it decide to use force to make good its irredentist claims in the South China Sea.  相似文献

Abstract

While ASEAN played the leadership role for erecting the ASEAN Regional Forum (ARF), Japan generated positive impact on the historical trajectory leading to the birth of the ARF. This paper asks the following question: On what ideational foundation was Japan's support for the ARF based? Utilizing a conceptual framework based on the theoretical literature of multilateralism, the paper analyzes three major Japanese perspectives on the ARF in the inception years (1991–95) — Idealism, Realism, and Liberalism — while paying special attention to Liberalism, the perspective underlying Japan's actual policy. Liberalism, while leaning toward Realism, still incorporated some elements of Idealism. For Liberals, centering around the Ministry of Foreign Affairs, the ARF was a vehicle to foster a sense of trust, however fragile, on the basis of providing and sharing quality information about China, Japan, and the United States, without undermining the existing security arrangements including the US‐Japanese alliance.  相似文献

ABSTRACT

In November 2011, the Polynesian Leaders Group (PLG) was formed. The inclusion of Samoa, Tonga and French Polynesia gives it enough political muscle to have some influence on Pacific regionalism, but exactly what this will be is uncertain. Notably, it was formed during a tense period for regionalism; Australia’s and New Zealand’s disproportionate influence in the Pacific Islands Forum (PIF) and Pacific Islands Forum Secretariat was increasingly being called into question, while Fiji was crowned the chair of the Melanesian Spearhead Group (MSG) even though it was then expelled from the PIF. To date, the PLG’s most notable work has been done in relation to climate change, while it also promises to address decolonisation, both of which are pressing issues on the regional agenda. These might be issue-areas where the PLG will make its mark. Another might be in counterbalancing the increasing regional influence of the MSG, which over the past 10 years has been willing to act independently of the PIF and its traditional benefactors: Australia and New Zealand. An examination of when and why the PLG was formed, how its membership is determined, and its position on key regional issues might provide answers about its regional implications.  相似文献

Abstract

Analyses of recent developments in Pacific regional politics have emphasized the role of ideas and new thinking about how the Pacific should engage in global and regional diplomacy (the so-called ‘paradigm shift’). These ideas include the call for regional self-determination, the claim that Pacific island states need to engage more assertively in global diplomacy, the call for a ‘genuine Pacific voice’ to be heard in global forums, recognition that a ‘one region approach’ need not be the best approach, the reconfiguring of diplomatic alliances to leverage Pacific island positions better in global forums, and embracing non-state actors as equal partners. The importance of this paradigm shift is that it challenges many prevailing stereotypes and assumptions about Pacific islands diplomacy. It recognizes and facilitates choices and alternatives. It emphasizes the imperative of being proactive and of taking responsibility for the challenges facing the Pacific islands; and being creative in finding solutions. This is a fundamentally empowering transformation. But in order to understand where this might lead, it is necessary to explore where this transformation has so far played out. Case studies at the national, regional and global levels give insights into the impact and potential of the new Pacific diplomacy.  相似文献
