在航空恐怖犯罪频繁发生的当今社会，如何打击航空恐怖犯罪已成为重要课题。机场边防检查站作为出入境口岸的执法机构，有责任和义务参与到这场打击恐怖犯罪的活动中来。机场边防检查站要充分做好反恐准备，制定出切实可行的反恐预案和应急方案；要加强情报搜集的力度，并及时对有价值的情报进行分析整理；要加强与相关部门的合作，形成一个统一协调的反恐体系。     

Applying the Verifiability Approach in an international airport setting

In the current study, we tested the utility of applying the Verifiability Approach (VA) within an international airport setting. The VA works on the notion that truth tellers provide more verifiable details than liars and has shown to be successful within other empirical deception detection scenarios. Three hundred and ninety-nine airside participants (those originating from Europe, Asia and African) were asked questions regarding their travel plans. We asked participants to either lie (n?=?195) or tell the truth (n?=?204) about their planned activities. The critical question required participants to provide information that would convince the investigator that they were telling the truth. We then transcribed and coded their responses for verifiable details; that is, details that could potentially be checked by an investigator. Overall, truth tellers provided significantly more verifiable details than liars. Furthermore, when taking their geographical origin into account, there was no interaction effect between veracity and region. Additionally, truth tellers provided a higher verifiable/total detail ratio than liars, which again showed no interaction effect between veracity and region. These findings support the suitability of the VA as a cross-cultural veracity tool and implications for its use as an additional security aid are discussed.     

Indigeneity in the Air: The Case of Chinchero Airport in Cusco,Peru

This article problematises ‘indigeneity’ by looking at the various disruptions, conflicts and fractures that the recent sale of the land for the construction of the new Cusco international airport in Chinchero, Peru, has triggered locally. In addition to examining the erosion of the peasant community model that emerged from the 1969 agrarian reform, it explores the formation of new social groupings in a context of tourism and neoliberal development. The discussion highlights the role of tourism-related, large-scale infrastructure in the production of new identity politics that challenges fixed and preconceived ideas about ‘the indigenous’ in the Andes.     

Terrorism and Profiling

A key problem for counterterrorism is how large numbers of individuals can be screened most efficiently to discover terrorists. This question arises at security checkpoints of all kinds, from roadblocks to airline security counters. Some argue that certain categories of individuals, for instance, young Muslim men in the airline context, should be screened more heavily than others. Others deride this as racial profiling, and argue that any such scheme would be easily evaded. I examine a model of searching for terrorists among a population divided into categories that vary in their potential reliability or ease of recruitment as agents of terrorist attacks. The equilibria in the model feature profiling, in that different categories are searched with different intensities. Practical difficulties in implementing a rational profiling scheme are discussed.

"口岸限定区域"(以下简称"限定区域")的相关概念自提出至今已有二十余载的时光,其内涵和外延随着我国出入境发展形势的变化产生了一定的扩展和延伸,而口岸限定区域管理的理念和方式却明显滞后于出入境管理全局发展的实际需求.本文将尝试结合当下国内外相关领域的理论实践和新兴热点,对口岸限定区域的概念和管理思路进行探讨,以期为日后有关法律的完善、行政管理中的合法化以及口岸部门间职能的厘清提供参考.     

'Between a Rock and a Hard Place': The Coalition,the Davies Commission and the Wicked Issue of Airport Expansion

In 2010, the Conservative‐Liberal Democrat Coalition placed a moratorium on airport expansion in the south‐east of England. In office, however, it has faced a sustained political campaign from supporters of the aviation industry and expansion, leading to the appointment in September 2012 of the Davies Commission on airport capacity. This paper critically evaluates this nascent policy reversal in aviation policy, analysing the political backlash in favour of expansion and the political mediation of such demands by the Coalition. It argues that while the shifting political context has placed new pressures on the coalition, its current difficulties cannot be divorced from the continued resonance of the logic of aviation expansion embedded in British institutions at the end of the Second World War. The paper concludes with an assessment of the challenges facing the Davies Commission, the coalition and campaigners, when set against the continued ‘grip’ of aviation on our collective consciousness.     

A Situational Model of Displacement and Diffusion Following the Introduction of Airport Metal Detectors

Much of the discourse surrounding counterterrorism centers on the inevitability of displacement, or the substitution of another form of terrorist attack in place of the one that has been thwarted. Yet a longstanding tradition of research in situational crime prevention finds that displacement is far from inevitable, and often depends crucially on the specific features of the incidents in question. In fact, crime prevention efforts are often followed by a “diffusion of benefits” (i.e., crime reductions) to incidents, groups, or locations that were not the intended target of the intervention. The current study examines various forms of displacement and diffusion in response to airport metal detectors among terrorist groups that had been involved in the perpetration of aviation attacks prior to their implementation. Using data from the Global Terrorism Database, the findings from interrupted time series models suggest a complex set of displacement and diffusion effects with respect to alternative attack modes, target types, and weapon usage.
