构建我国司法改革学

无论是学术界还是实务界的努力 ,我国司法改革所取得的成就都不是令人满意的 ,解决问题的有效方式是 :反思——重构。本着对我国司法改革重构的思考 ,作者对当前司法改革的三种主流研究范式进行了反思 ,在此基础上提出构建我国司法改革学 ,并对司法改革和司法改革学两个概念进行了界定     

早期以英语为媒介的中学西渐

鸦片战争前夕,伴随着基督教新教大规模东进,传教士在向中国介绍西学的同时,自觉或不自觉地以英语为媒介向西方介绍中学。传教士向西方介绍中学的努力,一方面是为了更好地在中国居住和传教,有效配合列强对华掠夺,另一方面也使中学多了一个直接走向世界的窗口,有助于中西学术的对话和交流。     

Cross-state learning and service delivery in India’s federal system

ABSTRACT

This paper attempts to place the issue of cross-state learning and borrowing experiences in service delivery in India in the specific context of political incentives in India’s federal democracy as well relating it to the findings of the comparative literature on subnational policy diffusion in federal systems. It presents four types of borrowing experiences from a selection of six case studies of the past few years, and point towards ways in which learning/borrowing across states can be usefully incorporated into policy.     

The social logic of political choice: Picking a political party in the context of immediate social circles

The Social Logic of Politics places social learning at the center of political choice. People develop their political preferences, knowledge, values, perceptions of ability, and decisions about political behavior in interactions with others, usually members of their social circles. Political attitudes and goals are not derivatives of exogenous economic preferences. They are not the results of careful calculations, in which optimization of personal needs guides the mode of reasoning. This theoretical stance draws sustenance from recent work across the social science, even as it harkens back to established, if neglected principles of political analysis. 司法警务专业工学结合课程体系改革的新探索

工学结合,作为职业教育的本质特征已经逐渐被大家所认识。但在校企合作机制和实习基地建设等宏观管理层面难以突破的情况下,我们通过引入＂学习领域＂的重要概念,开发出了富有特色的项目课程,使司法警务专业工学结合课程体系改革找到了突破口。     

越南李朝兵制与唐宋兵制关系探析

兵制是一个国家的重要典章制度,同时也是维护国家独立和民族繁荣的有效手段。李朝作为11至13世纪中南半岛上的强国之一,十分重视兵制的建设。由于中越复杂的历史联系,李朝立国后在兵制的设置上借鉴了唐宋兵制,尤其是重点效仿唐宋兵制的军事领导体制、武装力量体制和兵役制度等军事制度。不过,李朝兵制并没有完全照搬唐宋兵制,它既吸收了唐宋兵制的精华,又因地制宜地发展出了符合李朝自身国情的兵制,并增设了新的兵种象兵。李朝兵制无论是在平定内乱抑或开疆扩土中,都契合了国家发展的实际需要。反过来,李朝兵制也对宋朝的兵制产生了一定的影响,宋朝也参考了李朝兵制对其兵制进行改革。宋朝兵制在改革中充分借鉴了李朝的军事编制,尤其是军这种新的军队编制的创设,成为宋朝改革军队编制的开端。从李朝兵制大力效仿唐宋兵制,再到宋朝亦在兵制建设上借鉴李朝兵制的优点,这种相互学习与借鉴,增进了古代中国与周边国家的关系,也进一步促进了二者之间的相互交融和融合,从而形成了今天的中国与周边国家的文化中你只有我、我中有你的文化格局。     

服务型政府视野下公务员学习能力建设探析
