略论刑法微课的设计与应用

在“互联网+”时代,线上与线下相结合的混合式教学的优势日益凸显。微课以微型教学视频为主要载体,作为一种情景化、支持多种学习方式的微型在线视频网络课程已成为混合式教学模式的“标配”。目前,刑法教学仍然停留在传统的讲授式教学阶段,教学方式单一,教与学的效率都不尽人意。微课具有学习方便、知识点集中、短时长、可视化等特点,对于克服当下刑法教学中存在的诸多不足具有很强的针对性。刑法微课实效的充分发挥源于对微课的正确认识、科学设计及合理应用。     

应急联动系统的分析、设计与实施

公共安全和公众服务是政府部门一项非常富有挑战性的工作。如何高效利用有限的资源,提高政府对紧急事件快速反应和抗风险的能力,并为市民提供更快捷的紧急救助服务,日益成为加强城市管理的主要内容之一。随着社会的不断进步,社会发生紧急突发事件的种类更加复杂与多变,传统的应对机制已不能适应日益增多的紧急突发事件处置的需要。     

注册防火工程师执业与管理的构想与展望

文章假设我国已建立注册防火工程师制度,那么消防机构将已进行性能化建筑防火设计与评估的工程实行备案制度,不进行具体的建筑防火审查。注册防火工程师执业的机构形式有两种:大型设计院、研究所、高校所属的性能化防火设计研究所和社会性的火灾安全咨询服务公司。公安部消防局是注册防火工程师执业机构的主管部门,并对其进行行业与技术管理,如人员组成、软件设备、注册资金及收费标准、人员培训与业务指导以及建筑设计修改等。     

Increasing Evidence-Based Programs in Criminal and Juvenile Justice: A Report from the Front Line

For the past 5 years in the United States, there has been an increased emphasis on evidence-based programs, and, in particular, the promotion of experimental designs as the highest standard of evidence. This interest has been fueled by the Federal government's demand for accountability that links budget allocation with program performance. The National Institute of Justice, the research, development and evaluation agency within the Office of Programs in the U.S. Department of Justice is undertaking a number of efforts to improve the quality of evaluation research and address the need for evidence-based programs. These efforts have focused on making improvements upfront in the grant selection process so that well-designed evaluations will be undertaken and in the management and monitoring of ongoing evaluation research grants so that implementation and design issues can be identified and addressed. Evaluability assessments is a key strategy that NIJ is relying on increasingly to identify programs that have a high likelihood of being successfully evaluated. Whether these efforts will lead to an overall increase in the rigor of NIJ-supported evaluations remains unanswered at this time. Does Federalism Matter for Biopolicies? Switzerland in Comparative Perspective

This article analyses how federalism matters for the policy‐designing process and the resulting policies in the field of Assisted Reproductive Technology through the comparison of four countries, Switzerland, Germany, Belgium and Canada. It reconstructs from an actor‐centred perspective how federalism interacts with other country and policy‐field specific characteristics and empirically assesses how this interaction influenced the final policies. By focusing on Assisted Reproductive Technology, the article examines the potential influence of federalism on public policies beyond the standard discussion of the comparative political economy of federalism.

Mixed electoral rules’ impact on party systems

The growing literature about mixed electoral systems has addressed their effect on party systems, voting behavior, campaign strategies, legislative roll-call voting, and other issues in a handful of countries. But, the effect of mixed systems has not been fully evaluated cross-nationally or longitudinally. Using data from the World Bank’s Database of Political Institutions, we address this gap in the literature by investigating two related questions. First, do mixed electoral rules produce different election outcomes than other election rules? Second, are these results attenuated by the definitions of mixed systems that scholars employ? We find that mixed systems generate outcomes that are distinct from other electoral systems and that these findings are generally robust across different definitions.
